The Division issued Plan Approval for this project on February 6, 2024. Division staff conducted a final inspection of this project on April 9, 2025, and additional photos of key features of the treatment system were provided. Our understanding of the project is that Well #2 (WS002) has iron and manganese levels just below the secondary maximum contaminant level (MCL). A filtration system with four pressure filters containing greensand plus media with an anthracite cap was installed to treat the iron and manganese levels in Well #2 (WS002). Treatment is facilitated with a pre-oxidation step using liquid sodium hypochlorite. A chlorine residual is maintained through the treatment process to provide a detectable residual in the distribution system. A chlorine analyzer is installed after the filters and the pump skid. A detailed project description is summarized in the Plan Approval (Project Overview Addendum) issued on February 6, 2025. The Courthouse Wash Well Iron Removal Water Treatment Plant is identified as TP001 in the Division’s database. We have received the following information for Courthouse Wash Well Iron Removal Water Treatment (TP001): Certification of Rule Conformance with plan approval conditions by a professional engineer. As-built or record drawings. Satisfactory bacteriological results as evidence of proper disinfection and flushing. Evidence of O&M manual delivery. Water quality data — Iron and manganese samples were collected from the pre- and post-filtration sample taps. The pre-filtration sample has an iron and manganese result of 0.72 mg/L (ppm) and 0.0243 ppm, respectively. The post-filtration sample has an iron and manganese result of non-detect and 0.0026 ppm, respectively. We have determined that all conditions for operating permit issuance have been met. On this basis, an Operating Permit for Courthouse Wash Well Iron Removal Water Treatment (TP001) is hereby issued as constituted by this letter. You may now place the Courthouse Wash Well Iron Removal Water Treatment (TP001) in service in your water system. Please maintain a copy of this letter with your permanent records for future reference. Issuance of this Operating Permit changes this water system’s monitoring and reporting requirements. The monitoring requirements for this treatment plant are given below. Please collect all samples listed from a location which represents the well water after it has undergone treatment, but before it has entered into the distribution system. An updated monitoring schedule can be viewed any time at waterlink.utah.gov under the Water Monitoring section. Please contact David Kruse at (385)-566-7789 or dbkruse@utah.gov for questions regarding the source monitoring and reporting requirements for this water system.Facility with new requirementsAnalyte(s) Required# of samplesSampling FrequencyNext Due DateRule ReferenceTP001 Utah Raptor Treatment FacilityIron1Quarterly07/01/2025-09/30/2025R309-205-6(2)(a)Manganese1Quarterly07/01/2025-09/30/2025R309-205-6(2)(a)Nitrate1Yearly01/01/2025-12/31/2025R309-205-5(4)(a)Volatile Organic Contaminants1Yearly01/01/2025-12/31/2025R309-205-6(2)Inorganics & Metals1Every three years01/01/2026-12/31/2028R309-205-5(3)(a)Sulfate, Sodium, TDS1Every three years01/01/2026-12/31/2028R309-205-5(3)(a)Pesticides1Every three years01/01/2026-12/31/2028R309-205-6(1)(f)PFASCollect (1) sample every 5-7 monthsduring a12 month period for a total of 2 samples by April 26, 2027.40 CFR 141 (2024)PFAS Information and Resources:The EPA rule for PFAS requires that either method 533 or 537.1 version 2 are used for testing. Please ensure that the chosen laboratory processes PFAS samples using one of these methods. Additionally, the Division has resources to assist water systems in completing the PFAS initial monitoring requirements.
