Heat Exchange Systems
Dear Mr. Bird:
Tesoro Refining & Marketing Company, LLC is submitting this periodic report as a best
management practice per 40 CFR 63.655(g)(9) for the Salt Lake City Refinery in Salt Lake City,
Utah. From September 28,2024 through March 27,2025 there were no leaks detected at the
applicable heat exchanger systems that were equal to or greater than the leak action level.
