RE: Revocation of Approval Order (AO) dated November 19, 1980
Project Number: N140950006

The Division of Air Quality (DAQ) received your request on September 30, 2024, to revoke the AO,
dated November 19, 1980, for Bronco Utah Operations, LLC’s Hidden Valley Mine Coal Preparation
Plant. Bronco Utah Operations, LLC requested this AO be revoked due to the facility never being
constructed. The DAQ has revoked the above-referenced AO effective as of the date of this letter.

As authorized by the Utah Legislature, the fee for revoking an AO is the actual time spent by the review
engineer and all other staff on the project. Payment should be made to the DAQ upon receipt of the
invoice.

Hi Kit,
As per our conversation earlier today, I've attached the Approval Order (AO) and most recent Name Change Letter for the Hidden Valley Mine Coal Preparation
Plant near Emery. Could you confirm the site is no longer in operation and that its associated AO should be revoked?

Hi Lucia,

As we discussed in our earlier conversation, the preparation plant was never constructed at the Hidden Valley Mine site.
In fact, there was really never a mine there.

A little history, Soldier Creek Coal was the first company to conduct exploration, they drove 3 portals about 50 feet in, and determined it would not be economical to
open a mine there.
The site was basically reclaimed when Bronco took ownership. After a flooding evert, Bronco had to conduct some work to realign a drainage channel.

After that work was completed, Bronco applied for, and received bond release from UDOGM, and relinquished the permit for the site.
