1 INTRODUCTION AND OPERATIONALOVERVIEW
The Trans-Jordan Landfill (Trans-Jordan or Landfill) operates under Title V Operating Permit (Permit)
No. 3500535004, issued to Trans-Jordan on July 21.,2O2O.1n accordance with Operating Permit provision
1.S.2.a, and Utah Administrative Code (UAC) R307 415 6a(3XcXi), this semiannual monitoring report is
submitted to the Utah Division of Air Quality (UDAq. This report is for the monitoring period from
October L,2024, to March 3L,2025. This is the second Semiannual Title V Compliance Report that
includes monitoring data from the landfill gas collection system (LGCS), since the applicable
requirements became effective in March 2024.
1.1 REGULATORYOVERVIEW
Trans-Jordan's Title V Permit has been revised (dated January 12,2023l.by the Utah Division of
Air Quality (UDAQ to incorporate NSPS regulations that apply to Trans-Jordan. The Landfill is subject to
40 CFR Part 52 NSPS Subpart OOO.
The current Title V permit expires on July 2L,2025. On January 16,2025, Kleinfelder submitted a
Renewal Title V Operating Permit Application to the UDAQ on behalf of the Trans-Jordan Landfill. The
permit renewal application is being processed by the UDAQ at the time of this report.
L.2 REPORTING REQUIREMNT
Annual Non-Methane Organic Carbon (NMOC) emissions for calendar year 2020 were estimated to be
34.2 megagrams (Mg) and reported to UDAQ in September 202L. Since the NMOC emission rate
exceeds the 34 Mg/year threshold, requirements of a LGCS will apply to Trans-Jordan. As required by
Condition ll.B.2.a(bX1)(i) of Trans-Jordan Landfill's Operating Permit and NSPS Subpart OOO 40 CFR
62.t5724(d), a LGCS Design Plan, prepared and approved by a professional engineer and meeting
requirements in Subpart OOO 40 CFR62.L67L (b)and (c), and 40 CFR 62.L6728 was submitted to
UDAQ on September L6,2O22. As of March L6,2024, Trans-Jordan has completed installation and
started operation of the LGCS, as required by Condition ll.B.2.a(b)(2) of the Operating Permit.
Trans-Jordan has started following applicable monitoring, recordkeeping, and reporting requirements
under Conditions ll.B.2.a.1through 11.8.2.a.3 of the Operating Permit.

An original letter certifying Trans-Jordan compliance during this reporting period, in accordance with
Operating Permit provision l.K. and Utah Annotated Code R307-415-5d, has been signed by
Mr. Jaren Scott, the designated responsible official, and is submitted to the UDAQ with this report. A
copy of the compliance certification is provided in Appendix A.
1.3 OPERATIONALOVERVIEW
The Trans-Jordan Landfill has been operating a LGCS since 2005. ln 2008, Trans-Jordan contracted
Granger Energy to beneficially use the collected landfill gas (LFG) to generate renewable electricity via
three internal combustion engine LFG-to energy engines. Trans-Jordan's most recent Approval Order
(AO # DAQE-AN119770012-22) includes the three LFG engines (currently operated by Energy
Developments Limited or EDL) and an enclosed combustor LFG flare (flare). Prior to the NMOC Tier 2
report of September 2021, Trans-Jordan's LGCS was voluntary and not required under NSPS regulations.
Trans-Jordan's AO and Title V Operating Permit include operations of the landfill and those of EDL
(i.e the three LFG engines).
The LGCS, comprised of 130 LFG wellheads, conveys approximately 1,500 cubic feet per minute (cfm) of
LFG flow to the three LFG engines. All LFG collected by the LGCS is routed to either the Landfill's flare or
EDL's engines. Trans-Jordan's flare operates only as a backup when EDL's engines are non-operational,
No collected LFG is released un-combusted to the atmosphere. Due to the significant uptime of the EDL
operations, Trans-Jordan's flare operates only minimally.
Priorto combustion in the engines, EDL's LFG treatment system treats the LFG through the processes of
compression, dewatering, and filtration per the definitions of NSPS Subpart OOO 40 CFR 52.15730. A
site-specific treatment system monitoring plan (TSM Plan) was prepared to satisfy the requirements of
Subpart OOO 40 CFR 62.16725(bXsXii). Trans-Jordan has prepared a site-specific TSM Plan and
Continuous Monitoring System (CMS) Quality Control Program (QCP) for the onsite landfill Bas to energy
facility. Copies of the TSM Plan and CMS QCP are included as Appendix D.
T.4 LGCS EXPANSION, RETROFIT AND REPAIR ACTIVITIES
Expansions and retrofits to the LGCS have been completed periodically since 2005. Trans-Jordan places
final cover on and caps areas that have reached finalwaste elevation. LGCS compliance monitoring
information for this reporting period is included in Section 2 of this report.

Repair activities performed on the system during this reporting period include routine maintenance,
condensate removal activities, LGCS collector piping and wellhead repairs, and servicing and
maintenance of the LFG engines. No LFG was diverted or bypassed uncontrolled to the atmosphere
during any period of LGCS operations, repair, or system servicing.
1.5 FUTURE REPORTING REQUIREMENTS
The next semiannual report (for the period of April L,2025, to September 30, 2025) will be submitted on
or before October 3L,2025.

2 SEMI.ANNUAL MONITORING RESULTS
Records are prepared and maintained in accordance with conditions 1.C.3, l.S and various specific
conditions in Section ll of the Landfill's Permit. The primary location for records storage is the
Trans-Jordan facility.
2.1 LGCS WELLFIELD MONITORING
During this reporting period, LGCS wellfield monitoring was performed at least monthly, in accordance
with the Operating Permit requirements (Conditions ll.B.2.a(c) and 11.B.2.a.1). The LGCS wellheads are
monitored for gas flow, temperature, and quality at least once per month to comply with permit
conditions and are balanced as needed to optimize gas extraction from the Landfill. Wellheads are
monitored for temperature, system static pressure (indicating flow), orygen (Oa), and nitrogen (N2)
content. To comply with the Permit provisions:
. The temperature is required to be less than or equal to 55 degrees Celsius (131 degrees
Fahrenheit).
o Wells must have negative static pressure.
o Monitor Oz and N2 concentrations.
. Keep records of all monitored parameters including instances where the Oz and Nz
concentrations were greater than 5 percent and 20 percent, respectively.
The following Permit operational exceedances were noted during the six-month monitoring period. For
each instance, actions to correct the exceedance were promptly initiated and corrective actions were
implemented as necessary.
o During the February 2025 monitoring event, positive static pressure was recorded at LGCS
wellheads M1, M2, N1, N2, Ot,02,Pt,P2, Q1, Q2, R1, R2, and 51. During the March 2025
monitoring event compliant static pressure readings were recorded at the above LGCS
wellheads.
o During the March 2025 monitoring event, positive static pressure was recorded at LGCS
wellheads C1, D1, D2,D4, D5, EL, E2,E3, E6, E11, FL,F2, F1l-, GL, G2,G3, G4, G5, HL,H2, H3, H4,

The LGCS monthly wellhead data, including parameters of static pressure, temperature, Oz, dnd Nz and
date and time of measurements are included in Appendix B.
2.2 LANDFILL SURFACE EMISSIONS MONITORING
Two quarterly (October 2024 and January 2025) surface emission monitoring (SEM) events were
performed at the Landfill during this reporting period. Surface emissions were measured across the
Landfill surface using a pre-calibrated flame ionization detector (FlD) meeting the specifications of EPA
Method 21 and per requirements of Permit conditions ll.B.2.a(c). The FID probe was held within
approximately 5 to 10 centimeters above the ground surface while walking along parallel paths spaced
approximately 30 meters apart. Measurements were made continuously while traversing across the
surface of the landfill and from cover penetrations that are within an area of the landfill where waste
has been placed and a gas collection system is required (ll.B.2.a(c)).
2.2.1 October 2024 SEM Event
The initial monitoring event of fourth quarter 2024 was performed from October 24 through 30,2024.
The walking traverse pattern was conducted following an east to west traverse, illustrated by the red
lines on Figure C-1 in Appendix C. A surface inspection was performed concurrently with the surface
emission monitoring to identify cracks, erosion fissures, or other anomalies in the landfill cap that may
create escape pathways for LFG.
L3 methane exceedances (in the cap or at cover penetrations) greater than or equal to 500 parts per
million (ppm) were identified during the October 2024 monitoring event. The exceedance locations are
identified on Figure C-1 in Appendix C. Corrective action, in the form of cover maintenance (adding
cover and re-compacting), was performed at the exceedance locations. The exceedance locations were
re-monitored after 10 days and no methane concentrations over 500 ppm were detected. At 30 days
following initial exceedance, all exceedance locations were re-monitored and no methane
concentrations over 500 ppm were detected. Field forms for this quarterly monitoring event are
provided in Appendix C.

2.2.2 January 2025 SEM Event
The initial monitoring event of first quarter 2025 was performed from January 7 through
January 74,2025. The walking pattern was conducted following a north to south traverse, as illustrated
by the green lines on Figure C-2 in Appendix C. A surface inspection was performed concurrently with
the surface emission monitoring to identify cracks, erosion fissures, or other anomalies in the landfill cap
that may create escape pathways for LFG.
18 methane exceedances (in the cap or at cover penetrations) greater than or equal to 500 parts per
million (ppm) was identified during this monitoring event. The exceedance locations are identified on
Figure C-2 in Appendix C. Corrective action, in the form of cover maintenance (adding cover and
re-compacting), was performed at the exceedance location. The exceedance locations were re-
monitored after 10 days and had one methane concentration over 500 ppm. The exceedance location
from the initial 10-day re-monitoring was monitored again 20 days after the initial exceedance and was
measured at a concentration below 500 ppm. At 30 days following the initial exceedances, all methane
exceedance locations were re-monitored and no methane concentrations were measured over 500
ppm, Field forms for this quarterly monitoring event are provided in Appendix C.
2.3 TREATMENT SYSTEM, CONTROL DEVICE AND COLLECTION SYSTEM DOWNTIME
Trans-Jordan's LGCS directs collected LFG to EDL's LFG engines and/ or the flare. As presented in the
TSM Plan dated November 15, 2021 (included in Appendix D), the EDL operations are a treatment and
control system for LFG. A copy of the most recent semi-annual TSM Plan report is included in Appendix
D. During the reporting period, there were no parameter exceedances or deviations.
Trans-Jordan is currently modifying its AO to clarify operational requirements of the flare. Trans-Jordan
has completed a performance test of emissions from the flare during initial startup and commissioning.
Site specific compliance testing of the flare's NMOC emission rates and control efficiency has been
proposed for April of 2025. Results of the compliance testing will be provided to UDAQ under a separate
cover.
Trans-Jordan's flare operates in conjunction with EDL's LFG Engines. During the six-month reporting
period downtime for the enclosed flare and EDL's LFG engines was recorded. Total downtime, defined as
the duration of time when both the enclosed flare and EDL engines were non-operational, for the six-
month reporting period was calculated to be 13 hours and 5 minutes. The Gas Collection and Control
System (GCCS) Downtime Log is presented in Appendix E.

3 CONCLUSTONS
The Trans-Jordan Landfill was operating in compliance with conditions mandated by the current Title V
Operating Permit during the period covered by this report. Zero deviations from Operating Permit
Conditions occurred during this monitoring period. There were no recorded uncontrolled releases of
excess LFG to the atmosphere from the LGCS during the monitoring period. These conclusions are based
on the data collected by Kleinfelder and/or provided by Trans-Jordan that are included in this report.
This is the second semi-annual monitoring report with detailed information about LGCS monitoring
parameters; the format and contents of this report may be adjusted for future reporting periods as
Trans-Jordan continues to understand and meet monitoring, recordkeeping and reporting requirements
of the Operating Permit and applicable regulations.
This report is solely intended for use by the UDAQ for purposes of compliance assessment, and by the
Trans-Jordan Landfill as a facility compliance document. lt should be recognized that this report presents
information specific to compliance issues that have occurred within the six-month timeframe of this
report. Ongoing compliance requirements and future activities which may affect air quality are required
to be presented semiannually for review by the facility's Title V Operating Permit.

This Site-Specific Treatment System Monitoring Plan is being prepared because Trans-Jordan Generating Station
(Trans-Jordan) is or will be subject to control requirements under 40 CFR 62, Subpart OOO and 40 CFR 63,
Subpart AAAA. The facility is located at 10873 S Bacchus Hwy (US 1 1 1), in South Jordan, UT in Salt Lake
County.
Trans-Jordan receives landfill gas (LFG) generated by normal landfill operation from the adjacent Trans-Jordan
Landfillfacility (Landfill) via pipeline from the landfill's gas collection and controlsystem (GCCS). The Trans-
Jordan facility design includes three internal combustion engines, which use the LFG as fuel to produce electricity
for sale. Prior to combustion in the engines, the facility's LFG treatment system treats the LFG through the
processes of compression, dewatering, and filtration per the definitions of 40 CFR 62, Subpart OOO and 40 CFR
63, Subpart AAAA (562.16730 and $63.1990).
A treatment system is one of the acceptable "control systems" for LFG under the above cited rules. As set forth in
$62.16714(cX3) and 563.1959(bX2XiiiXC), the owner may:
Route the collected gas to a treatment sysiern that p/ocesse s the collected gas for subseguent sale or
beneficial use such as fuel for combustion... Venting of treated landfill gas to the ambient air is not allowed.
lf the ou,ated landfill gas cannot be rcuted forsuDseguent sale or beneficial use, then the treated landfill gas
must be controlled according to 562.16711(c)(1) or (c)(2)/ 563.1959(b)(2)(iii)(A) or (B).
\Mren using a treatment system as a control system for LFG subject to NSPS/NESHAP control, monitoring
requirements, specifically $62.16722(g)and $63.1961(g), require the owner/operatorto:
...maintain and operab all monitoring systems associafed with the treatment system in accordance with the
site-specific treatment system monitoring plan required in $62.16726(b)(5)(ii) ancl 563.1983(bNS)(i0.
This site-specific treatment system monitoring plan was prepared to satisfy the requirements of
562.16726(b)(5)(ii)and 563.1983(bX5)(ii)referenced above. These requirements are listed below. Details of
compliance are detailed in the following sections for each requirement.
A) Monitoring records of parameterc that are identified in the treatment system monitoring plan and that
ensute the trcatment system is openting properly for each intended end use of the treated landlill gas.
At a minimum, records should include records of flltration, de-watering, and compression panmeterc
that ensure the trcatment system is operating properly lor each intended end use of the teated landfill
gas.B) Monitoring medtods, frequencies, and openting nnges for each monitorcd operating parameter based

562.16726(b)(5Nii)(A)/563.1983(bXSXii)(A): Monitoring rccords of panmeterc that are identified in the
treatment system monitoring plan and that ensurc the beatment sys0em is openting prcperly for each
intended end use of the trcated landfill gas. At a minimum, records should include rccords of filtration, de
watering, and compression parameiers fhat ensura the trcatment system is openting prcperly for each
intended end use of the trcated landfill gas.
Table 1 in the following section describes which treatment system equipment parameters will be monitored to
indicate proper operation. The Trans-Jordan personnel performing monitoring operations will record the observed
value and determine if the value is within the range of operation. lf the recorded value is out of the range of
operation, they will immediately take corrective action, including contacting all relevant staff, as necessary.
Furthermore, collected data and a description of the actions taken will be placed into the plant file.
ln addition to the parameters described in Table 1, records of flow to the treatment system will also be maintained
per $62.16722(SX1) and 563.1961(SX1), which require that treatment system flow must be continuously (at least
once every 15 minutes) monitored. At Trans-Jordan, the treatment system flow is continuously measured by a
flowmeter, which will be maintained and calibrated per manufacturer's recommendations. There is no bypass line
from the treatment system at Trans-Jordan. All LFG received from the Landfill's GCCS is routed through the
facility treatment system.
Parameter monitoring records will be maintained per $62.16726 and $63.1983, which require that all records must
be 5 years up-to-date, readily accessible, on-site. Off-site records may be maintained if they are retrievable within
4 hours. Either paper copy or electronic formats are acceptable.

Continuous monitoring data (CMS) data is reviewed monthly at a minimum to verify accuracy and to evaluate for
trends that may be characteristic of diminishing performance. Staff will perform visual inspections of the
equipment and note issues as they arise. CMS component repairs and/or replacement will be made as
necessary.

for the Trans Jordan Landfil!
Energy Developments, LLC (EDL) owns and operates the Trans-Jordan Generating Station
(TJGS), a Landfill Gas to Energy (LFGTE) facility located adjacent to the Trans-Jordan Landfill
in Salt Lake County, Utah. ln accordance with the site-specific Treatment System Monitoring
Plan ($63.1983(bx5)(ii)), TJGS is providing this statement of compliance for inclusion in the
Trans-Jordan Landfill semi-annual compliance report.
The TJGS facility is not equipped with vents within the treatment system which allow venting of
untreated gas to the atmosphere. The treatment system is not designed nor equipped to bypass
a control device and vent directly to the atmosphere. A calibrated flow meter is installed to
continuously monitor flow to the treatment system. The TJGS maintains and operates all
monitoring systems associated with the treatment system in accordance with the site-specific
treatment system monitoring plans. During the reporting period there were no parameter
exceedances or deviations.
