Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] I.3 Modifications to the equipment or processes approved by this AO that could affect the emissions covered by this AO must be reviewed and approved. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All exhaust air from the asphalt-mixing drum must be routed through its dedicated baghouse before being vented to the atmosphere. [R307-401-8] II.B.1.b The owner/operator shall install a manometer or magnehelic pressure gauge to measure the static pressure drop across the baghouse. [R307-401-8] II.B.1.b.1 The pressure gauge shall be located such that an inspector/operator can safely read the indicator at any time. [R307-401-8] II.B.1.b.2 The pressure gauge shall measure the pressure drop in 1-inch water column increments or less. [R307-401-8] II.B.1.c During operation of the baghouse, the owner/operator shall maintain the static pressure drop across the baghouse between 4.0 and 7.0 inches of water column. [R307-401-8] II.B.1.c.1 The owner/operator shall record the pressure drop at least once per operating day while the baghouse is operating. [R307-401-8] DAQE-AN148470003-24 Page 7 II.B.1.c.2 The owner/operator shall maintain the following records of the pressure drop readings: A. Unit identification; B. Manufacturer recommended static pressure drop for the unit (if applicable); C. Date of reading; D. Daily static pressure drop readings. [R307-401-8] II.B.1.d At least once every 12 months, the owner/operator shall calibrate the pressure gauges in accordance with the manufacturer's instructions or replace the gauges. [R307-401-8] II.B.1.d.1 The owner/operator shall maintain records of the pressure gauge calibrations and replacements. [R307-401-8] II.B.1.e The owner/operator shall not allow visible emissions from the following emission points to exceed the following values: 1. All screens - 7% opacity. 2. All conveyor transfer points - 7% opacity. 3. Baghouse exhaust stack - 10% opacity. 4. Conveyor drop points - 20% opacity. 5. All other points - 20% opacity. [R307-312-4, R307-401-8] II.B.1.e.1 Opacity observations of emissions from stationary sources shall be conducted according to 40 CFR 60, Appendix A, Method 9. For sources that are subject to NSPS, opacity shall be determined by conducting observations in accordance with 40 CFR 60.11(b) and 40 CFR 60, Appendix A, Method 9. [R307-401-8] II.B.1.f Water sprays or chemical dust suppression sprays shall be installed at the following points to control fugitive emissions: 1. All dry screens. 2. All conveyor transfer and stacker drop points. The sprays shall operate whenever conditions warrant to meet the opacity requirements of this AO. [R307-401-8] II.B.1.g The owner/operator shall not produce more than: 1. 250,000 tons of asphalt per rolling 12-month period. 2. 37,500 tons of recycled asphalt per rolling 12-month period. [R307-401-8] DAQE-AN148470003-24 Page 8 II.B.1.g.1 The owner/operator shall: A. Determine production by keeping a production log for each material. B. Record production daily basis. C. Use production data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months. D. Keep production records for all periods the plant is in operation. [R307-401-8] II.B.1.h The owner/operator shall not operate the HMA plant for more than 3,840 hours per rolling 12-month period. [R307-401-8] II.B.1.h.1 The owner/operator shall: A. Determine hours of operation by supervisor monitoring and maintaining of an operations log. B. Record hours of operation on a daily basis. C. Use hours of operation to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months. D. Keep hours of operation records for all periods the plant is in operation. [R307-401-8] II.B.1.i The owner/operator shall use natural gas as fuel in the asphalt plant. [R307-401-8] II.B.2 Stack Testing Requirements II.B.2.a The owner/operator shall conduct any stack testing required by this AO according to the following conditions. [R307-401-8] II.B.2.b The owner/operator shall not emit more than the following rates and concentrations from the Drum Asphalt Plant Stack: Pollutant lb/hr grains/dscf (68 degrees F, 29.92 Hg) PM10 (virgin) 9.53 0.024 PM10 (recycle) 11.12 0.028 [R307-401-8] II.B.2.b.1 Compliance Demonstration To demonstrate compliance with the emission limitations above, the owner/operator shall perform stack testing on the emissions unit according to the stack testing conditions contained in this AO. [R307-165-2, R307-401-8] II.B.2.b.2 Initial Test The owner/operator shall conduct an initial stack test on the emission unit within 180 days after startup of the emission unit. [R307-165-2] DAQE-AN148470003-24 Page 9 II.B.2.b.3 Test Frequency The owner/operator shall conduct a stack test on the emission unit within three (3) years after the date of the most recent stack test of the emission unit. The Director may require the owner/operator to perform a stack test at any time. [R307-165-2, R307-401-8] II.B.2.b.4 Notification At least 30 days prior to conducting a stack test, the owner/operator shall submit a source test protocol to the Director. The source test protocol shall include the items contained in R307-165-3. If directed by the Director, the owner/operator shall attend a pretest conference. [R307-165-3, R307-401-8] II.B.2.b.5 Testing & Test Conditions The owner/operator shall conduct testing according to the approved source test protocol and according to the test conditions contained in R307-165-4. [R307-165-4, R307-401-8] II.B.2.b.6 Reporting No later than 60 days after completing a stack test, the owner/operator shall submit a written report of the results from the stack testing to the Director. The report shall include validated results and supporting information. [R307-165-5, R307-401-8] II.B.2.b.7 Possible Rejection of Test Results The Director may reject stack testing results if the test did not follow the approved source test protocol or for a reason specified in R307-165-6. [R307-165-6, R307-401-8] II.B.2.b.8 Test Methods When performing stack testing, the owner/operator shall use the appropriate EPA-approved test methods as acceptable to the Director. Acceptable test methods for pollutants are listed below. [R307-401-8] II.B.2.c Standard Conditions A. Temperature - 68 degrees Fahrenheit (293 K). B. Pressure - 29.92 in Hg (101.3 kPa). C. Averaging Time - As specified in the applicable test method. [40 CFR 60 Subpart A, 40 CFR 63 Subpart A, R307-401-8] II.B.2.c.1 PM10 Total PM10 = Filterable PM10 + Condensable PM Filterable PM10 40 CFR 60, Appendix A, Method 5; 40 CFR 51, Appendix M, Method 201; Method 201A; or other EPA-approved testing method as acceptable to the Director. If other approved testing methods are used which cannot measure the PM10 fraction of the filterable particulate emissions, all of the filterable particulate emissions shall be considered PM10. Condensable PM 40 CFR 51, Appendix M, Method 202, or other EPA-approved testing method as acceptable to the Director. [R307-401-8] DAQE-AN148470003-24 Page 10 II.B.3 Haul Road Emissions and Other Fugitive Dust Sources II.B.3.a All unpaved roads and other unpaved operational areas that are used by mobile equipment shall be water sprayed and/or chemically treated to control fugitive dust. The application of water or chemical treatment shall be used. Treatment shall be of sufficient frequency and quantity to maintain the opacity limits as required in this AO during all times the areas are in use unless it is below freezing. Records of water and chemical treatment shall be kept for all periods when the plant is in operation. The records shall include the following items: A. Date of treatment. B. Number of treatments made, dilution ratio, and quantity. C. Rainfall received, if any, and approximate amount. D. Time of day treatments were made. Records of treatment shall be made available to the Director upon request. [R307-309-5] II.B.3.b The owner/operator shall ensure that the storage piles are watered to minimize the generation of fugitive dust. Records of water and/or chemical treatment must be kept for all periods when the plant is in operation and made available to the Director or the Director's representative upon request. [R307-401-8] II.B.3.c The owner/operator shall not allow visible emissions from haul roads and fugitive dust sources on-site to exceed 20% opacity on site and 10% opacity at the property boundary. [R307-401-8] II.B.3.c.1 Opacity observations of fugitive dust from intermittent sources shall be conducted according to 40 CFR 60, Appendix A, Method 9; however, the requirement for observations to be made at 15-second intervals over a six-minute period shall not apply. The number of observations and the time period shall be determined by the length of the intermittent source. For fugitive dust generated by mobile sources, visible emissions shall be measured at the densest point of the plume, but at a point not less than one-half vehicle length behind the vehicle and not less than one-half the height of the vehicle. [R307-401-8] II.B.3.d The owner/operator shall control particulate emissions from storage piles using water trucks and/or water cannons. The water trucks and/or water cannons shall operate as required to ensure the opacity limits in this AO are not exceeded. [R307-401-8] II.B.3.d.1 Records of water application to the storage piles kept for all periods when the plant is in operation. The records shall include the following items: A. The date, time, and location of applications. B. The volume of water applied. [R307-401-8] II.B.3.e The owner/operator shall use a chemical suppressant, water application, or other control options contained in R307-309 to minimize emissions from fugitive dust and fugitive emissions sources, including haul roads, storage piles, and unpaved areas. Controls shall be applied as needed to ensure the opacity limits in this AO are not exceeded. [R307-401-8] DAQE-AN148470003-24 Page 11 II.B.3.e.1 Records of water and chemical treatment shall be kept for all periods when the plant is in operation. The records shall include the following items: A. Date of treatment. B. Number of treatments made, dilution ratio, and quantity. C. Rainfall received, if any, and approximate amount. D. Time of day treatments were made. E. Records of temperature if the temperature is below freezing. [R307-401-8] II.B.3.f The owner/operator shall ensure that the facility complies with all applicable requirements of R307-309 for PM10 and PM2.5 nonattainment areas for fugitive emission and fugitive dust sources. [R307-309] II.B.3.g The owner/operator shall comply with an FDCP acceptable to the Director for control of all dust sources associated with the Talons Cove site. Granite Construction Company shall comply with the most current FDCP approved by the Director. BACT review regarding Asphalt Cement (AC) Tank After identifying all available control technologies for the asphalt cement (AC) tank, including vapor recovery systems, thermal oxidizers, and carbon adsorption systems, and evaluating their technical feasibility, it was determined that all options are technically feasible. However, upon assessing the control effectiveness and considering the environmental and economic impacts, it was found that vapor recovery systems, thermal oxidizers, and carbon adsorption systems have high initial and operational costs and potential secondary emissions. Given the relatively low volatile organic compound (VOC) emissions from the AC tank, the costs and impacts of implementing these controls outweigh the benefits of minor emission reductions. Therefore, no additional controls are recommended. [Last updated June 10, 2024] SECTION I: GENERAL PROVISIONS The intent is to issue an air quality AO authorizing the project with the following recommended conditions and that failure to comply with any of the conditions may constitute a violation of the AO. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. All exhaust air from the asphalt-mixing drum must be routed through its dedicated baghouse before being vented to the atmosphere. [R307-401-8] II.B.1.b NEW The owner/operator shall install a manometer or magnehelic pressure gauge to measure the static pressure drop across the baghouse. [R307-401-8] II.B.1.b.1 NEW The pressure gauge shall be located such that an inspector/operator can safely read the indicator at any time. [R307-401-8] II.B.1.b.2 NEW The pressure gauge shall measure the pressure drop in 1-inch water column increments or less. [R307-401-8] II.B.1.c NEW During operation of the baghouse, the owner/operator shall maintain the static pressure drop across the baghouse between 4.0 and 7.0 inches of water column. Use production data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months D. Keep production records for all periods the plant is in operation. [R307-401-8] II.B.1.h NEW The owner/operator shall not operate the HMA plant for more than 3,840 hours per rolling 12-month period. [R307-401-8] II.B.1.h.1 NEW The owner/operator shall: A. Determine hours of operation by supervisor monitoring and maintaining of an operations log B. Record hours of operation on a daily basis C. Use hours of operation to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months D. [R307-401-8] II.B.2 NEW Stack Testing Requirements II.B.2.a NEW The owner/operator shall conduct any stack testing required by this AO according to the following conditions. [R307-401-8] II.B.2.b NEW The owner/operator shall not emit more than the following rates and concentrations from the Drum Asphalt Plant Stack: Pollutant lb/hr grains/dscf (68 degrees F, 29.92 Hg) PM10 (virgin) 9.53 0.024 PM10 (recycle) 11.12 0.028. [R307-401-8] II.B.2.b.1 NEW Compliance Demonstration To demonstrate compliance with the emission limitations above, the owner/operator shall perform stack testing on the emissions unit according to the stack testing conditions contained in this AO. [R307-165-2] II.B.2.b.3 NEW Test Frequency The owner/operator shall conduct a stack test on the emission unit within three (3) years after the date of the most recent stack test of the emission unit. The Director may require the owner/operator to perform a stack test at any time. [R307-165-2, R307-401-8] II.B.2.b.4 NEW Notification At least 30 days prior to conducting a stack test, the owner/operator shall submit a source test protocol to the Director. The source test protocol shall include the items contained in R307-165-3. If directed by the Director, the owner/operator shall attend a pretest conference. [R307-165-3, R307-401-8] II.B.2.b.5 NEW Testing & Test Conditions The owner/operator shall conduct testing according to the approved source test protocol and according to the test conditions contained in R307-165-4. [R307-165-4, R307-401-8] II.B.2.b.6 NEW Reporting No later than 60 days after completing a stack test, the owner/operator shall submit a written report of the results from the stack testing to the Director. The report shall include validated results and supporting information. [R307-165-5, R307-401-8] II.B.2.b.7 NEW Possible Rejection of Test Results The Director may reject stack testing results if the test did not follow the approved source test protocol or for a reason specified in R307-165-6. [R307-165-6, R307-401-8] II.B.2.b.8 NEW Test Methods When performing stack testing, the owner/operator shall use the appropriate EPA-approved test methods as acceptable to the Director. If other approved testing methods are used which cannot measure the PM10 fraction of the filterable particulate emissions, all of the filterable particulate emissions shall be considered PM10. Condensable PM 40 CFR 51, Appendix M, Method 202 or other EPA-approved testing method as acceptable to the Director. [R307-401-8] II.B.3 NEW Haul Road Emissions and Other Fugitive Dust Sources II.B.3.a NEW All unpaved roads and other unpaved operational areas that are used by mobile equipment shall be water sprayed and/or chemically treated to control fugitive dust. The application of water or chemical treatment shall be used. Treatment shall be of sufficient frequency and quantity to maintain the opacity limits as required in this AO during all times the areas are in use unless it is below freezing Records of water and chemical treatment shall be kept for all periods when the plant is in operation. The records shall include the following items: A. Date of treatment B. Number of treatments made, dilution ratio, and quantity C. Rainfall received, if any, and approximate amount D. Time of day treatments were made Records of treatment shall be made available to the Director upon request. [R307-309-5] II.B.3.b NEW The owner/operator shall ensure that the storage piles are watered to minimize the generation of fugitive dusts. Records of water and/or chemical treatment must be kept for all periods when the plant is in operation and made available to the Director or the Director's representative upon request. [R307-401-8] II.B.3.c NEW The owner/operator shall not allow visible emissions from haul roads and fugitive dust sources on-site to exceed 20% opacity on site and 10% opacity at the property boundary. The number of observations and the time period shall be determined by the length of the intermittent source. For fugitive dust generated by mobile sources, visible emissions shall be measured at the densest point of the plume but at a point not less than one-half vehicle length behind the vehicle and not less than one-half the height of the vehicle. The water trucks and/or water cannons shall operate as required to ensure the opacity limits in this AO are not exceeded. Talons Cove HMA Plant is located in Eagle Mountain City, Utah County. Utah County is a nonattainment area of the NAAQS of the Clean Air Act for PM10 and PM2.5. Talons Cove is subject to NSPS part 60 subparts A, I and OOO. It is not subject NESHAP or MACT standards. It is subject to Title V of the 1990 Clean Air Act and is considered an area source. Permitted Location: Talons Cove Hot Mix Asphalt Plant 4288 East Ranches Parkway Eagle Mountain, UT 84005 UTM Coordinates: 418495 m Easting, 4471934 m Nothing, UTM Zone 12 SIC Code: 2951 (Asphalt Paving Mixtures & Blocks) Granite proposed changes to permit DAQE-AN148470001-14 are as follows: 1. Addition of one (1) asphalt cement (AC) storage tank to the Talon Cove HMA Plant, which is currently permitted to have three (3) AC tanks. 2. Reduction of annual asphalt production from 500,000 tons per year to 250,000 tons per year. Thus, reducing recycled asphalt production from 141,000 to 37,500 tons per year. 3. Remove CMI 400 T Drum (company equipment ID #35.320801) listed in Section II.A.2 and replace with a new Maxum Mix Drum (manufacture date 2015). Updated emission calculations for criteria pollutants are details in Attachment A and summarized in Table 1. Table 1 outlines the change to the permit PTE totals.
