The source is located 0.75 Miles East of 325 Landfill Road, in Washington County. DAQ has determined the small source exemption applies to the source, as long as the equipment and associated processes operate as specified in the registration request. The registration assumes the source processes less than 250,000 tons of aggregate material per year and operates the diesel-fired generator engine for less than 700 hours per year. The small source exemption does not exempt a source from complying with other applicable federal, state, and local regulations and the current Utah Administrative Code. Based on the emissions that you submitted to DAQ with your registration request, BHI’s Telegraph Pit is not required to obtain an approval order under R307-401. If you change your operation such that there is an increase in emissions, we recommend that you notify us, as an approval order may be required. As authorized by the Utah Legislature, the fee for issuing this small source exemption is a one-time filing fee in addition to the actual time spent by the review engineer and all other staff on the project. The remaining hours of production are spent on material that is not processed through the plant, such as boulders, large cobble, and bank run. The operational schedule of 8hrs/5days includes mining/excavation, site maintenance and cleanup, plant maintenance, building feedstock, loading trucks from stockpiles, etc. Basically, the plant and generator do not run for about 3 months out of the year. All of that being said, while gathering data on the diesel engine, I was told that they purchased a new generator for this site (I thought they were using one they already had when I put the data in). Most manufacturers should be able to provide NOx and CO emission rates and likely VOC and PM as well.
