[R307-401-1] I.4 All records referenced in this AO or in other applicable rules, which are required to be kept by the owner/operator, shall be made available to the Director or Director's representative upon request, and the records shall include the two-year period prior to the date of the request. Unless otherwise specified in this AO or in other applicable state and federal rules, records shall be kept for a minimum of two (2) years. [R307-401-8] I.5 At all times, including periods of startup, shutdown, and malfunction, owners and operators shall, to the extent practicable, maintain and operate any equipment approved under this AO, including associated air pollution control equipment, in a manner consistent with good air pollution control practice for minimizing emissions. Determination of whether acceptable operating and maintenance procedures are being used will be based on information available to the Director which may include, but is not limited to, monitoring results, opacity observations, review of operating and maintenance procedures, and inspection of the source. Comment regarding State Rule Applicability: R307-304 Solvent Cleaning R307-304 applies to solvent cleaning operations within Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber counties. Effective on September 1, 2018, this subpart applies to facilities using 55 gallons or more a year of VOC containing solvent products, minus exempt materials, for solvent cleaning operations. De La Rue Authentication Systems uses more than 55 gallons of VOC containing solvent products a year. Thus, the source is subject to this state rule. [Last updated February 19, 2025] 3. Comment regarding Title V Applicability: Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source; 2. The drum and pump are located outside of the building and the baths are located in the developing room. The baths have varying temperatures and IPA/water concentrations (70oh to 100% IPA). Each bath contains about 25 gallons of solution and is used to develop the holographic master image. Baths are refilled on the average once/day due to consumption and losses. To refill the baths with IPA an operator will use the diaphragm pump to pump the IPA (ambient temperature and pressure) from the 55-gallon drum to the inside of the developing room into a S-gallon safety can designed to handle flammable liquids. The material is then transferred to the baths. The baths are used 5 days/week for a total of l6 hours/day. Two small spray booths. One is used to make models. Second spray paint booth was used to spray about 144 12 oz cans per year black paint on the back of the hologram master image, but a sticker is now used to give better reflection in the developing of the images onto photo-ready plastic material.
