Project Fee Code: N162610001
On March 11, 2025, the Division of Air Quality (DAQ) received your request for a small source
exemption for BHI’s Telegraph Pit. The source is located 0.75 Miles East of 325 Landfill Road, in
Washington County. DAQ has determined the small source exemption applies to the source, as long as
the equipment and associated processes operate as specified in the registration request. The registration
assumes the source processes less than 250,000 tons of aggregate material per year and operates the
diesel-fired generator engine for less than 700 hours per year.
The small source exemption does not exempt a source from complying with other applicable federal,
state, and local regulations and the current Utah Administrative Code. Based on the emissions that you
submitted to DAQ with your registration request, BHI’s Telegraph Pit is not required to obtain an
approval order under R307-401. If you change your operation such that there is an increase in emissions,
we recommend that you notify us, as an approval order may be required.
As authorized by the Utah Legislature, the fee for issuing this small source exemption is a one-time filing
fee in addition to the actual time spent by the review engineer and all other staff on the project. Payment
should be sent to DAQ upon receipt of the invoice.

SMALL SOURCE EXEMPTION REGISTRATION
Businesses eligible for this exemption shall not: 1) emit more than 5 tons per year of each of the
following pollutants: sulfur dioxide (SO2), carbon monoxide (CO), nitrogen oxides (NOx), particulate
matter (PM10), ozone (O3), or volatile organic compounds (VOCs) or 2) emit more than 500 pounds
per year of any single hazardous air pollutant (HAP), and emit more than 2000 pounds per year
for any combination of HAPs, or 3) emit less than 500 pounds per year of any air contaminant not
listed in (1)( or (2) above and less than 2000 pounds per year of any combination of air contaminants
not listed in (1) or (2) above.
Please keep copies of the registration notice and worksheets on site at your business to verify your
permit exemption status. Please be aware that the small source exemption only exempts your business from the permitting requirements of R307-401-5 through 8 of the Utah Administrative Code,
not other applicable air quality regulations.

Hi Bryson,
I have reviewed the small source exemption (SSE) application for BHI's Telegraph Pit and I have a couple of questions:
- The emission calculations suggest production rates of 250,000 tons/year and 200,000 tons/hour. In order to achieve
250,000 tons/year at 200,000 tons/hour, the plant would need to operate 1,250 hours per year. The diesel engine's
emissions are estimated using 700 hours per year. Can you explain how the aggregate pit operates for 1,250 hours
annually when the diesel engine only runs for 700 hours? Does annual production need to be updated to 140,000
tons/year? The SSE registration form lists the operating schedule as 8 hours a day, 5 days a week. This is more than
1,250 hours per year. Please provide clarification on the pit's operating schedule.
- Can you provide more information about the 450 hp engine that is being used (spec sheet, date of manufacture, EPA
tier, emission rates if known, etc.)?

Hello Dungan,
The diesel engine generator is only running while the crusher plant is processing material. The remaining hours of
production are spent on material that is not processed through the plant, such as boulders, large cobble, and bank run.
The operational schedule of 8hrs/5days includes mining/excavation, site maintenance and cleanup, plant maintenance,
building feedstock, loading trucks from stockpiles, etc. Basically, the plant and generator do not run for about 3 months
out of the year.
All of that being said, while gathering data on the diesel engine, I was told that they purchased a new generator for this
site (I thought they were using one they already had when I put the data in). The new generator is almost double the size

and when I put the info into the spreadsheets it puts the NOx over 5 tons/year. I have talked to them about this and we
have decided to lower the production amount per year. I will get the spreadsheets updated and sent over to you first of
next week. Sorry for the confusion.

Do you know the model year, EPA tier, or emissions rates of the new engine that was purchased? I was not able to find

I only know it’s an EPA tier 4 and it’s either 2024 or 2025. I do not know the emission rates, but I will try to do some more
research on it because it may show lower rates than spreadsheet. If that happens to be the case could we use those
numbers instead of spreadsheet? Our ultimate goal is to get as much production tonnage as possible without going over
the thresholds.

Bryson,
Yes, if you are able to determine emission rates in g/hp-hr for the engine you can input them into the highlighted boxes
under "Emission Standards" in the DAQ diesel-fired engine spreadsheet. Since the engine is Tier 4 and very new, it
should have lower emission rates than what the spreadsheet defaults with. Most manufacturers should be able to provide
NOx and CO emission rates and likely VOC and PM as well.

The emission rates you have used (0.745 g/hp-hr NOx, 3.28 g/hp/hr CO, and 0.03 g/hp-hr PM) look good.
The only thing I would confirm is the horsepower of the engine that the source has purchased. The emission data sheet
lists 836 hp and the calculations you have attached use 740 hp.

Great. I think in this case since we are using the data sheet for NOx, CO, and PM emission rates it also makes sense to
use the listed 836 hp from the sheet.
