Subject: Monitoring Requirement Changes – Disinfection Byproducts and Lead & Copper,

Due to recent updates to your system’s population count, your water monitoring requirements for
Disinfection Byproducts (DBPs) and Lead and Copper have changed as described below:
Disinfection Byproducts Monitoring
Dugway - Ditto Tech Center has been moved to annual monitoring for DBPs based on updates to the
population count served by the water system. This means the system must collect one (1) DBP sample
every year. Each DBP sample must be a paired sample analyzed for both haloacetic acids and
trihalomethanes. The next samples must be collected during the July 1 - September 30, 2024, monitoring
period. The system should use the DBP sample sites listed in the attached monitoring schedule. If the
system would like to use different sample sites it needs to submit an updated DBP sample site plan using
the attached sample site plan template. Please contact Luke Treutel at ltreutel@utah.gov or at (385) 258-
6084 if you have any questions regarding DBP monitoring and reporting.
Lead & Copper Monitoring
The lead and copper monitoring requirements for Dugway - Ditto Tech Center have changed based on an
updated population of 920. This means the system must collect 10 first-draw lead and copper samples
every 3 years. The next round of samples must be collected during the June 1, 2025 - September 30, 2025

monitoring period. Please contact Dylan Martinez at dylanmartinez@utah.gov or at (385) 278-3807 if you
have questions about lead and copper monitoring and reporting requirements.
Your monitoring requirements, including these updated requirements, are available to you online at
waterlink.utah.gov. Additionally, a copy of your system’s monitoring schedule has been enclosed.

Stage 2 Disinfectant Byproduct (DBP) Sampling Plan
In accordance with State of Utah Rule R309-210-10(3): Any Community (COM) or Non-Transient Non-Community
(NTNC) drinking water system that regularly applies a chemical disinfectant must develop and implement a DBP
monitoring plan. The system must maintain current version of the plan on file and submit a copy of 1) the monitoring
plan, 2) a schematic of the distribution system, and 3) the justification for site selection (IDSE water, modeling analysis,
etc.) to the Division of Drinking Water.
