During the review, it was determined that the site was permanently shut down per the most recent compliance inspection (DAQC-129-22). The DAQ received a request to revoke AO DAQE-AN0114110003-10 on March 21, 2025. All permitted equipment at the site has been removed. There are no longer concrete batch plant operations at the facility, and all operational features have been removed. Therefore, the DAQ has revoked the AO referenced above as of the date of this letter. As authorized by the Utah Legislature, the fee for issuing permit revocations is the actual time spent by the review engineer and all other staff on the project. Kilgore purchased the pit from Altaview Concrete in 2011. The flyash and concrete mix are trucked to the facility and pneumatically loaded into a split storage silo. The aggregate is transported from one of three storage bins to the weigh hopper. The flyash and cement powder are also weighed before being dropped, with the aggregate, into a mixer truck. A shroud is used along with negative pressure to control dust emissions, which go to a baghouse, during truck loading. The dry ingredients are mixed with water in route to the appropriate customer. AO DAQE-AN0114110003-10, dated July 27, 2010 Only the operation shack and the silos remain on site. The environmental contact states that all of the operational features, including the power grid and the material storage have been removed. An Emission Inventory is not required for this facility. Anyfuture operation of a batch plant at this location may require a new AO or a Temporary relocation authorization for different equipment. An emailed notification of the requirement to revoke the AO in order to remove this site from the inspection targeting system was sent to Lee Ware. Just as a FYI - Due to our State Rules regarding DAQ Approval Orders, we may not be able to permanently remove this site from our inspection targeting system until we receive a request to revoke the AO. In addition, given that the original equipment has been removed - any new operation of a batch plant at this location may need an AO modification or a Temporary Relocation. Thanks again. Both concrete batch plants, authorized by two separate air quality approval orders, have been unstaffed, non-operational, and completely closed for more than two years. The concrete batch plant associated with the Valley Pit has since been completely removed and non-present. The larger batch plant with a stand alone approval order still has some structure located on site, but all operational features, including power and material storage, has been removed. The remaining structure continues to be disassembled, while ground area is used for temporary vehicle and equipment staging for the shop located a little further to the South.
