The source is located approximately 0.15 miles north of the intersection of West Gentile Street and Sugar Street at Universal Transverse Mercator (UTM) coordinates 417,057 meters Easting and 4,546,146 meters Northing (Datum NAD 83, Zone 12), Layton, Davis County. The DAQ has determined the small source exemption applies to the source as long as the equipment and associated processes operate as specified in the registration request. According to your application, the facility will not exceed 1,600 hours of operation annually. Per the application, M&S Concrete Solutions will not produce more than 96,000 tons of recycled concrete aggregate annually. The small source exemption does not exempt a source from complying with other applicable federal, state, and local and the current Utah Administrative Code. Based on the emissions that you submitted to the DAQ with your registration request, the M&S Concrete Solutions - Layton Concrete Recycling Facility is not required to obtain an approval order under R307-401. If you change your operation such that there is an increase in emissions, we recommend that you notify us, as an approval order may be required. As authorized by the Utah Legislature, the fee for issuing this small source exemption is a one-time filing fee in addition to the actual time spent by the review engineer and all other staff on the project. To continue processing your application I'll need more information about your emission calculations. Your calculations must include all emission units present at your facility These likely include haul roads, storage piles, any aggregate processing (ie crushing) and material handling that takes place, the concrete batch plant and any generators that might be present. The calculations should be submitted as spreadsheets rather than PDFs or images. DAQ spreadsheets that will guide you through these calculations can be found here: https://deq.utah.gov/air-quality/emissions-calculations-spreadsheets If your facility includes any emission units that are not included in the DAQ spreadsheets please refer to AP-42 for emission factors. I'll continue processing your application after your completed Excel spreadsheets are returned to me along with any relevant equipment spec. sheets. At the yard, we will receive used concrete and washout concrete/water. The used concrete and washout concrete will be stored in piles until we have sufficient to rent a mobile concrete crusher. We will crush for about 2 week every 3-4 months. The crushed concrete will be stored in piles and sold to contractors and the public. The washout water was tested and approved by the local sewer district to be put into the sewer (Lab testing was done and approved). We will also receive gravel, road base and topsoil to be resold to contractors and the public. They will also be stored in piles until sold. At the yard, we will receive used concrete and washout concrete/water. The used concrete and washout concrete will be stored in piles until we have sufficient to rent a mobile concrete crusher. We will crush for about 2 week every 3-4 months. The crushed concrete will be stored in piles and sold to contractors and the public. The washout water was tested and approved by the local sewer district to be put into the sewer (Lab testing was done and approved). We will also receive gravel, road base and topsoil to be resold to contractors and the public. They will also be stored in piles until sold. Q7.
