Hi Mark,
I've reviewed the updated DWSP plan for West Bountiful City's West 400 North Well (WS007), received on December 13, 2022. A few issues need to be addressed before I can concur.
WS007
The original 2020 DWSP plan for West 400 North Well was granted an exception to rule R309-600-13(3) Sewers Within DWSP Zones and Management Areas and R309-515-6(4) Sewer Line Construction on the condition that all
sewer lines within zone one (100 ft radius of the wellhead) would be lined to create joint-less pipe (original letter attached). This was to be completed by December 31, 2021, and confirmed in this update. No recordkeeping
documentation shows this was completed. Please provide dated documentation that shows sewer lines within zone one have been lined as described in the conditions. If this has not been done yet, the water system will
need to have this completed and provide supporting documentation as soon as possible. I cannot concur with this plan until this is received.
The water system agreed to manage uncontrolled PCSs through public education. The provided newsletters do not include information that meets the public education requirement. There is mention of the water quality report on
the City's website, but this only meets the public notification statement. Public education should inform readers of the hazards associated with their property and what best management practices they should follow. The original
DWSP plan indicated that the system would distribute the attached fact sheets to residences and businesses within the protection zones. This is a valid method of fulfilling the public education requirement. Please distribute the
attached fact sheets in the next bill stuffer or provide a link on a mailer directing readers to these fact sheets on the City's website. Salt Lake City has a good example of source protection information on its website,
seen here. This needs to be completed and record-keeping provided before I can concur.
Most systems have not been implementing their plans so plan implementation is now enforced since the re-enactment of the IPS rule in January of 2020. Lack of plan implementation is considered a significant deficiency and could
result in 25 Improvement Priority Points being assigned for failure to comply. As a courtesy, I can provide 90 days from the date of this email to address this issue, before I draft a formal disapproval letter.

I have received your review comments. I apologize for the delay in communication. Below is an update on the City effort to complete the two tasks as per your review comments.
1. Provide dated documentation that shows sewer lines within zone one have been lined as described in the conditions.
a. Attached is the invoice for the work performed and completed in November of 2021.
i. Attached is a map of 400 North well with 2022 imagery showing the existing sewer in zone that was lined in November of 2021.

2. Distribute the attached fact sheets in the next bill stuffer or provide a link on a mailer directing readers to these fact sheets on the City's website.
a. The city will accomplish providing a link on a mailer directing readers to these fact sheets on the City's website before May 8th, 2024 (90-day grace period, much appreciated), and provide evidence to the Division of Drinking
Water (Noah Zorsky, PG) once it is completed.
