Historical data collected at the site indicate the presence of free product in monitoring wells MW-3, MW -6, MW-7, and MW -9, and the primary purpose of the investigation was to attempted to define the extent of free product impacts. 2.0 SCOPE OF SERVICES Under this work assignment eight monitoring wells were to be installed in the general vicinity of the former Aboveground Storage Tank (AST) facility and to the southwest off site. An attempt was made to obtain an access agreement from the automobile dealership located to the west beyond Carbonville Road; however, the property owner denied access to the property. As a result, only five the proposed monitoring wells were installed. Please refer to Figure 1 for the monitoring well locations. Each task and their results are described in greater detail in the following sections of this report. Utah Certified Soil and Groundwater Samplers performed the soil and groundwater sampling activities described below under the direction of a Utah Certified Petroleum Storage Tank Consultant. Prior to the start of field work, property access agreements were obtained from the adjacent property owners and a site specific health and safety plan was prepared by Atlas. 3.0 SOIL BORING AND MONITORING WELL INSTALLATION, SAMPLING PROCEDURES, AND ANALYTICAL RESULTS 3.1 Soil Sample Procedures As part of the expanded subsurface investigation, Atlas advanced five soil borings. All of the borings were advanced using a combination of direct push technology and hollow steam auger. All of the borings were converted to 2-inch diameter monitoring wells. The soil borings and monitoring well locations are presented in Figure 1. Prior to the start of the drilling effort, Atlas contacted the Utah Blue Stakes Center and scheduled a utility locate for the investigation area. In addition, a private underground utility locator was utilized to verify that there were no underground utilities present within two feet of the proposed boring locations and each boring was day-lighted to a depth of 5-feet below grade using a hydro-vacuum system. During the day- lighting effort hand auger samples were collect at 2 and 4-feet below grade. During the drilling process at each location, a macro sampler equipped with a nylon sample liner was used to collect continuous soil samples starting at a depth of 5-feet below grade. The sampler was decontaminated between each sample with an Alconox detergent wash and tap Western Transmission, WA HZZ-31 Page 2 ATLAS water rinse. The Atlas project geologist logged the soil samples according to soil type, color, moisture content, and consistency. Immediately following retrieval, a portion of each soil sample was transferred into a four-ounce wide mouth glass jars, sealed with Teflon lined lids, labeled, and placed on ice in an insulated cooler. A portion of each soil sample was also transferred to a zip lock type plastic bag. The bag was then allowed to sit in the direct sunlight to permit volatilization of petroleum hydrocarbons which were captured within the sealed bag. The bag was then screened with a portable organic vapor monitor (OVM). The OVM data and visual observations were utilized to select samples from each boring for chemical analysis. OVM readings are presented in the boring logs which are included in Appendix A. The selected soil samples were then transferred under chain-of-custody documentation to a Utah-certified laboratory for chemical analysis. The soil samples were analyzed for MTBE, benzene, toluene, ethyl benzene, xylenes, naphthalene (MBTEXN), and total petroleum hydrocarbons as gasoline (TPH-GRO) using USEPA Method 8260B, and for TPH as diesel (TPH-DRO) using EPA Method 8015B. In addition, one soil sample was submitted for total lead analysis in order to assist in the disposal of the soil cuttings generated during the investigation. 3.2 Monitoring Well Installation After completion of the soil borings, well screen and casing were installed in all of the bor ings. Each monitoring wells was constructed with a 15-foot screen with varying depths depending on the depth of water encountered during drilling. The wells were constructed with 0.01-inch slot schedule 40 PVC screen and riser. The screened sections of the wells were backfilled with 10/20-grade silica sand. The upper portions of the wells were sealed with hydrated bentonite chips. All of the wells were completed with seven-inch diameter flush-mount well covers cemented in-place. A locking well cap was also installed on each of the flush-mounted well casing. The monitoring well construction information is presented in the boring logs, which are included in Appendix A. The excess soil cuttings generated during the investigation were containerized in sealed and labeled 55-gallon lock top drums. The drums were removed from the site on January 31, 2024, and transported to Sump and Trap Cleaning located at 618 South 4050 West, Salt Lake City, Utah, and processed under their facility permit. A copy of waste disposal manifest is included in Appendix B. The decontamination water and groundwater generated during development of the wells was thin spread on site. 3.3 Subsurface Lithology Soils encountered during the drilling included silty sands, sandy silts, gravelly sands, and sandy gravels to a depth of approximately 30 feet. Below 30 feet a very dense silt (hard pan) was encountered to the maximum depth of the soil borings at 40 feet. Groundwater was encountered at various depths during drilling; ranging from approximately 18 feet to 23 feet below grade. Copies of the soil boring logs are included in Appendix A. 3.4 Field Measurements, Survey New Wells, and Sampling Following well installation, the top of casings of the newly installed wells were surveyed and depth to water measurements and groundwater samples were collected. In addition to sampling the newly installed wells (MW -20 through MW -24), Atlas also sampled existing wells MW -3, 6, 8, 13, 15, 17, and 18. Upon completion of the survey and depth to water measurements, the wells were over-developed using new dedicated disposal bailers. After the wells were Western Transmission, WA HZZ-31 Page 3 ATLAS developed, a disposable bailer was utilized to collect a groundwater sample from each of the wells. The samples were transferred directly into laboratory provided containers and immediately stored on ice in an insulated cooler. The samples were then transferred under chain-of-custody documentation to a Utah-certified laboratory to be analyzed for MBTEXN and TPH-GRO using USEPA Method 8260B, and TPH-DRO using EPA Method 8015B. During the sampling event conducted in February 2024, free product was measured in MW -7 (0.17’). The free product had an odor characteristic of whethered diesel. Free product absorbent socks were installed in the wells containing free product. The February 2024 groundwater elevation data were utilized to prepare a groundwater contour map (Figure 2) for the site. Based upon the data collected in February 2024, it appears that the groundwater flow direction in the general vicinity of the former UST area is toward the west- southwest with a gradient of approximately 0.051 feet/foot measured between MW -14 and MW- 18. In the vicinity of the former AST area groundwater gradient direction is toward the southwest with a gradient of approximately 0.009 feet/foot measured between MW -20 and MW -24. 3.5 Soil Chemistry Results Review of the soil analytical results indicated no detection of petroleum hydrocarbons in the on- site soil boring (MW -20) above Tier I Screening Levels. Benzene was measured at a concentration of 0.02 mg/kg and toluene was measured at a concentration of 0.04 mg/kg at a depth of 38-40 feet. Naphthalene was measured at a concentration of 0.07 mg/kg, TPH-GRO was measured at a concentration of 6.91 mg/kg, and TPH-DRO was measured at a concentration of 284 mg/kg at a depth of 25-26 feet. Review of the soil analytical results for the off-site wells (MW -21 through MW-24) indicated no detection of petroleum hydrocarbons above their respective Initial Screening Levels (ISLs) except for TPH-DRO at a concentration of 3810 mg/kg in MW -24 at 16-18 feet below grade. No other petroleum hydrocarbon constituents were measured above their respective ISLs in any of the other off-site soil samples submitted for laboratory analysis. Benzene measured in the off- site locations ranged from 0.02 to 0.04 mg/kg. Toluene concentrations ranged from 0.03 to 0.06 mg/kg. Xylenes concentrations ranged from 0.03 to 0.05 mg/kg, and TPH-GRO concentrations ranged from 10.1 to 119 mg/kg. Naphthalene was also measured at a concentration of 0.07 mg/kg in the sample collected from MW -20 @ 25-26’ below grade. A summary of the soil sample laboratory results is presented in Table 1 and a copy of the laboratory report is included in Appendix C. 3.6 Groundwater Chemistry Results The February 2024 laboratory results for the samples collected from the on-site monitoring wells indicated no detection of MBTEXN constituents or TPH-GRO above their respective Tier 1 Screening Levels. The TPH-DRO Tier 1 Screening Level of 10 mg/L was exceeded in MW -3 (14.700 mg/L). The February 2024 laboratory results for the samples collected from the off -site monitoring wells indicate the presence of benzene above its ISL of 0.005 mg/L in MW -8 (2.270 mg/L). In addition, ethylbenzene was also detected above its ISL of 0.7 mg/L in MW-8 (1.270 mg/L). No other MBTEXN constituents were measured above their respective ISLs in any of the other off- site wells sampled. The TPH-GRO ISL of 1.0 mg/L was exceeded in MW-8 (12.300 mg/L). In addition, the TPH-DRO ISL of 1.0 mg/L was exceeded in MW -8 (7.590 mg/L), MW -22 (1.520 mg/L), and MW -23 (2.160 mg/L). A summary of the groundwater laboratory results is presented in Table 2 and a copy of the laboratory report is included in Appendix C. The benzene Western Transmission, WA HZZ-31 Page 4 ATLAS isoconcentration map is presented as Figure 3 and the TPH-GRO isoconcentration map is presented as Figure 4. 5.0 CONCLUSIONS AND RECOMMENDATIONS The results of the expanded subsurface investigation in the vicinity of the former AST area indicate no detection of petroleum constituents in soil above their respective ISLs except for TPH-DRO, which was measured at a concentration of 3,810 mg/kg in MW-24 @ 16-18’ below grade. The groundwater data collected from the wells west of the former UST area indicate that the ISLs for benzene, xylenes, TPH-GRO, and TPH-DRO were exceeded in MW -8. The groundwater data collected from the wells in the general vicinity of the former AST area indicate an exceedence of TPH-DRO in MW -3, MW-22, and MW-23. No other petroleum constituents were measured in groundwater above their respective Tier I Screening Levels or ISLs. Review of the expanded subsurface investigation data and the historical data indicate that a release of diesel fuel likely occurred from the former AST dispenser island located adjacent to MW -3. Based upon the results of the investigation, Atlas recommends that a quarterly groundwater monitoring program be implemented at the site for one year to monitor impacts in the vicinity of the former AST area. In addition, Atlas recommends that a mean sea level survey of the monitoring well top of casings be conducted by a professional survey company to more accurately determine groundwater gradient flow direction in the vicinity of the site. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Original Sample The non-spiked sample in the prep batch used to determine the Relative Percent Difference (RPD) from a quality control sample. The Original Sample may not be included within the reported SDG. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform. This chain of custody also documents all persons (excluding commercial shippers) that have had control or possession of the samples from the time of collection until delivery to the laboratory for analysis. Sample Results (Sr) This section of your report will provide the results of all testing performed on your samples. These results are provided by sample ID and are separated by the analyses performed on each sample. The header line of each analysis section for each sample will provide the name and method number for the analysis reported. Sample Summary (Ss)This section of the Analytical Report defines the specific analyses performed for each sample ID, including the dates and times of preparation and/or analysis. Qualifier Description B The same analyte is found in the associated blank.
