Prior to entry into the Consent Decree, Chevron had implemented provisions under the $60.483-2(b)(3) "Alternative
standards for valves - skip period leak detection and repair" rule in some process units. Initial implementation of
$60.483-2(b)(3) monitoring occurred in the 4'h quarter of 2003. Chevron is now conducting skip period monitoring
based upon the "Sustainable Skip Period Monitoring Program" in Appendix K of the Consent Decree, which has
instituted enhanced rules for skip monitoring to be used in lieu of {i60.483-2(b)(3) rules.
