HomeMy WebLinkAboutDAQ-2025-000849 DAQE-GN162480001-25 {{$d1 }} Blake Downey Wasatch Environmental, Inc. 2410 West California Avenue Salt Lake City, UT 84104 bd@wasatch-environmental.com Dear Mr. Downey: RE: Notice of Intent for Installation of a New Soil Vapor Extraction System at Industry Property Project Number: N162480001 We have reviewed Wasatch Environmental, Inc.’s Notice of Intent submitted January 28, 2025, regarding the installation of a new soil vapor extraction (SVE) system to remediate the impacted soils from Industry Property located at 500 West 700 South, Salt Lake City in Salt Lake County, UT. This operation shall be done in a way to ensure that the actual emissions of volatile organic compounds (VOCs) do not exceed 5 tons/year, in accordance with R307-401-9 of the Utah Administrative Code (UAC). Also, the level of any individual hazardous air pollutant (HAP) shall not exceed the emission threshold values listed in R307-410-5(1)(c)(i)(C). Emissions estimates of VOC shall be based on test data obtained in accordance with EPA document SW-846, test 8260c or 8261A, or the most recent revision of either method. Emissions estimates of HAPs shall be based on test data obtained in accordance with EPA document SW-846, test 8021B, or the most recent revision of that method. Other test methods may be approved by the Director. Initial test samples shall be drawn on system startup. Additional test samples shall be drawn on intervals of no less than twenty-eight days and no more than thirty-one days (i.e., monthly) for the first quarter, quarterly for the remainder of the first year, and semi-annually thereafter or as determined necessary by the Director. Results of the testing and calculated annual quantity of emissions of VOC and HAPs shall be submitted to the Division of Air Quality, attention Minor Source Compliance section, within 30 days of sampling. At the anticipated level of air emissions, this project will not require an approval order, but the project will have to meet the requirements as stated in the R307-401-15 UAC. Should the actual emissions of VOC or HAPs approach the thresholds of R307-401-9(1)(a) or R307-410-5(1)(d), the SVE system shall be shut down for the remainder of the year or until an approval order can be obtained from the Division of Air Quality. Also, please note that this letter in no way releases the owner or operator of the site from any liability for compliance with all other applicable federal, state, county, and city regulations. The fee for issuing this letter is the cost, as authorized by the legislature, of the actual time spent by the review engineer and all other staff on the project. It’s mul-phase extracon so we will generate both a groundwater waste stream and a soil gas waste stream, both of which will be treated prior to discharge. So, it is more than a soil vapor extracon or soil venng process. Let me know if you have any addional concerns. I would be n=more than happy to answer any quesons you may have. Then, if needed, the project could continue on until the remediation is finished. A small source exemption is mainly meant for facilities and plants that emit air pollutants during the manufacture of goods. These sources typically operate yearly as long as the company is in business. Please let me know if there are any other reasons why this project should be processed as a small source exemption. If there are no other reasons, please fill out the soil/groundwater remediation form. The link to fill out the remediation form can be found here. I have also attached the calculated yearly emissions (based on soil gas data from the area) from the remediation system. Please note, I used the average VOC concentrations, assumed that we would be running out the remediations systems max flow rate (not likely), and ran the system non-stop for a solid year (again not likely) to get these numbers. I also did not include attenuation of the VOCs from being ran through the proposed GAC system, so this estimate is very conservative as assumes we are running straight from the ground to the discharge point un-filtered! We will be conducting a 30-day pilot test which will remove VOC-impacted (mainly chlorinated solvent impacts) soil gas from beneath the project site building. The soil gas will be processed through a trailer mounted remediation system. the waste stream will be run through a vapor water separator, then a vapor oil separator, then through three 1,000 pound GAC vessels prior to discharge to the atmosphere.
