Army Dugway Proving Ground (DPG) Title V Operating Permit (TVOP) Number 4500003005 issued by the State of Utah Division of Air Quality (UDAQ), sets DPG's operating requirements in accordance with Utah Administrative Code and 40 Code of Federal Regulations. TVOP condition ll.B.11.b.3 "Outdoor Test and Training" requires DPG to submit quarterly reports containing test and training operations which resulted in the release of criteria and hazardous air pollutants (HAPs) into the atmosphere. This quarterly outdoor test and training report contains emission calculations based on releases that occurred during test and training operations conducted throughout the 2nd quarter (OTR) of fiscal year 2025 (FY25), January 1 ,2025, through March 31,2025. The Quarterly Report is presented in the following sections: Section 2 - Test Operations Section 3 - Training Operations Section 4 - Summary Criteria and Hazardous Air Pollutants Section 5 - References 2.0 Test Operations This section describes testing operations resulting in the release of criteria pollutants; particulate matter (PMro/PMz.s), nitrogen oxides (NOr), sulfur oxides (SOr), carbon monoxide (CO), volatile organic compounds (VOC), lead, and total HAPs into the atmosphere during 2nd QTR FY25. The following information is provided for each test: . Name and brief description of test operation. . Purpose of the test operation. o Start and end dates of test operation. o Names (common and chemical names) and quantities of each criteria pollutant and total HAPs released. 2.1 Comet !l Test The Comet ll test is designed to simulate the failure of a launch vehicle (LV) fueled by liquid oxygen (LOX) and liquid natural gas (LNG). Simulated LV failures assist in developing safety standards and characterizing these propellant explosions in a realistic way that represents LV accidents. This test included one event occurring on March 12, 2025. The name (common name) and quantity of the materials released during this test operation have been provided in Table 1. Lbs. 1 1 Table 2 below represents emission calculations of releases into the air of criteria pollutants and HAPs in pounds based on the materials used during the Comet ll test. LNG was converted to its criteria pollutant and total HAP values using a surrogate for Natural Gas Combustion, Environmental Protection Agency (EPA), Air Pollutant (AP)-42, Section 1.4 Emission Factors. 2.2 Screening Obscuration Module (SOM) Test Screening Obscuration Module (SOM) test is a feasibility test executed for evaluating the SOM for its suitability to produce smoke and obscuration effectiveness. This test included one event occurring on February 13, 2025. The name (common name) and quantity of the material released during this test operation has been provided in Table 3. Table 4 below represents emission calculations of releases into the air of criteria pollutants and HAPs in pounds based on material used during the SOM test. The following information has been provided for each training operation: . Name and brief description of test operation. o Purpose of the test operation. o Start and end dates of test operation. o Names (common and chemical names) and quantities of each criteria pollutant and total HAPs released. 3.1 Ghemical Energetics Course (CEC) The Chemical Energetics Course (CEC) course is a 40-hour training, research, and development course for military explosive ordnance disposal personnel on the hazards related to chemicalenergetic materials. Energetic materials are detonated in small-scale quantities to demonstrate visual signatures and effects. This training course includes two events occurring on January 24, 2A25, and February 7, 2025. Names (common and chemical names) and quantities of each material released during this test operation are provided in Table 5. \Nhen applicable, materials released such as smoke, obscurants and delivery systems, munitions, and incendiary devices, are listed by their designated Department of Defense ldentification Code (DODIC) number followed by their Department of Defense (DOD) nomenclature in tables below. Table 6 below represents the release of criteria pollutants and HAPs in pounds during the CEC. Range training events also include DPG Security and Police Divisions. Range training operations include multiple events occurring January 1,2025, through March 31 , 2025. Materials released, such as smoke, obscurants, delivery systems, munitions, and incendiary devices, are listed by name or by designated DODIC number followed by their DOD nomenclature in table 7 below.
