Bowen Collins & Associates 20 North Main, Suite No. 107 St. George, Utah 84770 DATE: May 8, 2025 Paul: Transmitted herewith is a link to download the stamped drawings, specifications, and appendices (geotechnical investigation report) for the Washington County Water Conservancy District’s Quail Creek WTP 10MG Tank B Project. We have also provided responses to the review comments that you provided on the 90-percent complete drawings below. Utah Division of Drinking Water Comments and BC&A Response: Comment 1: The plans need to be finalized for construction and Stamped by a licensed PE and signed. Submit these finalized plans. Response: The following link provides the stamped conformed drawings, specification, and appendices for the Project. Hard copies can be provided if requested. QCWTP 10MG Tank B Project Comment 2: Overflow/Drain detail 2 on Sheet C-13 is only required to have a #4 screen, #14 is not required. It can be installed that way, just ensure that the required overflow has been designed with the finer #14 screen in mind. Response: The overflow line is planned to have capacity with the #14 screen. Comment 3: All pipe penetrations through tank walls or roof should have seep rings. They are clearer on smaller pipe penetrations. The larger pipes, like the tank overflow on Sheet S-07 is an example but other larger pipes, like the inlet and outlet as well, should have them and I just want to ensure that has been included in design. Stamped Design Transmittal 2 Response: The fabricated pipe thimble detail on M/3302 is a generic detail for the project, more detail has been added to the drawings to make it clear that seep rings are required. Comment 4: Any access hatches need to be raised up a minimum of 18 inches above earthen cover. Detail B on Sheet S-08 shows 2’ 6” above the tank lid, but there is no dimension above the cover on this sheet. This should also apply to the overflow access hatch on Sheet S-07. Detail S (4446), Sheet GS-07 appears to show that 18” dimension, I just want to make sure this is clear on other details that apply, whether it is for the main access hatch or the overflow access hatch. Also, for the Hatch Detail S (4446) on Sheet GS-07, I also want to ensure there is a gasket showing as required between the lid and the frame. I don’t see that called out anywhere (1) Height. There shall be at least one opening above the level of the overflow, which shall be framed at least 4 inches above the surface of the roof at the opening; or if on a buried tank, shall be elevated at least 18 inches above any earthen cover over the tank Response: The Hatch Detail S/4446 has been updated to clarify the minimum of 18” above earthen cover and also to include the gasket required between the lid and the frame.
