Gasoline, diesel fuel, and other petroleum products enter the terminal area through product pipelines from the refinery, located adjacent to the terminal. The product passes through the inlet filters (particulate filters) and then is pumped directly into storage tanks. Fuel is pumped from the storage tanks to the loading racks as the product is needed by fuel tank trucks. Trucks enter one of four bays at the loading rack and attach ground/information lines, bottom fill hoses, and a vapor collection hose to the tanker. Once the ground line is attached, a computer system automatically reads the tank ID number. If the tanker is current on its certification, then the desired products 2 and amount (in gallons) is loaded and recorded to the computer. If the tanker is not current, the computer will “lock out” the tanker and it will not be allowed to load until a current certification is obtained. As product is loaded into the trucks, the vapors are collected from the tanker and routed through a carbon adsorption system for recovery. There are 2 carbon adsorption systems to control emissions. Only the new system operates continually; the older system is used as backup. Each system has two beds where one operates while the other regenerates. The facility can handle approximately 900 gpm (per riser/bay) of gasoline (900 x 4 risers/bays = 3600 gpm total) and 640 gpm per riser of diesel fuel. The facility can handle ~1 million gallons per day of all products. The facility also stores fuel additives such as techron, ethanol, and red dye. These additives are trucked or railed into the terminal and are off-loaded to designated additive storage tanks. The additives are injected into the product when the fuel tankers are loaded. The 13-fixed cone roof hydraulic and lube oil tanks have been drained down (emptied). The empty hydraulic and lube oil tanks will remain on-site. The other tanks which must comply with Subpart Kb have internal floating roofs installed. APPLICABLE REGULATIONS: Approval Order (AO) DAQE-AN105560017-15, dated May 18, 2015 NSPS (Part 60), A: General Provisions NSPS (Part 60), Kb: Standards of Performance for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984 NSPS (Part 60), XX: Standards of Performance for Bulk Gasoline Terminals MACT (Part 63), R: National Emission Standards for Gasoline Distribution Facilities (Bulk Gasoline Terminal and Pipeline Break Out Stations) SOURCE EVALUATION: Section I: GENERAL PROVISIONS I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] Status: This is a statement of fact and not an inspection item. 3 I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] Status: In compliance – No limitations were noted to be exceeded at time of inspection. I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1] Status: In compliance – No modifications to the equipment or processes were noted at time of the inspection. I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the director or director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] Status: In compliance – Electronic and hard copy records were made available, for review, at time of the inspection. I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4] Status: In compliance – The SAP Preventative Maintenance (PM) database and the SPHERA database have been replaced with the Inspection Application and the SAP FIORI database. I.6 The owner/operator shall comply with UAC R307-107. General Requirements: Breakdowns. [R307-107] Status: In compliance – No breakdowns have occurred since the last inspection, which was conducted on July 10, 2024. I.7 The owner/operator shall comply with UAC R307-150 Series. Emission Inventories. [R307-150] Status: In compliance – The 2024 annual emission inventory was submitted on April 8, 2025, before the due date of April 15, 2025. See SLEIS database and Emission Inventory below. Tank #28 now stores Diesel #1 (stove). The hydraulic and lube oil tanks have been emptied. 5 II.B Requirements and Limitations II.B.1 Conditions on permitted source II.B.1.a The throughput of the various volatile organic liquids (VOLs) shall not exceed the following values: i. Gasoline throughput shall not exceed 11,905,000 barrels/yr ii. Oxygenate throughput shall not exceed 928,000 barrels/yr iii. Additive throughput shall not exceed 10,688 barrels/yr iv. Distillate throughput shall not exceed 11,905,000 barrels/yr Compliance with the throughput limitations listed above shall be determined on a rolling 12- month total basis. On the first day of each month a new 12-month total shall be calculated using the throughput from the previous 12 months. Records of throughput shall be kept for all periods when the plant is in operation. Records of throughput shall be made available to the director or the director's representative upon request, and shall include a period of two years ending with the date of the request. Throughput shall be determined by examination of company records for flow measurements on the tanks and examination of sales records. The records shall be kept on a daily basis. II.B.1.b The VOC emissions to the atmosphere from the vapor recovery unit(s) shall not exceed 10 milligrams of total organic compound per liter of gasoline loaded (or 0.08 pounds of total organic compound per 1000 gallons of gasoline loaded). A CEM shall be installed on the primary and the back-up vapor recovery units to provide the required performance data. The CEM, shall be installed, tested, and maintained in accordance with R307-170. The emission point shall be designed to conform to the requirements of 40 CFR 60, Appendix A, Method 1, and Occupational Safety and Health Administration (OSHA) physical access shall be provided to the test location. The compliance test shall be conducted during the 6-hour period in which the highest throughput normally occurs. The test shall be six hours long, during which at least 79,252 gallons (300,000 liters) of gasoline is loaded. [R307-170] Status: In compliance – The vapor recovery units (VRUs), (item II.A.14 of condition II.A) are equipped with CEMs that are tested and maintained in accordance with R307-170. VOC testing was last conducted on November 8 and 10, 2016. The VRUs were scheduled to be tested again in 2021. However, on February 24, 2021, the source submitted a request, to the DAQ, to waive the five-year source testing since the VRUs are equipped with CEMS that undergo annual RATA testing and quarterly Cylinder Gas Audits (CGA) tests to ensure they are functioning properly. On March 24, 2021, the DAQ granted the request to waive the testing requirement. The most recent RATA test was conducted on December 26 and 27, 2024, and the most recent CGA test conducted on February 20, 2025, shows that the CEMS are operating as intended and the VRUs are properly controlling emissions. The next RATA test is scheduled for December 2025. The Yokogawa-brand CEMS readouts located in the main control room showed VOC emissions at 0.07 ppm at the time of inspection, for the primary 6 VRU. The secondary VRU operates only as a backup. The annual RATA report and the quarterly CGA report are incorporated into the semi-annual EER report which is reviewed by the DAQ’s CEMs specialist. II.B.1.c The emissions of VOC from all sources at the Salt Lake City Marketing Terminal shall not exceed 33.6 tons of VOC per rolling 12-month period. The emissions of HAPs from all sources at the Salt Lake City Marketing Terminal shall not exceed 4.65 tons of HAPs per rolling 12-month period, including: 2,533 pounds of xylene per rolling 12-month period 2,345 pounds of toluene per rolling 12-month period Compliance with these limitations shall be determined on a rolling 12-month total. The total VOCs and HAPs emitted each month shall be calculated and recorded at the end of the month. Each month a new 12-month total of VOC and HAPs emitted from the entire terminal shall be calculated using data from the previous 12 months. Section III: APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal Subparts have been found to apply to this installation. This AO in no way releases the owner or operator from any liability for compliance with all other applicable federal, state, and local regulations including UAC R307. NSPS (Part 60), A: General Provisions Status: In compliance – The requirements with NSPS (Part 60) A is determined by applicability of NSPS conditions at the source location. See status of NSPS (Part 60) conditions for additional information. NSPS (Part 60), Kb: Standards of Performance for Volatile Organic Liquid Storage Vessels (Including Petroleum Liquid Storage Vessels) for Which Construction, Reconstruction, or Modification Commenced After July 23, 1984. Status: In compliance – Only applicable portions of the Subpart are referenced below. 60.110b(a) and (b) This subpart applies to product storage tanks (28, 31, 32, 33, 34, 37, 38) listed in condition II.A. See status of condition II.A. 7 60.110b(d)(5) Indicates this subpart does not apply to vessels located at bulk gasoline plants. However, section 60.111b’s defines a “Bulk gasoline plant” as including any gasoline distribution facility that has a gasoline throughput less than or equal to 75,700 liters per day. Information provided indicates the Chevron Marketing Terminal dispensed 5,626,869 barrels of gasoline during the April 2024 – March 2025 12-month report period which equals 15,416 barrels per day. 15,416 barrels per day = 1,838,211 liters per day. This amount exceeds the exemption limit. 60.112b(a)(1) The product storage tanks are fixed external, with floating internal roof, and are said to follow the requirements of this section (internal roof floating on surface except during initial fill and when emptied, filling occurs as rapidly as possible, openings in internal floating roof equipped with cover closed unless in use, etc.). 60.112b(a)(1) (ii) All product storage tanks are equipped with double rim seals (mechanical shoe seal for primary and foam seal for secondary) 60.113b(a) The internal floating roof, primary seal and secondary seal are visually inspected prior to tank filling; holes/tears are repaired prior to filling. The internal floating roof is inspected prior to re-servicing. 60.113b(a)(3) (ii) Semi-Annual tank inspections include: visual inspections of the internal floating roof and seals through manholes and roof hatches on fixed roof. Required repairs must be made within 45 days or the tank must be emptied and removed from service. A 30-day extensions may be requested [see 60.113b(a)(2) for specifics]. Semi-annual visual tank inspections are performed by Chevron. 60.113b(a)(4) Visual inspections of internal floating roof, seals, gaskets, membranes, etc. are conducted each time a tank is emptied and degassed. All repairs are made before refilling. Inspections are conducted at least once every 10 years by a third party, Matrix. 60.113b(a)(5) Required notifications are provided to the DAQ. 60.115b and 60.116b(a) Reports are submitted as required and copies are archived. 60.115b(a) The tank seals are inspected semi-annually. Records were provided at time of the inspection and found to contain all required information. See attached Subparts Kb, R, and XX Semi-Annual Report for additional information. 60.115b(a)(3) Problems detected at time of the tank inspections are corrected at time of the inspections. 60.113b(a)(4) No control equipment defects were identified during the most recent inspections. 60.116b(b) LOC Tables and Strapping Charts, which are records of tank dimensions and capacities, are maintained on-site as required. Re-strapping of the tanks takes place every 20 to 30 years. 60.116b(c) Records of true vapor pressure, regarding the stored VOLs, are maintained. Factors such as period of storage, ambient temperatures, tank levels, density and volumes are entered into the Fuel Facts System daily. These factors are used to calculate true vapor pressure. 8 NSPS (Part 60), XX: Standards of Performance for Bulk Gasoline Terminals Status: In compliance – Only applicable portions of the Subpart are referenced below. 60.500(a) and (b) Applicable to loading racks at bulk gasoline terminal which deliver liquid product into tank trucks where construction or modification commenced after December 1980. 60.502(a) The facility has 2 carbon bed vapor recovery units (VRUs). A primary and a back up VRU. 60.502(b) Testing conducted in November 2016 showed an average of 0.573 mg/L of gasoline loaded for the primary VRU and 5.681 mg/L for the backup VRU. See status of condition II.B.1.b. 60.502(d) The VRUs are designed to prevent the vapors collected in one rack from passing to another using a series of check valves. 60.502(e) Tank trucks are equipped with identification numbers tied to vapor tightness certifications, which are entered into the Fuel Facts System. Each tanker truck operator must scan their truck certification in order to gain access to the tank loading system. If a certification is not valid, the tank loading system will not activate. The Fuel Facs System and Share Points System are used to track this information. Vapor tightness certification certificates are required to be on board all trucks. 60.502(e)(4) and (5) The system is automated and controlled by computer. Tanker trucks without current certifications are automatically locked out of the loading racks. 60.502(f) and (g) The system is equipped with an interlock mechanism that will not allow loading to commence if the vapor collection system is not properly connected. 60.502(h) The system is designed to prevent pressure from exceeding 4,500 pascals during product loading. 60.502(i) The system’s pressure-vacuum vent in the bulk gasoline terminal's vapor collection system is designed to open only once the system pressure exceeds 4,500 pascals. 60.502(j) Monthly leak inspections (LDAR) are conducted by the Chevron Refinery personnel. All systems are checked for leaks daily by use of sight, smell and sound. 60.503(b) The November 2016 test report the VRU’s references Method 21 testing was conducted prior to conducting the loading test and no leaks were detected. See status of condition II.B.1.b for additional information and the previous inspection memo (DAQC-1322-19) for additional information. 60.503(c)(1) The November 2016 test report indicates the requirements of this test were met. See status of condition II.B.1.b for additional information and the previous inspection memo (DAQC-1322-19) for additional information. 60.503(c)(2) The November 2016 test report indicates the requirements of this test were met. See status of condition II.B.1.b for additional information and the previous inspection memo (DAQC-1322-19) for additional information. 60.505(a) Tank truck vapor tightness test certifications are provided to the facility from each company that loads fuel at this location. The certifications are maintained in the automated Fuel Facs System. 60.505(b) Tank truck vapor tightness test certifications are required to be submitted annually from each company that loads fuel at this location. If a tank truck does not have a valid certification, the Fuel Facs System will not allow them to commence loading (locked out). 60.505(c) Monthly leak inspections (LDAR) are conducted by Chevron Refinery personnel. Hard copy records are maintained at the Chevron refinery and electronic records are sent to the Chevron Marketing Terminal. 60.505(e) The refinery maintains records of the referenced reports which are available for review. 60.505(e)(2) Electronic copies are maintained at the source location. 60.505(f) Maintenance records are maintained and tracked in the SAP FIORI database. Work order records list all components that are replaced during maintenance. ADDITIONAL APPLICABLE FEDERAL REQUIREMENTS In addition to the requirements of this AO, all applicable provisions of the following federal programs have been found to apply to this installation. MACT (Part 63), Subpart R—National Emission Standards for Gasoline Distribution Facilities (Bulk Gasoline Terminals and Pipeline Breakout Stations) Status: In compliance – The requirements of this subpart are satisfied by complying with the requirements of condition II.B.1.b, NSPS Subpart Kb, and NSPS Subpart XX. Additional requirements are satisfied by the source operating, and properly maintaining, the CEMs. The source submits semi-annual Subpart R reports detailing continued compliance with this subpart. The most recent report was received on February 3, 2025, for report period July 1, 2024 – December 31, 2024. The next semi-annual Subpart R report is due July of 2025, for report period January 1, 2025 – June 30, 2025. See status of condition II.B.1.b. 10 AREA SOURCE RULES EVALUATION: The following Area Source Rules were evaluated during this inspection: R307-210. Stationary Sources Status: In compliance – This area source rule is applicable per NSPS Subparts Kb and XX. See Section III for the compliance evaluation status of each subpart. R307-214. National Emission Standards for Hazardous Air Pollutants Status: In compliance – This area source rule is applicable per R307-214-2. Sources subject to Part 63. (13) 40 CFR Part 63, Subpart R, National Emission Standards for Gasoline Distribution Facilities (Bulk Gasoline Terminals and Pipeline Breakout Stations). See “Additional Applicable Federal Requirements” for the status of Subpart R. R307-325. Ozone Nonattainment and Maintenance Areas: General Requirements Status: In compliance – The requirements of this area source rule are satisfied by the source properly maintaining and operating the fueling system. R307-327. Ozone Nonattainment and Maintenance Areas: Petroleum Liquid Storage Status: In compliance – The applicable portions of this area source rule are satisfied through compliance with Subpart Kb. See inspection memo (DAQC-030-18) for a more detailed review of this area source rule. R307-328. Gasoline Transfer and Storage Status: In compliance – The applicable portions of this area source rule are satisfied through compliance with the AO condition II.B.1.b, MACT Subpart R, NSPS Subpart Kb, and NSPS Subpart XX. See inspection memo (DAQC-030-18) for a more detailed review of this area source rule. 11 EMISSION INVENTORY: The 2024 Annual Emissions Inventory was submitted on April 8, 2025. PREVIOUS ENFORCEMENT ACTIONS: None within the past five years. COMPLIANCE STATUS & RECOMMENDATIONS: In compliance with the conditions of Approval Order (AO) DAQE-AN105560017-15, dated May 18, 2015, at the time of inspection. HPV STATUS: N/A COMPLIANCE ASSISTANCE: None RECOMMENDATION FOR NEXT INSPECTION: All future inspections will be conducted by the major source compliance section. The source was reclassified as a Major Source in 2020 by NSR. This was confirmed in correspondence with Major Source NSR during pre-inspection review (DAQ-2020-014584 and Chevron Marketing Terminal - Site ID 10556 email). The terminal is manned from 5:30 am to 3:30 pm. The terminal is unmanned after 3:30 pm. Inspect as usual.
