On September 20, 2024, the Division of Air Quality (DAQ) received your request for a small source
exemption for Bartile Roofs Incorporated’s Roofing Tile Manufacturing Plant. The source is located at 725 North 1000 West, Centerville, in Davis County. DAQ has determined the small source exemption
applies to the source, as long as the equipment and associated processes operate as specified in the
registration request.
The small source exemption does not exempt a source from complying with other applicable federal,
state, and local regulations and the current Utah Administrative Code. Based on the emissions that you
submitted to DAQ with your registration request, Bartile Roofs Incorporated’s Roofing Tile
Manufacturing Plant is not required to obtain an approval order under R307-401. If you change your
operation such that there is an increase in emissions, we recommend that you notify us, as an approval
order may be required.
As authorized by the Utah Legislature, the fee for issuing this small source exemption is a one-time filing
fee in addition to the actual time spent by the review engineer and all other staff on the project. Payment
should be sent to DAQ upon receipt of the invoice.

07 August 28, 1985, the ExeOJ t ive Secretary published a notice of intent to
approve the two storage silos with a corrrnon Mikro-R.Jlsai re Model 8 Bin Vent,
Style 78 mntrol. The 30 d3.y public comment period has expired, and no
corrrnents we re received. . \
This air quality approval order autrorizes the storage silos with controls as
proposed in the notice of intent cated JLr1e 19, 1985, with the followirg ""
opera ting conditicns:
1. The company shall install the proposed Mikro-Pulsaire
Model 8 bin vent as described in the notice of intent d3.ted
June 14, 1985 and the installatim shall be maintained in
proper q::eratirg conditicn. Ce.maged bags shall be
promptly replaced.
2. Visible emissions from any point shall not exceed 20%
q:iacity as detennined by 40 CFR 60, Pppendix A, Metrod 9.
3. The Exe OJ ti ve Secretary shall be notified when tre
installation is canplete, as an initial canpliance inspection
is re qui red.
The fee for issuing this approval order is $133.45. The amou nt (see enclosure
for breakdown of costs) is payable to the utah Cepartrn ent of f-Jealth, sent to

Plans and specifications for tre proposal to vent tre cement silo to tre fly
ash silo and install a Mikro-R.Jlsai re Model 8 Style Bin Vent 18 oo the fly ash
silo and have been evaluated and have been found to be consistent with tre
requirements of the utah Air Conservation Fegulations (UACR) and the utah Air
Conservation Act.
The Exerutive Secretary plblished a notice of intent to issue an approval
orcer in the Silt Lake Tribune and Deseret f\ews en A.Jgust 9, 1985. A 30-day
period following tre publishing date will be allowed during which tt-e proposal
and tre Executive Secretary's evaluation of the impact on air quality will be
available for review and comment. If within 15 days of plblication of tre
notice anycne so requests, a hearing will be held.
Unless modified, tre approval order would be based upon tre following
operating ccnditicns:
1. The company shall install tre proposed Mikro-Pulsaire Medel 8 bin
vent as described in the notice of intent dated .1.ne 14,
1985 and tre installation shall be maintained in proper
operating ccnditicn. Camaged bags shall be pranptly replaced.
2. Visible emissions from any point shall not exceed 20%
q:iacity as determined by 40 CFR 60, Pppendix A, Method 9.
3. The Exerutive Secretary shall be notified when the
installaticn is conplete, as an initial conpliance inspecticn is
required.

The Bureau of Air Quality is autrorized to charg: a fee for reilTbursement of

be itenized in tre final approval order, and are payable within 30 days of
receipt of the orrer.

Re: As per U.A.C.R. section 3.1 our notice of intent
Dear Mr. Bradford.:
Please find attached a detailed set of operation manuals and in-
stallation specifications on a new bin vent system, we have purchased
upon your instructions for pollution control. Said bin vent was pur-
chased through North Monsen Co. of Salt Lake City, approximately one
month ago.
We are planning to connect both our silos via 8" round tubing
to the bin vent which will be mounted on top of the lower silo. Our
approximate use of cement will be a maximum of 300 tons per month to a
minimum of<zero during wi nter months. The flyash use will be a maximum of
45 tons to a minimum of zero also seasonally.
Both silos are locat ed at the east end of our building and except
for our own building it i s approximately 200 yards to the nearest building
location. Loading the silos are approximately 1 hour per truckload and
we expect 2 truckloads per week average, Our installation of the bin vent
filter will be approximat ely completed by July 1, 1985,

I. Bae kground
Bartile Roofs Inc. has a pair of silos with no control. Allyson and Cheryl
told the manager he had to put on a bin vent control. t-e has purchased a
M&kro-Pulsaire Model 8 Style Bin Vent 18.
The bin vent has 9, 8 ft bags with reverse jet cleaning. Filter area is 84
ft2 of polyester filter media. There will not be an induced draft fan.
Flow is provided by the pneumatic conveying system exhaust.
The bin vent will be on the ash silo and the two silos will be connected.
II. Applicable R:!gulations
A. NSJS -There are no NSJS for cement silos.
B. NESHPPS -There are no l'ESHPPS regulations for this type source.
c. UACR -Section 3.1 and 4.1 are applicable.
III. BACT
A bin vent of 84 sq ft cloth area, polyester bags and automatic reverse jet
cleaning is acceptable BACT for a cement or fly ash silo using a pneumatic
conveyor for silo filling. This is 99 .9 + % control.

OPERATING STATUS: Operating
PROCESS DESCRIPTION: Bartile manufactures roof tiles. The sand, light weight aggregate,
fly ash, and cement arrive by truck. The fly ash is pneumatically
loaded. The cement is stored in silos. The sand is stored in under
shelter next to the loading bin. The cement and sand are
conveyed to the mixing building where the roof tiles are made.
Emissions from the loading of silos are controlled by one
baghouse attached to the top of a silo. The material mixer is part
of the closed system inside the building.
APPLICABLE REGULATIONS: Approval Order dated September 27, 1985 and state rules
SOURCE EVALUATION:
Condition 1. The company shall install the Micro-Pulsaire Model 8 bin vent as described in the
Notice of Intent dated June 14, 1985. The installation shall be maintained in proper
operating condition. Damage bags shall be promptly replaced.
Status: In compliance. The baghouse is properly maintained and damaged bags are
replaced when necessary. Records of baghouse maintenance and replacement
were provided after the inspection via email.
Condition 2. Visible emissions from any point shall not exceed 20% opacity as determined by 40
CFR 60, Appendix A, Method 9.

Status: In compliance. No visible emissions were observed during the inspection. Visible
emissions observations were conducted according to 40 CFR 60, Appendix A,
Method 9. See the Visible Emissiiins Observation (VEO) Form in the
attachments.
Condition 3. The executive secretary shall be notified when the installation is cornpleted, as an
initial compliance inspected is requested.
Status: In compliance. DAQ records indicate that the initial inspection was conducted

Hi Nick,
Here are links to the two forms: SSE Application, Permit Revocation Request.
For the permit revocation form, the Site ID is 10149, the Permit ID is DAQE-533-6108, and the Site name is Bartile Roofs
Inc.
Here is a link to the fees schedule. The annual NSR fee is $200.00 a year. The filing fee for the SSE is $287.50. It will
take me at most 1 hour total to process the SSE and Revocation.
If you want to proceed, just fill out the two forms. Let me know if you have any questions.

Hi Nick,
The DAQ has received your requests for the permit revocation and small source exemption. I wanted to confirm that the
emissions from the baghouse are the only air emissions produced at the facility. Other possible emissions could be
generated from combustion equipment, haul roads, storage piles, or conveyor transfer points. Please confirm that the only
emission unit is the storage silo baghouse and I will get these two letters processed.

equipment spreadsheet, please fill in the number of conveyor transfer points and an estimate of production, leaving the
crushers and screens blank. The emissions from the conveyor transfer and storage pile should be very small. Once you
have those filled out please send them back to me and I'll process the letters.
