(CQA/QC Manual), revision 28c: Work Element Waste Placement with
Compactor, Director Notification for Equipment Change Equivalency

Dear Mr. Hansen,

In accordance with Specification 66 of the CQA/QC Manual, EnergySolutions hereby
provides advanced notification for an equipment change. EnergySolutions proposes
substituting the new Trimble Earthworks CCS System for the Trimble CCS900 CCS
System on the new Bomag BC 873 RB-5 Refuse Compactor (CD-2025-041) and for
future use on existing compactors. EnergySolutions was informed by the manufacturer
that the Trimble CCS900 CCS System has been phased out and is no longer in
production.

The replacement compaction system, Trimble Earthworks, is a compaction tracking
system with the TD540 Display and updated hardware for the compactor, which Trimble
reports operates and functions identically to the system currently used with the CCS900
Compaction Control System specified in the CQA/QC Manual specifications. The
Trimble Earthworks Compaction system will be installed on the Bomag Compactor and
may be installed in the future on other existing compactors, as needs arise. Attached is
the equipment documentation, which has been reviewed and approved by a Utah
Licensed Professional Engineer as an equivalent.
