Unless noted otherwise, references cited in these AO conditions refer to those rules. [R307-101] I.2 The limits set forth in this AO shall not be exceeded without prior approval. [R307-401] II.B.1.a.1 The owner/operator shall conduct opacity observations of emissions from stationary sources in accordance with 40 CFR 60, Appendix A, Method 9. [R307-401] II.B.1.b The owner/operator shall not allow visible emissions from the boiler stack to exceed 10% opacity. [R307-401] II.B.1.b.1 The owner/operator shall conduct opacity observations of emissions from the boiler stack in accordance with 40 CFR 60, Appendix A, Method 9. [R307-401] II.B.1.c The owner/operator shall use a chemical fume suppressant containing a wetting agent during chrome plating and chrome anodizing activities. [R307-401] II.B.1.c.1 The owner/operator shall not allow the surface tension of the electroplating or anodizing bath contained within the affected source to exceed 40 dynes per centimeter (dynes/cm) (2.8 × 10-3 pound-force per foot (lbf/ft)), as measured by a stalagmometer, or 33 dynes/cm (2.3 × 10-3 lbf/ft), as measured by a tensiometer at any time during tank operation. [40 CFR 63 Subpart N] II.B.1.c.2 The owner/operator shall conduct monitoring of the surface tension in accordance with 40 CFR 63.343(c)(5). [R307-401] II.B.1.c.3 The owner/operator shall monitor the surface tension a minimum of once every 40 hours of tank operation. [R307-401] II.B.1.d The owner/operator shall not exceed the following production limits without prior approval: 6240 hours per rolling 12-month period for hard chrome electroplating tanks. [R307-401] II.B.1.d.1 The owner/operator shall: A. Determine hours of operation for the chromium electroplating plating tanks by supervisor monitoring and maintaining of an operations log B. Record hours of operation daily C. Use this data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months D. Keep these records for all periods the plant is in operation. [R307-401] II.B.1.e The owner/operator shall install, calibrate, maintain, and operate a monitoring device for the continuous measurement of the change in pressure of the gas stream through the mist elimination system. The monitoring device must be certified by the manufacturer. The monitoring device shall be accurate within plus or minus one half inch of water and must be calibrated on an annual basis according to the manufacturer's instructions. Continuous recording for the monitoring device is not required. However, daily records of readings shall be maintained. [R307-401] DAQE-AN105940002-25 Page 8 II.B.1.f The owner/operator shall ensure the operating parameters are maintained within the indicated ranges by complying with the following: A. The pressure drop of the mist elimination system shall not exceed 6.5 inches of water during operation. The minimum pressure drop across the mist elimination system shall not fall below 3.0 inches during times of operation B. The operating parameters shall be monitored with equipment located such that an inspector/operator can safely read the output at any time. The readings shall be accurate to within 0.5 inches water gauge C. All instruments shall be calibrated against a primary standard at least once every 90 days. The primary standard shall be established by the company and shall be submitted to the Director for approval. [R307-401] II.B.1.g A copy of this AO shall be posted on site. The AO shall be available to the employees who operate the air emission-producing equipment. These employees shall receive proper instruction as to their responsibilities in operating the equipment according to all of the relevant conditions listed below. [R307-401] II.B.2 Stack Testing Requirements II.B.2.a Emissions to the atmosphere from the indicated emission point(s) shall not exceed the following rates and concentrations: Source: Electroplating Stack Pollutant grains/dscf (68 degrees F, 29.92 in HG) Chromium (total) 6.6 X 10^-6 (0.015 mg/dscm) [R307-401] II.B.2.b The owner/operator shall conduct any stack testing required by this AO according to the following conditions. [R307-401-8] II.B.2.c Frequency Testing Test Emission Point Pollutant Status Frequency Electroplating Stack Chromium * @ * An initial performance test is required to satisfy the NESHAP requirement listed on 40 CFR 63.343(b)(1). The initial test was conducted on July 11, 1997. @ Test if directed by the Director. Tests may be required if the source is suspected to be in violation with other conditions of this AO. [R307-401] DAQE-AN105940002-25 Page 9 II.B.2.c.1 Notification No less than 30 days prior to conducting a stack test, the owner/operator shall submit a source test protocol to the Director. The source test protocol shall include the items contained in R307-165-3. If directed by the Director, the owner/operator shall attend a pretest conference. [R307-165-3, R307-401-8] II.B.2.c.2 Testing & Test Conditions The owner/operator shall conduct testing according to the approved source test protocol and according to the test conditions contained in R307-165-4. [R307-165-4, R307-401-8] II.B.2.c.3 Access The owner/operator shall provide Occupational Safety and Health Administration (OSHA) or Mine Safety and Health Administration (MSHA)-approved access to the test location. [R307-401-8] II.B.2.c.4 Reporting No later than 60 days after completing a stack test, the owner/operator shall submit a written report of the results from the stack testing to the Director. The report shall include validated results and supporting information. [R307-165-5, R307-401-8] II.B.2.c.5 Possible Rejection of Test Results The Director may reject stack testing results if the test did not follow the approved source test protocol or for a reason specified in R307-165-6. [R307-165-6, R307-401-8] II.B.2.c.6 Test Methods When performing stack testing, the owner/operator shall use the appropriate EPA-approved test methods as acceptable to the Director. Acceptable test methods for pollutants are listed below. [R307-401-8] II.B.2.c.7 Sample Location 40 CFR 60, Appendix A, Method 1. [R307-401] II.B.2.c.8 Volumetric Flow Rate 40 CFR 60, Appendix A, Method 2. [R307-401] II.B.2.c.9 Chromium 40 CFR 63, Appendix A, Method 306 or 306A as appropriate. [R307-401] II.B.2.c.10 Calculations To determine mass emission rates (lb/hr, etc.), the pollutant concentration as determined by the appropriate methods above shall be multiplied by the volumetric flow rate and any necessary conversion factors determined by the Director to give the results in the specified units of the emission limitation. [R307-401] DAQE-AN105940002-25 Page 10 II.B.2.c.11 New Source Operation For a new source/emission point, the production rate during all compliance testing shall be no less than 90% of the production rate listed in this AO. If the maximum AO allowable production rate has not been achieved at the time of the test, the following procedure shall be followed. A. Testing shall be at no less than 90% of the production rate achieved to date B. If the test is passed, the new maximum allowable production rate shall be 110% of the testing achieved rate. This new allowable maximum production rate shall remain in effect until successfully tested at a higher rate C. The owner/operator shall request a higher production rate when necessary. Testing at no less than 90% of the higher rate shall be conducted. A new maximum production rate (110% of the new rate) will then be allowed if the test is successful. This process may be repeated until the maximum AO production rate is achieved. [R307-401] II.B.2.c.12 Existing Source Operation For an existing source/emission point, the production rate during all compliance testing shall be no less than 90% of the maximum production achieved in the previous three (3) years. [R307-401] II.B.3 Conditions on Boiler II.B.3.a The owner/operator shall use only natural gas as fuel for the boiler. [R307-401] II.B.3.a.1 The owner/operator shall: A. Determine natural gas consumption for the boiler and heating system B. Record consumption monthly C. Use this data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12-months D. Keep these records for all periods the plant is in operation. [R307-401] II.B.4 Conditions on VOC Emissions II.B.4.a The owner/operator shall comply with all applicable requirements of UAC R307-304, Solvent Cleaning. [R307-304, R307-401-8] II.B.4.b The VOC/HAPs-containing materials and VOC/HAPs-laden rags shall be stored in covered containers (except when in use). [R307-401-8] II.B.4.c The owner/operator shall equip the paint spray booth with particulate filters to control particulate emissions. All air exiting the booth shall pass through this control system before being vented to the atmosphere. [R307-401] DAQE-AN105940002-25 Page 11 II.B.4.d The owner/operator shall not emit more than the following from the on-site paint booths, degreasers, contact cement applicators, etc. as follows: A. 3.47 tons per rolling 12-month period of VOCs. B. 0.08 tons per rolling 12-month period of all HAPs combined. [R307-401] II.B.4.d.1 Compliance with the above limitation shall be determined on a rolling 12-month total. Based on the first day of each month, a new 12-month total shall be calculated using data from the previous 12 months. [R307-401] II.B.4.d.2 The owner/operator shall calculate a new 12-month total by the 1st day of each month using data from the previous 12 months. The owner/operator shall use a mass-balance method to calculate emissions from evaporative sources. The owner/operator may use the following equations with applicable units to comply with the mass-balance method: VOCs = [% VOCs by Weight/100] x [Density] x [Volume Consumed] HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed] [R307-401-8] II.B.4.d.3 The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs reclaimed, such as those contained in materials deposited as solid or hazardous waste. The owner/operator shall subtract the amount of VOCs and HAPs reclaimed from the quantities calculated above to provide the monthly total emissions of VOCs and HAPs. [R307-401-8] II.B.4.d.4 Records of consumption of VOCs and HAPs shall be kept for all periods when the plant is in operation. The owner/operator shall keep records each month of the following: A. The name (as per SDS) of the VOC- and HAP-emitting material B. The maximum percent by weight of VOCs and each HAP in each material used C. The weight and use location (name of paint booth or plant facility) of the VOC potential and HAP potential of each material used, in pounds per gallon D. The total amount of VOCs and the total amount of all HAPs combined emitted from all materials. [R307-401] II.B.1.a.1 The owner/operator shall conduct opacity observations of emissions from stationary sources in accordance with 40 CFR 60, Appendix A, Method 9. [R307-401] II.B.1.c.1 NEW The owner/operator shall not allow the surface tension of the electroplating or anodizing bath contained within the affected source to exceed 40 dynes per centimeter (dynes/cm) (2.8 × 10-3 pound-force per foot (lbf/ft)), as measured by a stalagmometer, or 33 dynes/cm (2.3 × 10-3 lbf/ft), as measured by a tensiometer at any time during tank operation. [40 CFR 63 Subpart N] II.B.1.c.2 The owner/operator shall conduct monitoring of the surface tension in accordance with 40 CFR 63.343(c)(5). [R307-401] II.B.1.c.3 The owner/operator shall monitor the surface tension a minimum of once every 40 hours of tank operation. [R307-401] II.B.1.d The owner/operator shall not exceed the following production limits without prior approval: 6240 hours per rolling 12-month period for hard chrome electroplating tanks. [R307-401] II.B.1.d.1 NEW The owner/operator shall: A. Determine hours of operation for the chromium electroplating plating tanks by supervisor monitoring and maintaining of an operations log B. Record hours of operation daily C. Use this data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12 months D. Keep these records for all periods the plant is in operation. [R307-401] Engineer Review N105940002: Quality Plating Co., Inc. - Custom Plating Facility February 12, 2025 Page 8 II.B.1.e The owner/operator shall install, calibrate, maintain, and operate a monitoring device for the continuous measurement of the change in pressure of the gas stream through the mist elimination system. The monitoring device must be certified by the manufacturer. The monitoring device shall be accurate within plus or minus one half inch of water and must be calibrated on an annual basis according to the manufacturer's instructions. Continuous recording for the monitoring device is not required. However, daily records of readings shall be maintained. [R307-401] II.B.1.f The owner/operator shall ensure the operating parameters are maintained within the indicated ranges by complying with the following: A. The pressure drop of the mist elimination system shall not exceed 6.5 inches of water during operation. The minimum pressure drop across the mist elimination system shall not fall below 3.0 during times of operation. B. The operating parameters shall be monitored with equipment located such that an inspector/operator can safely read the output at any time. The readings shall be accurate to within 0.5" water gauge. C. All instruments shall be calibrated against a primary standard at least once every 90 days. The primary standard shall be established by the company and shall be submitted to the Director for approval. [R307-401] II.B.1.g A copy of this AO shall be posted on site. The AO shall be available to the employees who operate the air emission producing equipment. These employees shall receive proper instruction as to their responsibilities in operating the equipment according to all of the relevant conditions listed below. [R307-401] II.B.2 Stack Testing Requirements II.B.2.a Emissions to the atmosphere from the indicated emission point(s) shall not exceed the following rates and concentrations: Source: Electroplating Stack Pollutant grains/dscf (68 degrees F, 29.92 in HG) Chromium (total) 6.6 X 10^-6 (0.015 mg/dscm). [R307-401] II.B.2.b The owner/operator shall conduct any stack testing required by this AO according to the following conditions. [R307-401-8] Engineer Review N105940002: Quality Plating Co., Inc. - Custom Plating Facility February 12, 2025 Page 9 II.B.2.c Frequency Testing Test Emission Point Pollutant Status Frequency Electroplating Stack Chromium * @ * An initial performance test is required to satisfy the NESHAP requirement listed on 40 CFR 63.343(b)(1). The initial test was conducted on July 11, 1997. @ Test if directed by the Director. Tests may be required if the source is suspected to be in violation with other conditions of this AO. [R307-401] II.B.2.c.1 NEW Notification No less than 30 days prior to conducting a stack test, the owner/operator shall submit a source test protocol to the Director. The source test protocol shall include the items contained in R307-165-3. If directed by the Director, the owner/operator shall attend a pretest conference. [R307-165-3, R307-401-8] II.B.2.c.2 NEW Testing & Test Conditions The owner/operator shall conduct testing according to the approved source test protocol and according to the test conditions contained in R307-165-4. [R307-165-4, R307-401-8] II.B.2.c.3 NEW Access The owner/operator shall provide Occupational Safety and Health Administration (OSHA)- or Mine Safety and Health Administration (MSHA)-approved access to the test location. [R307-401-8] II.B.2.c.4 NEW Reporting No later than 60 days after completing a stack test, the owner/operator shall submit a written report of the results from the stack testing to the Director. The report shall include validated results and supporting information. [R307-165-5, R307-401-8] II.B.2.c.5 NEW Possible Rejection of Test Results The Director may reject stack testing results if the test did not follow the approved source test protocol or for a reason specified in R307-165-6. [R307-165-6, R307-401-8] II.B.2.c.6 NEW Test Methods When performing stack testing, the owner/operator shall use the appropriate EPA-approved test methods as acceptable to the Director. Acceptable test methods for pollutants are listed below. [R307-401-8] II.B.2.c.7 Sample Location 40 CFR 60, Appendix A, Method 1. [R307-401] II.B.2.c.10 Calculations To determine mass emission rates (lb/hr, etc.) the pollutant concentration as determined by the appropriate methods above shall be multiplied by the volumetric flow rate and any necessary conversion factors determined by the Director to give the results in the specified units of the emission limitation. [R307-401] II.B.2.c.11 New Source Operation For a new source/emission pint, the production rate during all compliance testing shall be no less than 90% of the production rate listed in this AO. If the maximum AO allowable production rate has not been achieved at the time of the test, the following procedure shall be followed. A. Testing shall be at no less than 90% of the production rate achieved to date. B. If the test is passed, the new maximum allowable production rate shall be 110% of the testing achieved rate. This new allowable maximum production rate shall remain in effect until successfully tested at a higher rate. C. The owner/operator shall request a higher production rate when necessary. Testing at no less than 90% of the higher rate shall be conducted. A new maximum production rate (110% of the new rate) will then be allowed if the test is successful. This process may be repeated until the maximum AO production rate is achieved. [R307-401] II.B.2.c.12 Existing Source Operation For an existing source/emission point, the production rate during all compliance testing shall be no less than 90% of the maximum production achieved in the previous three (3) years. [R307-401] II.B.3 Conditions on Boiler II.B.3.a The owner/operator shall use only natural gas as fuel for the boiler. [R307-401] II.B.3.a.1 The owner/operator shall: A. Determine natural gas consumption for the boiler and heating system B. Record consumption monthly C. Use this data to calculate a new rolling 12-month total by the 20th day of each month using data from the previous 12-months. D. Keep these records for all periods the plant is in operation. [R307-401] Engineer Review N105940002: Quality Plating Co., Inc. - Custom Plating Facility February 12, 2025 Page 11 II.B.4 Conditions on VOC Emissions II.B.4.a NEW The owner/operator shall comply with all applicable requirements of UAC R307-304, Solvent Cleaning. [R307-304, R307-401-8] II.B.4.b The VOC/HAPs-containing materials and VOC/HAPs-laden rags shall be stored in covered containers (except when in use). [R307-401-8] II.B.4.c The owner/operator shall equip the paint spray booth with particulate filters to control particulate emissions. All air exiting the booth shall pass through this control system before being vented to the atmosphere. [R307-401] II.B.4.d The owner/operator shall not emit more than the following from the on-site paint booths, degreasers, contact cement applicators, etc. as follows: A. 3.47 tons per rolling 12-month period of VOCs. B. 0.08 tons per rolling 12-month period of all HAPs combined. [R307-401] II.B.4.d.1 Compliance with the above limitation shall be determined on a rolling 12-month total. Based on the first day of each month a new 12-month total shall be calculated using data from the previous 12 months. [R307-401] II.B.4.d.2 NEW The owner/operator shall calculate a new 12-month total by the 1st day of each month using data from the previous 12 months. The owner/operator shall use a mass-balance method to calculate emissions from evaporative sources. The owner/operator may use the following equations with applicable units to comply with the mass-balance method: VOCs = [% VOCs by Weight/100] x [Density] x [Volume Consumed] HAP = [% HAP by Weight/100] x [Density] x [Volume Consumed] [R307-401-8] II.B.4.d.3 NEW The owner/operator shall use a mass-balance method to quantify any amount of VOCs and HAPs reclaimed, such as those contained in materials deposited as solid or hazardous waste. The owner/operator shall subtract the amount of VOCs and HAPs reclaimed from the quantities calculated above to provide the monthly total emissions of VOCs and HAPs. Comment regarding Summary of Changes: As part of this 10-year review many parts of the previous AO were updated. Some of these changes include updates to formatting, stack testing language, simplifying the equipment list, and adding PM2.5 to and removing TSP from the site emissions. Some noteworthy changes are listed below. Conditions 1, 3, 5, 6, and 15 were removed as the information in them is listed elsewhere in the permit and they do not need to be listed as individual conditions. Conditions 16 was removed as the maintenance plan has already been submitted to the DAQ and a new plan is not required as part of this review. Condition 19 was removed because the site emits less than the Title V threshold for HAPs. Conditions 10 previously listed a surface tension value of 45 dynes/cm, but was changed to 40 dynes/cm. This is in line with the limits listed in 40 CFR 63 Subpart N, to which this facility is applicable. The rest of the original conditions are still included in this review with their original limits, but may have a different format or wording, or may have been split into multiple conditions. [Last updated January 6, 2025] 2. Comment regarding Addition of PM2.5 Emissions: At the time that the current AO was issued, PM2.5 was not being tracked. PM2.5 emissions have been added to this permit using the equation PM2.5 = PM10. [Last updated December 20, 2024] 3.
