The Division issued Conditional Plan Approval for drilling Oxbow Bend Well (WS004) on February 27, 2023. Our understanding of the project is the well equipment of the Oxbow Bend Well with a 1,125 gallon per minute (gpm) vertical turbine pump and a 300 hp motor, construction of a new well house, and construction of approximately 1,709 feet of 24-inch diameter HDPE transmission line, and installation of electrical and SCADA controls. This well is identified as WS004 in the Division’s database. We have received the following information for Oxbow Bend Well: Certification of well seal. Well driller’s report. Aquifer drawdown test results. New Source Chemical Analysis of the well water. Plans and specifications for equipping the well. Pump information. Well head discharge piping. Well house design We have completed our review of the plans and specifications, stamped and signed by William Bowman, P. E., and dated March 17, 2025,and find they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for equipping Oxbow Bend Wellare hereby approved. This approval pertains to construction only. An Operating Permit must be obtained from the Director before the Oxbow Bend Well may be put into service. A checklist outlining the well approval process, including the items required for issuing an operating permit for this well is enclosed for your information. Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter. Drinking Water Source Protection Plan The Division has also reviewed the Drinking Water Source Protection (DWSP) plan for this source submitted by your consultant on September 3, 2024. The Division approved this DWSP plan in a concurrence letter provided on September 24, 2024. An updated DWSP plan must be submitted for this source by December 31, 2028.
