SOURCE INFORMATION
General Description
Hallmark Cabinet Company manufactures custom kitchen cabinetry and furniture. Products are fabricated
to custom specifications from various wood types. Dust from fabrication activities is collected by a
vacuum system and controlled by cyclonic dust collectors. Finished products are coated with paint and/or
stains and sealers in six (6) paint booths. The booths are equipped with paint arrester filters. Air fed to the
paint booths is heated by make-up air heaters, generating emissions consistent with fuel-burning devices.
Emissions from the booths are vented into the atmosphere. Coated products are cured in a drying oven,
which is also vented to the atmosphere. The dust collectors are vented back into the building.

SECTION I: GENERAL PROVISIONS
I.1 All definitions, terms, abbreviations, and references used in this AO conform to those used in
the UAC R307 and 40 CFR. Unless noted otherwise, references cited in these AO conditions
refer to those rules. [R307-101]
I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401]
I.3 Modifications to the equipment or processes approved by this AO that could affect the
emissions covered by this AO must be reviewed and approved. [R307-401-1]
I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by
the owner/operator, shall be made available to the Director or Director's representative upon
request, and the records shall include the two-year period prior to the date of the request.
Unless otherwise specified in this AO or in other applicable state and federal rules, records
shall be kept for a minimum of two (2) years. [R307-401-8]
I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators
shall, to the extent practicable, maintain and operate any equipment approved under this AO,
including associated air pollution control equipment, in a manner consistent with good air
pollution control practice for minimizing emissions. Determination of whether acceptable
operating and maintenance procedures are being used will be based on information available to
the Director which may include, but is not limited to, monitoring results, opacity observations,
review of operating and maintenance procedures, and inspection of the source. All maintenance
performed on equipment authorized by this AO shall be recorded. [R307-401-4]

II.B REQUIREMENTS AND LIMITATIONS
II.B.1 The Wood Cabinet and Furniture Manufacturing Plant shall be subject to the following:
II.B.1.a The owner/operator shall comply with all applicable requirements of UAC R307-343 (Wood
Furniture Manufacturing Operations). [R307-343]
II.B.1.b The owner/operator shall not allow visible emissions from any stationary point or fugitive
emission source on site to exceed 10% opacity. [R307-401-8]
II.B.1.b.1 Opacity observations of emissions from stationary sources shall be conducted in accordance with
40 CFR 60, Appendix A, Method 9. [R307-305-3]
II.B.1.c The owner/operator shall not operate the plant for more than 4,160 hours per rolling 12-month
period. [R307-401-8]
II.B.1.c.1 The owner/operator shall:
A. Determine plant hours of operation by supervisor monitoring, maintaining, and
operations log.
B. Keep hours of operation for all periods when the plant is in operation.
C. Use the operations data to calculate a new rolling 12-month total by the 20th day of
each month using data from the previous 12 months.

II.B.1.d The owner/operator shall use only natural gas as primary fuel and propane as a backup fuel in all
fuel burning equipment. [R307-401-8]

II.B.2 VOC and HAP Limitations
II.B.2.a The owner/operator shall not emit more than the following from evaporative sources (paint
booths, contact cement applicators, and associated operations):
21.54 tons per rolling 12-month period for VOCs.
9.80 tons per rolling 12-month period for Toluene.
4.88 tons combined per rolling 12-month period for Cobalt 2-Ethyl Hexanoate, Cumene, Ethyl
Benzene, Formaldehyde, Hexa-Methylene Di-Iso-Cyanate, Methanol, Methyl Isobutyl Ketone,
Napthalene, Nickel Antimony Titanate, Styrene, Xylene.

II.B.2.a.1 The owner/operator shall calculate a new 12-month total by the 20th day of each month using
data from the previous 12 months. The owner/operator shall use a mass-balance method to
calculate emissions from evaporative sources. The owner/operator may use the following
equations with applicable units to comply with the mass balance:
VOC = [% VOC by Weight/100] x [Density] x [Volume Consumed].
HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed].

II.B.2.a.2 The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs
reclaimed. The owner/operator shall subtract the amount of VOCs and HAPs reclaimed from the
quantities calculated above to provide the monthly total emissions of VOCs and HAPs.

II.B.2.a.3 The owner/operator shall keep records each month of the following:
A. The name (as per SDS) of the VOC- and HAP-emitting material.
B. The maximum percent by weight of VOCs and each HAP in each material used.
C. The density of each material used (pounds per gallon).
D. The volume of each VOC- and HAP-emitting material used (gallons).
E. The amount of VOCs and the amount of each HAP emitted from each material.
F. The amount of VOCs and the amount of each HAP reclaimed from each material.
G. The total amount of VOCs, the total amount of each HAP, and the total amount of all
HAPs combined emitted from all materials (in tons).

The DAQ requests a company representative review and sign the attached Engineer Review (ER). This
ER identifies all applicable elements of the New Source Review (NSR) permitting program. Hallmark
Cabinet Company should complete this review within 10 business days of receipt.
Hallmark Cabinet Company should contact Katie Andersen at (385) 515-1748 if there are questions or
concerns with the review of the draft permit conditions. Upon resolution of your concerns, please email
Katie Andersen at kandersen@utah.gov the signed cover letter. Upon receipt of the signed cover letter,
the DAQ will prepare an Approval Order (AO) for signature by the DAQ Director.
If Hallmark Cabinet Company does not respond to this letter within 10 business days, the project will
move forward without source concurrence. If Hallmark Cabinet Company has concerns that cannot be
resolved and the project becomes stagnant, the DAQ Director may issue an Order prohibiting
construction.

REVIEWER COMMENTS
1. Comment regarding 10-Year Review:
The existing AO was issued on February 18, 2010. The equipment listed in this AO is not being
replaced. The source is not modifying and/or installing any new equipment. There are no changes to
the emissions estimates at this time, except for PM2.5. The PTE of PM2.5 was not included in the
2010 AO. For a conservative estimate, the PTE of PM2.5 is assumed to equal the PTE of PM10 (0.42
tpy). The PTEs should be updated if the source modifies any equipment or processes.
The rule references and the text of the rules and conditions have been modified to reflect the current
language and formatting of permits currently being issued by the DAQ. Requirements and
Limitations Item II.B.1.a has been added to the permit. When the current permit was issued, R307-
343 was not written into the regulations. R307-343 applies to wood furniture manufacturing
operations that use a combined 20 gallons or more of coating products and associated solvents per
year, effective September 1, 2018. R307-343 applies to the source, and thus has been added to the
permit.
The equipment list was updated to reflect the current equipment. In the previous AO, the source had
two (2) fabric filter baghouses listed. These baghouses vented directly into the interior of the
production building and were listed for informational purposes only. The source replaced the two
fabric filter baghouses with one (1) Dantherm baghouse system that also vents directly into the
interior of the production building. The new baghouse system is listed for informational purposes.
Emissions emitted to the atmosphere have not changed as a result of replacing the equipment
because the equipment is emitted into the building. [Last updated July 9, 2024]
2. Comment regarding Title V Applicability:
Title V of the 1990 Clean Air Act (Title V) applies to the following:
1. Any major source;
2. Any source subject to a standard, limitation, or other requirement under Section 111 of the Act,
Standards of Performance for New Stationary Source;
3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous
Air Pollutants;
4. Any Title IV affected source.
This source is not a major source nor a Title IV affected source. This source is not subject to any
requirement under Section 111 or 112 of the Clean Air Act. There are no other reasons why this
source would be required to obtain a Title V permit; therefore, Title V does not apply to this source.

Thank you for calling me back today.
The main objective of this 10-Year Review is to update the format, language, and rule references. The emissions listed in
the permit will not change.
As discussed over the phone, I will put your contact information as the Source and Billing Contact in our system. I have
also attached the Compliance Inspection report from September 2023. If you could take a look at it and let me know if it is
accurate, that would be fantastic.
The current permit for the site lists 2 baghouses that vent back into the building. The Compliance inspection report
mentions that the 2 baghouses were replaced with a single baghouse that vents back into the building. Would you like me
to update the permit to reflect the change in baghouses? Typically, a modification to a permit like this would be a specific
process to go through, but because the baghouse vents internally, I can update the change in this 10-year review.
Let me know what course of action you would like and if the Compliance inspection report is accurate.
