The Trenton Pit was issued an approval order (AO) under DAQE-AN0130470001-09 on November 16, 2009. This AO was issued a revocation at the source’s request on January 14th, 2010. The AO was for operation as a stationary source. While the Trenton Pit AO has been revoked, Staker & Parson Companies conducted temporary operations at the site under AO DAQE-AN1518009-05, dated March 15, 2005. This AO was issued to allow aggregate processing equipment to be relocated to the site temporarily. Utah Administrative Code Rule R307-209 became effective March 31, 2025, and establishes requirements for portable aggregate processing plants, including concrete batch plants, asphalt plants, and nonmetallic mineral processing plants. A Portable Aggregate Processing Plant as defined in Section R307-209-2, is exempt from the requirement to obtain an Approval Order under UAC Rule R307-401-10. Therefore, equipment in this AO can now be registered under this rule and no longer requires an Approval Order to operate. Because the approval order was issued for portable aggregate equipment and not for a permanent location, this AO is redundant. Since the stationary source no longer operates and does not have an AO, and the portable AO is no longer necessary, DAQ reached out to the source during the 10-year review and confirmed the source did not want DAQ to update AO DAQE-AN1518009-05 and would conduct all portable operations under R307- 209. The source does not have any plans to conduct permanent operations at the Trenton pit.
