SITE NAME: Silver Pointe VCP
SITE LOCATION: Leeds, Utah
DATE OF SITE VISIT: 29 JAN – 1 FEB 2024
PURPOSE OF SITE VISIT: DERR oversight of scheduled repairs and activities pursuant to the SEP
2023 annual inspection report and meet with concerned citizens.
FIELD OBSERVATIONS: The DERR met the UDEQ District Engineer (Paul Wright) near the Angell Springs
water system on 29 JAN at ~11:50 am. We then met Karen Blenkenship representing the Angell Springs
water provider at the Angell Springs well (depth of 710 feet). Karen indicated they are looking at
potentially adding treatment for this well to bring radioactive contaminants below MCLs. We then
inspected the Angell Spring and Parker Spring locations. All are southwest of the Silver Pointe VCP site.
The DERR and District Engineer met with the Angell Springs representative because of a recent letter
expressing concerns about where the radiactive contamination may have come from.
The DERR then proceeded to the Silver Pointe VCP site, arriving at ~1:20 pm. The SRIH Engineer (Rich
White) and Raintree Landscaping (contractor) were present. We proceeded to future Lot 5 where
boulders were noted in the annual inspection. These were subsequently relocated into the “glory hole”
adjacent to Lot 5 as per the recommendations of the annual inspection report. Work also commenced
later that afternoon on placing additional clean fill around the Large Headframe where erosion had been
previously noted. SRIH placed pin flags outlining the area of waste rock north of the Large Headframe
(future Lot 15) for removal and disposal off-site. SRIH placed a sign on the steel grate of a mine adit
opening on Lot 2. The sign indicates elevated levels of radiation exist at this location.

On 30 JAN at ~8:35 am, the DERR met with a Leeds Town Council member (Danielle Stirling) to answer
her questions concerning the site. We were later joined by Michelle Peot, a citizen of the area
concerned about potential contamination from the Silver Pointe site. The DERR returned to the site at
~11 am to observe work at the Large Headframe and removal of waste rock approximately 100 feet
north of the Large Headframe. Two loads of contaminated soil, from the waste rock area were
transported to the Washington County Landfill this day. The DERR and SRIH walked areas where erosion
of the six inches of cover was found during the annual inspection. SRIH placed flags to define the aerial
extent of new cover material to be placed. This included areas defined in the Remedial Action Report
as PCA6, PCA7, PCA8, and PCA5.
On 31 JAN, placement of additional soil followed by gravel continued at the Large Headframe. SRIH
indicated that Washington County Landfill needs more information on the waste rock and soil they wish
to dispose of at the Landfill, and will review the data before making a determination on whether they
will accept it. The contractor started placing additional clean soil at PCA6.

On 1 FEB, the DERR walked the area of capping around the Large Headframe, and the extent of the
cover is consistent with the recommendations in the Annual Inspection Report. SRIH indicated that the
Washington County Landfill will not make a determination for accepting the waste rock material before
Monday (5 FEB). The DERR left the site at ~11:15 am.
