Dear Mike Rau:On July 25, 2024, the Division of Drinking Water (the Division) received a request to review source data as part of a potential new source to be treated by the following
surface water treatment plants:Don A. Christiansen Regional Water Treatment Plant (TP001) for Central Utah Water Conservancy District-Utah Valley (System #25112). Little Cottonwood (TP002)
and Point of the Mountain (TP003) for Metropolitan Water District of Salt Lake and San (System #18016).Jordan Valley WTP (TP002) for Jordan Valley Water Conservancy District (WCD) (System
#18027)The potential new source is identified as the Strawberry Reservoir Diversion. It is identified as WS013 in the Division’s database.The Strawberry Reservoir Diversion (WS013) will
be treated by the Don A. Christiansen Regional Water Treatment Plant (DACRWTP). The DACRWTP is operated by Central Utah Water Conservancy District - Utah Valley water system (the District).
The Division received the following information for the project:
Map showing source flow to the DACRWTP (TP001).
Strawberry Reservoir New Source Application Data including new source chemistry data, historical water quality data, Strawberry Reservoir conventional piloting summary, and DACRWTP treatment
of the Strawberry Reservoir source.
Map of sampling locations and langelier saturation index (LSI) related data.
Water Rights confirmation.
Baseline LSI data from DACRWTP (TP001) finished water and distribution system.
Information from DACRWTP treatment of Strawberry Reservoir Diversion (WS013) during Olmstead radial gate failure on August 24, 2024.
Infrastructure timeline.
Our understanding of the project is that a new surface water source will be provided to increase system resiliency. The new source is from the Strawberry Reservoir, which is conveyed
through the existing infrastructure of the Utah Lake Drainage Basin Water Delivery System (ULS). The ULS system consists of buried pipelines extending from the terminus of the Diamond
Fork System at the mouth of Diamond Fork Canyon in Utah County, down Spanish Fork Canyon to the western side of the Wasatch Mountains. The Strawberry Reservoir water flows into the Alpine
Aqueduct via the penstock, and the Olmstead hydro completed in October 2018.
Central Utah Water Conservancy District (CUWCD) provided LSI data from DACRWTP finished water and the North Shore Terminal Reservoir. The LSI for the DACRWTP finished water ranges from
-0.655 to 0.308 with an average of 0.083 from February 24, 2024, to February 24, 2025. Based on the provided data, the LSI measured at the North Shore Terminal Reservoir is similar to
the DACRWTP finished water.
On August 24, 2024, the Olmstead radial gate malfunctioned, requiring the DACRWTP to treat a mixture of Provo River water with Strawberry Reservoir water. The monitored water quality
parameters, such as turbidity, pH, and LSI, remained unchanged without significant operational changes, including primary coagulant dose using ferric chloride.
We have completed our review of the submittaland hereby approve the Strawberry Reservoir Diversion (WS013) to be treated by the Don A. Christiansen Regional Water Treatment Plant (TP001)
with the following conditions:
You must notify the Division when you first begin to use the new source.
You must submit seven days of operational data included in the monthly Surface Water Treatment Rule report.
You must submit source chemistry data for the new finished water source.
You must complete two rounds of LT2 monitoring on the Strawberry Reservoir Diversion (WS013) per R309-215-15. Contact Sarah Page at sepage@utah.gov to set up an approved LT2 sampling
schedule.
You must fulfill and comply with all of the conditions of approvalor this approval is invalid.
Monitoring RequirementFor one year, submit a monthly report stating whether the Strawberry Reservoir (WS013) was introduced that month. If it was, then provide weekly LSI, chloride,
and sulfate sample data from the DACRWTP while it was in use.

Drinking Water Source Protection Requirement
R309-605 states that PWSs who jointly submit an acceptable DWSP plan for one surface water source above common point(s) of diversion will be considered to have met the requirements of
