Dear Bryan Spink:The Division of Drinking Water (the Division) received a request for an Operating Permit for the Under Canvas Bryce Canyon Tank Modification Project from Russell Sprague,
AE2S. on May 1, 2025. Previously, the Division received the plans and specifications on March 25, 2025. Written review comments were provided to you and your consultant on March 26,
2025. The Division received the revised plans and specifications on April 11, 2025. The Division issued Plan Approval for this project on April 15, 2025.
During the sanitary survey of the Under Canvas Bryce Canyon Water System in July 2024, several issues were identified with the integrity of the three tanks related to their foundation.
As a result, the tanks were found tilting off center and water was ponding. The pumping system was also not functioning properly, likely due to the elevation of the tanks that had been
buried when first installed in 2022. Due to the tank foundation and drainage issues, deficiencies were assessed that needed to be addressed.
The intended purpose of this project was to correct the deficiencies that were identified. The project plan was to remove the three existing 2,500-gallon Norwesco tanks and replace
them with new tanks that are installed above ground, at a higher elevation. The three new tanks are also Norwesco 2,500-gallon tanks and are reinstalled at the same location as the existing
tanks with a more stable foundation. The three new tanks are named the same as previously and will be identified with the same inventory numbers as shown below:
ST001 - Tank 1 - West Tank
ST002 - Tank 2 - Middle Tank
ST003 - Tank 3 - East Tank
Due to time constraints and a desire to bring these tanks back online before the operational season starts, the Norwesco lids that came with the tanks will be used. Because these lids
do not fully meet the Division’s rules for tank hatches found in R309-545-14-2, a Temporary Exception (File #20501) has been granted by the Division to use the lids that come with the
tanks until June 30, 2025, by which time new manufactured lids will be installed that meet the rule.
We have received the following information for the Under Canvas Bryce Canyon Tanks Modification Project:
Certification of Rule Conformance with plan approval conditions by a professional engineer
As-built or record drawings.
Satisfactory bacteriological results as evidence of proper disinfection and flushing.
Evidence of O&M manual delivery.
We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for the Under Canvas Bryce Canyon Tanks Modification Projectis
hereby issued as constituted by this letter. You may now place Tank 1 - West Tank (ST001), Tank 2 - Middle Tank (ST002), and Tank 3 - East Tank (ST003) in service in your water system.
Please maintain a copy of this letter with your permanent records for future reference.The issuance of this Operating Permit also resolves your water system’s deficiencies listed below:Tank
