Comment regarding 10-Year Review: This is a 10-Year Review to update the language, format, and layout of the Approval Order to match current DAQ permitting standards. The following conditions changes have occurred: Condition II.B.2.a of AO DAQE-AN108370002-14 has been removed and II.B.4.a.2 (G) has been separated into its own condition. The source has requested that Paint Booth II.A.3 of AO DAQE-AN108370002-14 be removed from the AO because it is no longer on site. Additionally, II.A.5 of AO DAQE-AN108370002-14 has been renamed to "Large Paint Booth". There are no other equipment changes at this time. When the source goes through the next modification, the emissions should be updated to reflect the equipment on site. [Last updated January 22, 2025] 2. Comment regarding Federal Rule Applicability: 40 CFR 63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary Reciprocating Internal Combustion Engines Subpart ZZZZ applies to owners and operators of stationary reciprocating internal combustion engines located at major or area sources of HAP emissions. The most recent compliance inspection report (DAQC-CI108370001-24) notes a 75 kW natural gas-fired emergency generator on site. The source was issued a Warning (DAQC-1568-15) that the emergency generator needs to be added to the AO at the next modification. The source has not gone through a modification. When the source goes through a modification, the emergency generator needs to be added. The source is an area source of HAP emissions. Thus, the source is subject to this subpart. [Last updated January 22, 2025] 3. Comment regarding State Rule Applicability: R307-306 PM10 Nonattainment and Maintenance Areas: Abrasive Blasting R307-306 applies to abrasive blasting operations in PM10 nonattainment and maintenance areas. The source is located in a PM10 maintenance area and has abrasive blasting operations. Thus, the source is subject to this rule and a condition referencing the applicability has been added. R307-350 Miscellaneous Metal Parts and Products Coatings R307-350 applies to miscellaneous metal parts and products coating operations located in Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber counties that use a combined 20 gallons or more of coating products and associated solvents per year. The source uses coatings in their manufacturing process. Thus, the source is subject to this rule. [Last updated January 31, 2025] 4. Comment regarding Title V Applicability: Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source Engineer Review N108370003: Flowserve Corporation- Automatic Control Valves and Sub-component Manufacturer February 12, 2025 Page 9 2. Any source subject to a standard, limitation, or other requirement under Section 111 of the Act, Standards of Performance for New Stationary Sources 3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous Air Pollutants 4. Any Title IV affected source. The source is not a major source nor a Title IV affected source. The source is not subject to 40 CFR 60 (NSPS) nor 40 CFR 61 (NESHAP) regulations. The source is subject to 40 CFR 63 (MACT) Subparts A and ZZZZ. Subpart ZZZZ exempts the source from the obligation to obtain a Title V permit if there is no other reason for the source to obtain one. There are no other reasons why the source would be required to obtain a Title V permit. Thus, Title V does not apply to the source. Comment regardinq l0-Year Review: This is a 1O-Year Review to update the language, format, and layout of the Approval Order to match current DAQ permitting standards. Additionally, II.A.5 of AO DAQE-ANI08370002-14 has been renamed to "Large Paint Booth". There are no other equipment changes at this time. When the source goes through the next modification, the emissions should be updated to reflect the equipment on site. [Last updated January 22,2025] 2. Comment resardins Federal Rule Applicabilitv: 40 CFR 63 Subpart ZZZZ National Emissions Standards for Hazardous Air Pollutants for Stationary) Reciprocating Internal Combustion Engines Subpart ZZZZ applies to owners and operators of stationary reciprocating internal combustion engines located at major or area sources of HAP emissions. The most recent compliance inspection report (DAQC-CII08370001-24) notes a 75 kW natural gas-fired emergency generator on site. The source was issued a Warning (DAQC-1568-15) that the emergency generator needs to be added to the AO at the next modification. The source has not gone through a modification. When the source goes through a modification, the emergency generator needs to be added. The source is an area source of HAP emissions. Thus, the source is subject to this subpart. fl-ast updatedJanuary 22, 202s1 3. Comment regarding State Rule Applicabilitv: R307-306 PMuNonattainment and Maintenance Areas: Abrasive Blasting R307-306 applies to abrasive blasting operations in PMro nonattainment and maintenance areas. The source is located in a PMro maintenance area and has abrasive blasting operations. Thus, the source is subject to this rule and a condition referencing the applicability has been added. R307-350 Miscellaneous Metal Parts and Products Coatinss R307-350 applies to miscellaneous metal parts and products coating operations located in Box Elder, Cache, Davis, Salt Lake, Tooele, Utah, and Weber counties that use a combined 20 gallons or more of coating products and associated solvents per year. The source uses coatings in their manufacturing process. Thus, the source is subject to this rule. [Last updated January 31,2025) 4. Comment reeardins Title V Applicabilitv: Title V of the 1990 Clean Air Act (Title V) applies to the following: 1. Any major source Engineer Review N 108370003: Flowserve Corporation- Automatic Control Valves and Sub-component Manufacturer February 12,2025 Page 8 2. I,;rty source subject to a standard, limitation, or other requirement under Section 111 of the Act, Standards of Performance for New Stationary Sources 3. Any source subject to a standard or other requirement under Section 112 of the Act, Hazardous Air Pollutants 4.Any Title IV affected source. The source is not a major source nor a Title [V affected source. The DAQ typically initiates 10-Year Reviews once an approval order has been active for 10 or more years. I've been assigned as the project engineer for this permit update. I have some questions to verify contact information, location information, and equipment information. Based on the latest compliance inspection report, you are listed as the source contact. Would you be the best person to direct my questions to or is there another person over the permitting or environmental concerns I could talk with? I appreciate your assistance!
