General Description
Solar Temp Fiberglass Incorporated (Solar Temp) is a fiberglass composite manufacturing plant located
in Woods Cross, Davis County. Approved equipment on site consists of one (1) gelcoater, one (1)
chopper gun, one (1) grinder, and two (2) natural gas comfort heating units. To create the fiberglass
composite products, Solar Temp begins by spraying a mold with gelcoat (paint). When the gelcoat is dry,
the mold is sprayed with the chopper gun and a resin mixture. The fiberglass is rolled out by hand to
remove any air bubbles, and excess fiberglass is trimmed off. The parts cure for 24 hours and then are
removed from the mold. Excess material is ground off, and the product is ready for shipment.

SECTION I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-1]
I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by
the owner/operator, shall be made available to the Director or Director's representative upon
request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records
shall be kept for a minimum of two (2) years. [R307-401-8]
I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All maintenance performed on equipment authorized by this AO shall be recorded. [R307-401-4]

II.B.2.a.1 To determine compliance with the rolling 12-month total, the owner/operator shall calculate a new 12-month total by the 20th day of each month using data from the previous 12 months. Monthly calculations shall be made no later than 20 days after the end of each calendar month. [R307-401-8]
II.B.2.a.2 The owner/operator shall determine VOC and HAP emissions by maintaining a record of VOC- and HAP-emitting materials used each month. Emission calculations shall be made in accordance with 40 CFR 63 Subpart WWWW (National Emissions Standards for Hazardous Air Pollutants:

REVIEWER COMMENTS 1. Comment regarding 10-Year Review: This is a 10-Year Review to update the approval to match the current format, layout, and language standards of DAQ Approval Orders. The following changes have been made to the permit as a result of the 10-Year Review: the mailing and billing address has been updated, the general provisions have been consolidated into one location, and Condition 10 in AO DAQE-AN0123660001-08 has been separated into multiple conditions, see II.B.2. Solar Temp Fiberglass no longer uses materials that contain dimethyl phthalate, ethyl benzene, or xylenes. The Emission Summary Table has been updated to reflect this change in materials used. In Condition II.B.2.a.2, the source is required to determine VOC and HAP emissions in accordance with 40 CFR 63 Subpart WWWW, though the source is not subject to the requirements of this subpart. This subpart applies to facilities that are major sources of HAP emissions, which the Solar Temp Fiberglass Inc facility is not. The subpart provides equations to calculate HAP emissions though various open molding and centrifugal casting process streams. These equations are more specific than the standard language DAQ uses to determine VOC and HAP emissions. Thus, the source is required to determine VOC and HAP emissions through 40 CFR 63 WWWW. [Last updated October 31, 2024] 2. Comment regarding Title V Applicability: Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source; 2. Any source subject to a standard, limitation, or other requirement under Section 111 of the Act, Standards of Performance for New Stationary Sources; 3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous Air Pollutants; 4. Any Title IV affected source. This source is not a major source nor a Title IV source. The source is not subject to 40 CFR 60 (NSPS), 40 CFR 63 (MACT), or 40 CFR 61 (NESHAP) regulations. Thus, the source is not subject to Title V. [Last updated September 27, 2024]

Solar Temp is a Fiberglass composite manufacturing plant. The
equipment used includes a gel coater, chopper gun and a grinder.
Fiberglass process:
1. Spray open mold with gelcoat (paint) using gelcoat
equipment.
2. Once gelcoat is dry, spray with chopper gun/resin mixture.
3. Roll out fiberglass by hand to remove any air bubbles.
4. Trim off excess fiberglass.
5. Parts cure for 24 hours.
6. Pull fiberglass parts, grind off excess material.
Prepared molds are sprayed with an external color gelcoat. The
gel coater mixes the gelcoat and catalyst together at the gun tip.
After the gelcoat on the mold has dried, each mold is sprayed
with a chopper gun which internally mixes polyester resin,
catalyst and chop strands of plastic together. After the sprayed
mold material has dried the molds are moved to the trimming
area where each mold is trimmed of excess plastic material. The
molds are then allowed to cure for 24 hours. After 24 hours the
products are removed from the molds, taken to the grinding
room where they are ground smooth. If the products are without
flaws they are ready for shipping or customer pick-up.

Status: In compliance. The above information is correct.
2. All defmitions, terms, abbreviations, and references used in this AO conform to those used in the
UAC R307 and Title 40 of the Code of Federal Regulations (40 CFR). Unless noted otherwise,
references cited in these AO conditions refer to those rules.
Status: This is not a compliance issue.
3. The limits set forth in this AO shall not be exceeded without prior approval in accordance with
R307-401.
Status: In compliance. Solar Temp did not exceed any limits set forth in this AO.
4. Modifications to the equipment or processes approved by this AO that could affect the emissions
covered by this AO must be reviewed and approved in accordance with R307-401.
Status: In compliance. There has been no modification in equipment or processes as approved by this
AO at Solar Temp.
5. All records referenced in this AO, which are required to be kept by the owner/operator, shall be
made available to the Executive Secretary or Executive Secretary's representative upon request.
Records shall be kept for a minimum of two years.
Status: In compliance. Solar Temp maintains records for a minimum of two years.
6. Solar Temp shall operate the reinforced plastic manufacturing plant in accordance with the terms
and conditions of this AO, which was written pursuant to Solar Temp's Notice of Intent (NOI)
submitted to the Division of Air Quality (DAQ) on December 3, 2007.
Status: In compliance. Solar Temp acknowledges operating the plant in compliance with and as
required with this AO.

7. The approved installations shall consist of the following equipment or equivalent*:
A. One (1) gelcoater
B. One (1) chopper gun
C. One Grinder**
D. Two natural gas comfort heating units**
* Equivalency shall be determined by the Executive Secretary.
** This equipment is listed for informational purposes only. There are negligible
emissions from this equipment.
Status: In compliance. There were no new or unapproved equipment identified onsite during this
inspection.
8. Visible emissions from any emission point shall not exceed 10% opacity. Opacity observations
of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A,
Method 9.
Status: In compliance. There were no visible emissions observed during this inspection. See the
attachment for additional information. The opacity observations was conducted according to
40 CFR 60, Appendix A, Method 9.
9. The owner/operator shall use natural gas as fuel in the natural gas comfort heating units.
Status: In compliance. Only natural gas is used in the heating units at Solar Temp.
10. The plant-wide emissions of VOCs and HAPs from the fiberglass manufacturing plant and
associated operations shall not exceed:
4.12 tons per rolling 12-month period for VOCs
3.0 pounds per rolling 12-month period for Dimethyl Phthalate
800.00 pounds per rolling 12-month period for Ethyl Benzene
160.00 pounds per rolling 12-month period for Methyl Methacrylate
6000.00 pounds per rolling 12-month period for Styrene
1280 pounds per rolling 12-month period for Xylene
8243 pounds per rolling 12-month period for all HAP combined
Compliance with each of the limitations shall be determined on a rolling 12-month total. Based on
the last day of each month, a new 12-month total shall be calculated using data from the previous
12 months. Monthly calculations shall be made no later than 20 days after the end of each calendar
month.
The VOC and HAP emissions shall be determined by maintaining a record of VOC and HAP
emitting materials used each month. Emission calculations shall be made in accordance with 40
CFR 63 Subpart WWWW (National Emissions Standards for Hazardous Air Pollutants:
Reinforced Plastic Composites Production), although the source is not subject to the requirements
of this subpart.

Status: In Compliance. The rolling 12-month emissions from December 2019 to November 2020
indicated the following:
0.94 tons of VOC
73.75 lbs of Methyl Methacrylate
1,809.93 lbs of Styrene
1421.14 lbs for all HAP combined
Solar Temp no longer uses Dimethyl phthalate, Xylene, and Ethyl Benzene. Solar Temp
maintains a monthly record of VOC and HAP as required by this AO Condition.
11. Any containers storing VOC/HAP materials shall be covered when not in use.
Status In compliance. Solar Tenip stores all VOC/HAP materials in closed containers as required by
this AO.
12. At all times, including periods of startup, shutdown, and malfunction, owner/operator shall, to the
extent practicable, maintain and operate any equipment approved under this AO, including
associated air pollution control equipment, in a manner consistent with good air pollution control
practice for minimizing emissions. Determination of whether acceptable operating and
maintenance procedures are being used will be based on the information available to the Executive
Secretary which may include, but is not limited to, monitoring results, opacity observations, review
of operating and maintenance procedures, and inspection of the source. All maintenance performed
on the equipment authorized by this AO shall be recorded.
Status: In compliance. According to Solar Temp, any equipment with maintenance problems is
quickly shipped off to the manufacturer for swifi replacement. Compliance assistance provided
to Solar Teinp to maintain records when equipment is replaced.
13. The owner/operator shall comply with R307-107. General Requirements: Unavoidable
Breakdowns.
Status: In compliance. According to Solar Temp, there have been no unavoidable breakdowns since
the last inspection.
AREA SOURCE RULES
The following Area Source Rules were evaluated during this inspection:
Rule R307-305. Nonattainment and Maintenance Areas for PM10: Emission Standards
In compliance. There were no visible emissions observed during the inspection. See the attachment for
additional information.
Area Source Rules on R307-353 Plastic Parts and Coatings
Not applicable. Solar Temp indicated that their processes do not involve plastic parts and coatings.
EMISSION INVENTORY: Solar Temp is not required to submit an Emissions Inventory
Report. The emissions released indicated compliance with the
PTE of this AO.

Thank you for taking my phone call last week regarding updating the Solar Temp Fiberglass Approval Order, DAQE-
AN0123660001-08. The purpose of this project is to update the contact information, equipment, layout, language, and
format of the permit.
I would like to confirm the information we discussed over the phone. Will you please let me know if the following
information is incorrect?
