The extent and degree of contamination has been fully defined and a No Further Action (NFA) review is hereby requested. Case file information justifying no further action includes the following: This site is an active gas station. Underground Storage Tanks (USTs) were removed in two locations in November 2022 and February 2023 and new tanks were installed west of the dispenser area. Three sample locations, GW-E on November 29, 2022 as well as GW-S and GW-N on February 7, 2023 had petroleum constituents above state established cleanup levels. On September 29, 2023 a subsurface investigation was conducted, all samples contained petroleum constituents below ISL’s (Initial Screening Levels). This means there is a small amount of contamination localized in the old tank basins. TKB  Signature: Email: Signature: Email: Signature: Email: Signature: Email:lcoe@utah.gov tlatte-@utah.gov .eve-ett@utah.gov ahol4oa&@utah.gov Holiday Oil #45 Facility 4002333 Release OHJ Closure Packet Site History and Current Land Use The site is an active gas station located on the southwest corner of the 12300 South and 265 West intersection in Draper,Utah.The site had USTs in two locations but the tanks were removed in November 2022 and February 2023 and new tanks were installed west of the dispenser area. Three sample locations,GW-E on November 29,2022 as well as GW-S and GW-N on February 7,2023 had petroleum constituents above state established cleanup levels. On September 29,2023 a subsurface investigation was conducted,all samples contained petroleum constituents below ISL’s (Initial Screening Levels).This means there is a small amount of contamination localized in the old tank basins. There are no water rights within a critical distance and the site is not in a groundwater protection zone. Nature and Extent of Contamination Two groundwater samples contain contaminants above ISLs and one exceeds Tier 1. On February 7,2023 GW-N contained 0.144 benzene which exceeds ISLs and 13.6 ppm TPH DRO which exceeds Tier 1.Sample TB-N,11’was taken adjacent to GW-N on September 29, 2023,all petroleum constituents were below state established clean up levels. On November 29,2022,GW-E contained 1.4 ppm TPH-DRO.Sample TB-E,11’was taken adjacent to GW-E on September 29,2023,all petroleum constituents were below state established clean up levels. On February 7,2023 GW-S contained 0.114 ppm benzene.Sample TB-S,11’was taken adjacent to GW-S on September 29,2023,all petroleum constituents were below state established clean up levels. It is not unusual that minor contamination is found in groundwater when fiberglass tanks and lines are inadvertently broken in the tank basin during tank removal activities.Based on the analytical data,it appears that any groundwater contamination is minor and is limited to the two tank basins,and has not migrated. Exposure Pathways: Groundwater Ingestion Exposure Pathway: This pathway is incomplete since drinking water is not sourced from wells in the area. There are also no wells within 2000 feet of the site. Soil Leaching to Groundwater Exposure Pathway: This pathway is incomplete. Samples indicate there is no soil contamination at this site. Vapor Intrusion to Indoor Air Exposure Pathway: This pathway is incomplete. There is a building within 30 feet of GW-E but samples from TB-E’11 and B6 indicate the contamination is not migrating and localized within the old tank basin. GW-E also only contains a small amount of TPH-DRO which is a heavier petroleum constituent and unlikely to volatilize and pose a vapor intrusion risk. Vapor Intrusion to Outdoor Air Exposure Pathway: This pathway is incomplete because the site is overlain with asphalt. Cleanup Options: Additional cleanup of this site is not warranted because there are not complete exposure pathways. Additional excavation or dewatering would not be cost effective due to the small amount of remaining contamination. The contamination is defined to the old tank basins and does not appear to be migrating. The site is an active gas station so the contamination does not pose a risk to daily operations. It is likely that the contamination will degrade naturally over time. It does not pose a risk to human health or the environment. Recommendation for No Further Action: This site meets the Corrective Action Cleanup Standards Policy for UST sites at Utah UST Rule R311-211. Further cleanup of this site is not warranted as the remaining contamination is not likely to adversely affect human health and the environment as discussed above.
