RE: Replacement-In-Kind Determination for the Holcim Utelite Lightweight Aggregate Site

Dear Mr. Lund,

This letter is in response to the notification submitted on July 15, 2024, concerning the replacement of the
Terex Cedarapids Screen Serial Number 054382 with the same Terex Screen Serial Number TSV6203-32
at the site located west of Rockport Reservoir. The Utah Division of Air Quality has determined that the
replacement of the Terex Screen meets the Replacement-In-Kind rule R307-401-11.

Holcim SWR, Inc. shall notify the Director in writing when the replacement of the Teres Screen has been
completed and is operational. To ensure proper credit when notifying the Director, send your
correspondence to the Director, attn: NSR Section.

The replacement of the Screen shall operate under the conditions listed in Approval Order
DAQE-AN106760028-22.
