There is a call box located at the southwest entrance. PROCESS DESCRIPTION: Central Weber Sewer Improvement District treats wastewater and anaerobically digests the produced sludge. The facility operates several generators and boilers. Boilers are used to supply heat for the digesters and the buildings on site. Generators are used to provide power to critical equipment during emergencies when power from the utility provider is interrupted. Equipment is powered by diesel, natural gas, and digester gas. The facility is set up to allow for multiple operating configurations which are determined by weather, equipment, maintenance schedules, equipment failure, wastewater influent quality, and power availability. SOURCE EVALUATION: Name of Permittee: Permitted Location: Central Weber Sewer Improvement District Wastewater Treatment Plant 2618 West Pioneer Road 2618 West Pioneer Road Ogden, UT 84404 Ogden, UT 84404 SIC Code: 4952: (Sewerage Systems) Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In Compliance. Each condition from this section was reviewed with the source and appeared to be in compliance. The 2023 Emission Inventory was submitted by the required date. 3 Section II: SPECIAL PROVISIONS II.A The approved installations shall consist of the following equipment: II.A.1 Central Weber Sewer Improvement District A wastewater treatment facility II.A.2 2000 kW Emergency Generator Engine Fuel: Diesel Manufacture Date: 2012 Location: Blower Building NSPS Applicability: 40 CFR 60 Subpart IIII NESHAP Applicability: 40 CFR 63 Subpart ZZZZ II.A.3 2250 kW (3280 hp) Emergency Generator Engine Fuel: Diesel Manufacture Date: 2020 Location: Blower Building NSPS Applicability: 40 CFR 60 Subpart IIII NESHAP Applicability: 40 CFR 63 Subpart ZZZZ II.A.4 Backup Boilers Quantity: 2 Maximum Heat Input Capacity: 5.2 MM/Btu/hr Fuel: Natural gas Location: Digester Building NSPS/NESHAP Applicability: None II.A.5 Boilers Quantity: 3 Maximum Heat Input Capacity: 12.5 MMBtu/hr each Control Technology: Low NOx burners Fuel: Natural gas Location: New Digester Control Building NSPS Applicability: 40 CFR 60 Subpart Dc II.A.6 Several Boilers/Furnaces/Heaters Fuel: Natural Gas Maximum heat input Capacity: Less than 5 MMBtu/hr each *Listed form informational purposes only 4 II.A.7 Digester Gas Flare Smokeless type flare Location: Maintenance Building Status: In Compliance. The listed equipment was observed during the inspection. Additional information: II.A.2: Labeled onsite as ME-BB-106 II.A.3: Labeled onsite as ME-BB-120 II.A.4: Labeled onsite as ME D-4, D-5 II.B.5: Labeled onsite as ME-DO-101, 102, 103 One Graymills parts washer and one self-contained abrasive blasting booth were observed in the maintenance shop. II.B Requirements and Limitations II.B.1 Source-Wide Requirements. II.B.1.a The owner/operator shall not allow visible emissions from the following emission points to exceed the following values: A. All boiler exhaust stacks - 10% B. All diesel-fired emergency generator exhaust stacks - 20% C. All engine-generator sets exhaust - 10% D. Digester gas flare - 10% E. All other points - 20% [R307-201, R307-401-8] II.B.1.a.1 Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. Opacity observations of emissions from flares shall be conducted according to 40 CFR 60 Appendix A, Method 22. [R307-201] Status: In Compliance. No visible emissions were observed from any of the emission points. II.B.1.b The owner/operator shall continue with an annual service program for the gas system and carburetor system by a certified service representative. The exhaust emissions shall be checked once every 12 months and the carburetor system readjusted as required every 12 months. The system shall be readjusted any time the system is altered or repaired. Records of all adjustments shall be kept and made available to the Director for their inspection. [R307-401-8] Status: Not Applicable. This condition was tied to equipment that is no longer on site and was part of the previous AO. 5 II.B.1.c All emissions from the production of digester gas shall be routed through the digester gas flare before being vented to the atmosphere. [R307-401-8] Status: In Compliance. All emissions from the production of digester gas is routed through the flare. II.B.2 Emergency Generator Requirements. II.B.2.a The owner/operator shall only operate one emergency engine at a time during non-emergency situations. [R307-401-8] Status: In Compliance. The source confirmed that only one emergency engine operates at a time for non-emergency usage. II.B.2.b The owner/operator shall not operate each emergency engine on site for more than 100 hours per calendar year during non-emergency situations. There is no time limit on the use of the engines during emergencies. [40 CFR 63 Subpart ZZZZ, R307-401-8] II.B.2.b.1 To determine compliance with a calendar year total, the owner/operator shall calculate a new yearly total by January 31st using data from the previous calendar year. Records documenting the operation of each emergency engine shall be kept in a log and shall include the following: A. The date the emergency engine was used B. The duration of operation in hours C. The reason for the emergency engine usage [40 CFR 63 Subpart ZZZZ, R307-401-8] Status: In Compliance. Records reviewed during the inspection indicated that both emergency engines operated less than 100 hours for non-emergency use for the calendar year. Each engine housing unit contains a log book which includes the date of operation, duration, and reason for usage. Annual maintenance logs were viewed. The source is aware there is no time limit on the use of the engines during emergencies. II.B.2.b.2 To determine the duration of operation, the owner/operator shall install a non-resettable hour meter for each emergency engine. [40 CFR 63 Subpart ZZZZ, R307-401-8] Status: In Compliance. Non-resettable hour meters are installed on both engines and were viewed during the inspection. II.B.2.c The owner/operator shall only use diesel fuel (fuel oil #1, #2 or diesel fuel oil additives) in the diesel-fired emergency engines. All diesel burned shall meet the definition of ultra-low sulfur diesel (ULSD) and contain no more than 15 ppm sulfur. [R307-401-8] 6 II.B.2.c.1 To demonstrate compliance with the diesel fuel requirements for any diesel fuel purchased, the owner/operator shall keep and maintain fuel purchase invoices. The fuel purchase invoices shall indicate that the diesel fuel meets the ULSD requirements, or the owner/operator shall obtain certification of sulfur content from the fuel supplier. [R307-401-8] Status: In Compliance. The source utilizes ultra-low sulfur diesel (ULSD) fuel in the emergency engines. This was determined by a fuel purchase invoice provided by the supplier which was viewed on site. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. NSPS (Part 60) Dc: Standards of Performance for Small Industrial-Commercial-Institutional Steam Generating Units Status: In Compliance. This subpart is applicable to the natural gas-fired boilers in Condition II.A.5. Boilers over 10 MMBtu/hr are subject to this rule. Compliance is satisfied by the source utilizing natural gas and maintaining records for two years. NSPS (Part 60) IIII: Standards of Performance for Stationary Compression Ignition Internal Combustion Engines Status: In Compliance. This subpart is applicable to the two emergency generator engines listed in Condition II.A.2 and II.A.3. The generator engines are diesel-fueled, equipped with non-resettable hour meters, and operated for less than 100 hours for non-emergency usage for the rolling 12-month period. Refer to Section II.B.2 for more information. NESHAP (Part 63) ZZZZ: National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines. Status: In Compliance. This subpart is applicable to the two emergency generator engines listed in Condition II.A.2 and II.A.3. The generator engines are equipped with non-resettable hour meters and utilize ultra-low sulfur diesel. This was determined by a fuel purchase invoice provided by the supplier. Refer to Section II.B.2 for more information. AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: Emission Standards: Sulfur Content of Fuels [R307-203] Status: In Compliance. Refer to Condition II.B.2.c for more information. Emission Standards: Abrasive Blasting [R307-206] Status: In Compliance. The abrasive blasting booth located in the maintenance shop is fully enclosed and was not operating at the time of inspection. No visible emissions were observed. 7 Stationary Sources [R307-210] Status: In Compliance. This area source rule is satisfied through compliance with NSPS Subpart IIII and Subpart Dc listed above. Refer to the Federal Requirements section for more details. National Emission Standards for Hazardous Air Pollutants [R307-214] Status: In Compliance. This area source rule is satisfied through compliance with MACT Subpart ZZZZ. Refer to the Federal Requirements section for more details. Nonattainment and Maintenance Areas for PM10:Emissions and Fugitive Emissions and Fugitive Dust [R307-309] Status: In Compliance. No fugitive emissions or dust were observed. The site is fully paved and landscaped. NOx and CO Emission Controls for Natural Gas-Fired Boilers 2.0-5.0 MMBtu [R307-315] Status: In Compliance. The source utilizes several boilers listed in Condition II.A.6 that are applicable. The source has not installed a new boiler or replaced components of an existing boiler since this rule went into effect. This rule was discussed with the source and a copy of it was left as a reference. NOx and CO Emission Controls for Natural Gas-Fired Boilers Greater Than 5.0 MMBtu.[R307-316] Status: In Compliance. This is applicable to the boilers listed in Condition II.A.4 and II.A.5. The source has not installed a new boiler or replaced components of an existing boiler since this rule went into effect. Degreasing [R307-335] Status: In Compliance. One parts washer in the maintenance shop is applicable to this rule. R307- 335-4 requires the lid to be closed except during actual loading, unloading, or handling of parts. The parts washer lid was closed, had instructions posted, and used solvent was stored in a tank beneath the washer. All equipment appeared to be in good operating condition and no leaks were observed. 8 EMISSION INVENTORY: Listed below are the 2023 Actual Emissions Inventory provided from Central Weber Sewer Improvement District – Wastewater Treatment Plant. A comparison of the estimated total potential emissions (PTE) on AO: DAQE-AN109460006-24, dated February 7, 2024, is provided. PTE are supplied for supplemental purposes only. COMPLIANCE STATUS & RECOMMENDATIONS: In regards to Approval Order (AO) DAQE-AN109460006-24, dated February 7, 2024, the overall status is: In Compliance. The source appears to be well maintained and operated. Records are current and were made available during the inspection. HPV STATUS: Not Applicable. RECOMMENDATION FOR NEXT INSPECTION: Inspect at the regular interval. Safety boots and glasses are required to tour the site. Ear plugs recommended in the generator room. NSR RECOMMENDATIONS: Include the parts washer and abrasive blasting booth in a future Approval Order. Remove Condition II.B.1.b as the applicable equipment is no longer on site and it no longer applies. ATTACHMENTS: None.
