Subject:Plan Approval, Tank1 (ST001), Tank 2 (ST002), Tank 3 (ST003) Modifications Project; Under Canvas Bryce Canyon, System #09105, File #20435
Dear Bryan Spink:The Division of Drinking Water (the Division) received the plans and specifications for the Under Canvas Bryce Canyon Tanks Modification Project from Russell Sprague,
AE2S. on March 25, 2025. Written review comments were provided to you and your consultant on March 26, 2025. The Division received the revised plans and specifications on April 11, 2025.
This project has met the conditions for receiving a plan approval.
During the sanitary survey of the Under Canvas Bryce Canyon Water System in July 2024, several issues were identified with the integrity of the three tanks related to their foundation.
As a result, the tanks were found tilting off center and water was ponding. The pumping system was also not functioning properly, likely due to the elevation of the tanks that had been
buried when first installed in 2022. Due to the tank foundation and drainage issues, deficiencies were assessed that needed to be addressed.
The intended purpose of this project is to correct the deficiencies that were identified. The project plan is to remove the three existing 2,500-gallon Norwesco tanks and replace them
with new tanks that will be installed above ground, at a higher elevation. The three new tanks will also be Norwesco 2,500-gallon tanks and will be reinstalled at the same location as
the existing tanks with a more stable foundation. The three new tanks will be named the same as previously and will be identified with the same inventory numbers as shown below:
ST001 - Tank 1 - West Tank
ST002 - Tank 2 - Middle Tank
ST003 - Tank 3 - East Tank
Due to time constraints and a desire to bring these tanks back online before the operational season starts, the Norwesco lids that come with the tanks will be used. Because these lids
do not fully meet the Division’s rules for tank hatches found in R309-545-14-2, a Temporary Exception (File #20501) has been granted by the Division to use the lids that come with the
tanks until June 30, 2025, by which time new manufactured lids will be installed that meet the rule.
We have completed our review of the plans and specifications, stamped and signed byRussell Sprague, P.E., dated March 24, 2025, and find they basically comply with the applicable portions
of Utah’s Administrative Rules for Public Drinking Water Systems in R309. On this basis, the plans for Under Canvas Bryce Canyon Tanks Modification Project are hereby approved.
This approval pertains to construction only. An Operating Permit must be obtained from the Director before Tank 1 (ST001, Tank 2 (ST002), and Tank 3 (ST003) may be put in service. A
checklist outlining the items required for operating permit issuance is enclosed for your information.Approvals or permits from the local authority or the county may be necessary before
beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered
water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections
can be scheduled.
This approval must be renewed if construction has not begun or if substantial equipment has not been ordered within one year of the date of this letter.
If you have any questions regarding this approval, please contact J. Paul Wright, P.E., DEQ Southwest District office, at (435) 986-2590, or me at (385) 515-1464.
Sincerely,
Michael Newberry, P.E.
