Dear Mr. Evans:
Rockwell Solutions, Inc. has completed a subsurface investigation at the above-referenced facility
in accordance with State of Utah Division of Environmental Response and Remediation (DERR)
guidelines.
INTRODUCTION
The West Boulevard Shell is an active gas and service station at 297 W St George Boulevard in St
George, Utah. A leaky fitting on the gasoline piping was discovered below the northeast dispenser
on October 30, 2025 during a DERR inspection. The fitting had not been tightened properly after a
recent line tightness test. A release was reported and DERR assigned the site release code OLY and
requested a subsurface investigation.
The facility contains a 10,000-gallon gasoline UST, a 6,000-gallon gasoline UST, and a 4,000-
gallon diesel UST. Three dispensers are located below the canopy north of the facility building.
The building houses a front office and three bays for automotive work.
Water, sewer, and natural gas lines run from 300 West to the onsite building. Electrical and phone
lines are overhead. See Figure 1.
METHODOLOGY
Five borings were installed at and around the northeast dispenser on January 6, 2025 using direct
push methodology. Field observations indicated potential contamination in boring B-3, south of the
release. Therefore, a sixth boring was installed south of B-3. Direct Push Services was employed
as the drilling contractor under the supervision of a Rockwell Solutions representative.

Five-foot soil core samples were collected continuously from the direct push borings. A portion of
the soil core was put in a zip-lock baggie to allow hydrocarbons to volatilize. The air in the zip lock
baggie was then screened with a photoionization detector (PID). The sample with the highest PID
reading or the soil interval above the apparent water table in each boring was submitted for
laboratory analysis of MTBE, benzene, toluene, ethylbenzene, xylenes, naphthalene (MBTEXN)
total petroleum hydrocarbons-gasoline range organics (TPH-GRO) using EPA Method 8260 and
TPH-diesel range organics (TPH-DRO) using EPA Method 8015.
Groundwater was encountered at approximately twelve to thirteen feet below grade (bg).
Groundwater samples were collected using a peristaltic pump from each boring. Groundwater
samples were also collected from existing monitoring wells MW-3, MW-4, and MW-5, located
around the leaking dispenser, and MW-7, located on the opposite side of the tank basin
downgradient from the dispenser. The groundwater samples were submitted for laboratory analysis
of MBTEXN and TPH-GRO using EPA Method 8260, and TPH-DRO using EPA Method 8015.
RESULTS
Soil Type
Soil type was evaluated during the subsurface investigation by field analysis of soil samples. The
native soil at the site generally consists of alternating layers of sand (SW) and silty sand (SM) to
fifteen feet bg with a two to three-foot clay (CL) layer beginning at approximately twelve feet bg.
Boring logs are attached.
Soil Analytical Results
Table 1 lists the analytical results of the soil samples collected during the subsurface investigation.
Hydrocarbons in sample B-1, 10’, located adjacent to the leaking dispenser, exceeded Tier 1 levels.
No other soil samples exceeded Tier 1 or Initial Screening Levels (ISLs). The laboratory analytical
reports and chain-of-custody records for soil samples collected during the subsurface investigation
are attached. PID readings are shown on the boring logs.
Groundwater Analytical Results
Table 2 lists the analytical results of the groundwater samples collected during the subsurface
investigation. None of the samples contained hydrocarbons that exceeded Tier 1 levels. Samples
from B-1, B-3, B-4, and MW-7 exceeded some ISL concentrations. The laboratory analytical
reports and chain-of-custody records for samples collected during the subsurface investigation are
attached.
Groundwater Depth and Flow
Table 2 lists the depth to water measurements at each monitoring well. Depth to the water table is
an average of approximately 12.5 feet below the tops of casing. Groundwater flow was to the
southeast on January 6, 2025. Figure 2 is a groundwater contour map.
TIER 1 CRITERIA
Land Use
The site is located in a commercial area. No residences are located within 500 feet of the site.

Utilities
Locations of buried utility lines in the investigation area were discussed previously. The exact
depths to the other utility lines are not known, but are estimated to be approximately two to three
feet.
Receptors
A well search of the Water Rights database indicates a water well approximately 300 feet northwest
of the dispenser. The well was installed in 1960. The area, which is apparently upgradient of the
site, is now covered with buildings and parking lots and the well may have been destroyed. See
Figure 3.
CONCLUSIONS AND RECOMMENDATIONS
The extents of soil and groundwater contamination have been defined. Soil contamination appears
to be limited to the area immediately surrounding the northeast dispenser. Groundwater has not
been significantly impacted. The fuel system is scheduled to be closed in the fourth quarter of
2025. Contaminated soil can be excavated when the USTs and dispensers are being removed at that
time.
