Leaking Underground Storage Tank Petroleum Cleanup Project
(Former Smiths Gas and Video, Facility ID 4000251, Release Site IUQ,
located at 905 West North Temple, Salt Lake City, Utah)
J Fisher Companies is requesting approval from the Utah Department of Environmental
Quality, Division of Environmental Response and Remediation (DERR) to remediate
petroleum-contaminated soil and groundwater at the former Smiths Gas and Video facility.
The environmental consultant for this project is Wasatch Environmental, Inc.
Site Description
The Site is located at 905 West North Temple in Salt Lake City, Utah. The facility most recently
operated as Salt City Auto a used automotive dealer and repair shop. Our research indicates the
Site was residential from at least 1891 to 1947, when it was converted to a gasoline/service
station. The Site was occupied by two gasoline/service stations until least 1985. The Site was
occupied by Smith’s Gas and Video in at least 1991. Since 2003, the Site has been occupied by
several used car dealerships. The Site was identified as a former underground storage tank
(UST) and leaking underground storage tank (LUST) site. Regulatory agency information
documents that one 250-gallon used oil UST was removed from the Site in 1974; one 8,000-
gallon gasoline UST, one 6,000-gallon gasoline UST, and one 4,000-gallon diesel fuel UST were
removed from the Site in 1997; and two 4,000-gallon USTs with contents unknown were
removed from the Site in 2018. Since 1995, numerous subsurface investigations and
groundwater monitoring activities associated with the former USTs have been conducted. On-
going groundwater monitoring activities are still being conducted at the Site. The results of the
subsurface investigations and groundwater monitoring activities indicate that soil and
groundwater at the Site are impacted with petroleum hydrocarbons at concentrations that exceed
current Utah Initial Screening Levels (ISLs) and Risk-Based Corrective Action Tier 1 Screening
Levels remain in the central, northwestern, and western portions of the Site.
Cleanup Measures
The proposed cleanup approach is excavation of impacted soil and extraction of impacted
groundwater, and will consist of the following:
1) Excavation and off-site disposal of impacted soil.
2) Extraction and on-site treatment then disposal of impacted groundwater.
3) Installation of vapor barriers under the new residential structures, if required.
Schedule
Corrective action work is planned to begin approximately mid-March 2024 and is expected
to take approximately three to five weeks.
