Products are fabricated to custom specifications from various wood types. Dust from fabrication activities is collected by a vacuum system and controlled by cyclonic dust collectors. Finished products are coated with paint and/or stains and sealers in six (6) paint booths. The booths are equipped with paint arrester filters. Air fed to the paint booths is heated by make-up air heaters, generating emissions consistent with fuel-burning devices. Emissions from the booths are vented into the atmosphere. Coated products are cured in a drying oven, which is also vented to the atmosphere. The dust collectors are vented back into the building. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. [R307-401-8] DAQE-AN105800006-24 Page 6 II.B.2 VOC and HAP Limitations II.B.2.a The owner/operator shall not emit more than the following from evaporative sources (paint booths, contact cement applicators, and associated operations): 21.54 tons per rolling 12-month period for VOCs. 9.80 tons per rolling 12-month period for Toluene. 4.88 tons combined per rolling 12-month period for Cobalt 2-Ethyl Hexanoate, Cumene, Ethyl Benzene, Formaldehyde, Hexa-Methylene Di-Iso-Cyanate, Methanol, Methyl Isobutyl Ketone, Napthalene, Nickel Antimony Titanate, Styrene, Xylene. [R307-401-8] II.B.2.a.1 The owner/operator shall calculate a new 12-month total by the 20th day of each month using data from the previous 12 months. The owner/operator shall use a mass-balance method to calculate emissions from evaporative sources. The owner/operator may use the following equations with applicable units to comply with the mass balance: VOC = [% VOC by Weight/100] x [Density] x [Volume Consumed]. HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed]. [R307-401-8] II.B.2.a.2 The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs reclaimed. The source is not modifying and/or installing any new equipment. There are no changes to the emissions estimates at this time, except for PM2.5. The PTE of PM2.5 was not included in the 2010 AO. For a conservative estimate, the PTE of PM2.5 is assumed to equal the PTE of PM10 (0.42 tpy). The PTEs should be updated if the source modifies any equipment or processes. The rule references and the text of the rules and conditions have been modified to reflect the current language and formatting of permits currently being issued by the DAQ. Requirements and Limitations Item II.B.1.a has been added to the permit. When the current permit was issued, R307- 343 was not written into the regulations. R307-343 applies to wood furniture manufacturing operations that use a combined 20 gallons or more of coating products and associated solvents per year, effective September 1, 2018. R307-343 applies to the source, and thus has been added to the permit. The equipment list was updated to reflect the current equipment. In the previous AO, the source had two (2) fabric filter baghouses listed. These baghouses vented directly into the interior of the production building and were listed for informational purposes only. The source replaced the two fabric filter baghouses with one (1) Dantherm baghouse system that also vents directly into the interior of the production building. The new baghouse system is listed for informational purposes. As discussed over the phone, I will put your contact information as the Source and Billing Contact in our system. I have also attached the Compliance Inspection report from September 2023. If you could take a look at it and let me know if it is accurate, that would be fantastic. The current permit for the site lists 2 baghouses that vent back into the building. The Compliance inspection report mentions that the 2 baghouses were replaced with a single baghouse that vents back into the building. Would you like me to update the permit to reflect the change in baghouses? Typically, a modification to a permit like this would be a specific process to go through, but because the baghouse vents internally, I can update the change in this 10-year review.
