Dear Mr. Bird:
This is theJourth quarter 2024VOC monitoring report for Tesoro Refining & Marketing Company, LLC's
Salt Lake City Refinery and Tesoro Logistics Operations, LLC. This report includes quarterly monitoring
information from October 1,2024, through December 31,2024.
During the reporting period, 22,560 components were inspected using Method 21. Of these components, 3
were identified as leaking at a rate greater than or equal to 10,000 ppm. Details for components placed on
Delay of Repair during this period are included below:
1 ln addition to R307-326-9, Tesoro Salt Lake City, is subject to 40 CFR Part 60 Subpart GGGa, and as such leak definitions for
- components in gas vapor and light liquid service are limited to 500 ppm for valves and 2,000 ppm for pumps.2 Components requiring a unit shutdown are removed from the Delay of Repair list per 40 CFR eO.aAZ-Sa1q.
