HomeMy WebLinkAboutDDW-2025-003309 April 8, 2025 Chance Baxter Bear River Water Conservancy District 102 West Forest Street Brigham City, Utah 843302 Subject:Plan Approval, Well Drilling, South Willard Well 2 (WS005); Bear River WCD - So Willard, System #02077, File #18192 Dear Chance Baxter:The Division of Drinking Water (the Division) received the plans and specifications for drilling the South Willard Well 2 from your consultant, Ted Wallace, P.G., with Hansen, Allen, & Luce, on December 3, 2024. Review comments were provided to your consultant on December 12, 2024. The Division received additional information on the project on December 13, 2024. We understand that this project consists of drilling a new drinking water well to serve the Bear River WCD - So Willard water system. If the cable tool drilling method is selected, the proposed well will consist of a 16-inch diameter carbon steel well casing with several perforated intervals below a depth of 300 feet and a 20-inch diameter low carbon steel surface conductor casing installed to a depth of approximately 100 feet. If the rotary drilling method is selected, the proposed well will consist of a 16-inch diameter HSLA steel well casing interspersed with several intervals of 16-inch diameter louvered HSLA screen below a depth of 300 feet and a 26-inch diameter low carbon steel surface conductor casing installed to a depth of approximately 100 feet. For the rotary drilling method, a gravel filter pack will be installed to the total depth of the well. Once drilled, the well will be grouted to a depth of 100 feet. The South Willard Well 2 is identified as WS005 in the Division’s database. We have received the following information for South Willard Well 2: Plans and specifications for borehole and well drilling. Preliminary Evaluation Report. We have completed our review of the plans and specifications, stamped and signed by Scott Greenhalgh, P.E., and dated October 28, 2024, and found they basically comply with the applicable portions of Utah’s Administrative Rules for Public Drinking Water Systems. On this basis, the plans for drilling South Willard Well 2 are hereby approved. This approval pertains to well drilling, development, aquifer testing, and disinfection of South Willard Well 2 only. Please be aware that discharge permits may be required by Utah Division of Water Quality for discharges generated during well drilling and aquifer drawdown testing. The Utah Division of Water Rights (State Engineer’s Office) regulates the drilling of water wells. Before the drilling of a well commences, the well driller must receive a start card from the State Engineer’s Office. Please be aware that, for public drinking water supply wells, in addition to the Division of Drinking Water’s R309-515 rule, the Division of Water Rights’ rule R655-4 also applies and shall be followed. After drilling is completed, you are required to submit additional information outlined in R309-515-6(5)(b) and (c) for review, andobtain an approval from the Director for equipping this well and constructing discharge piping and infrastructure necessary for introducing the well water into the distribution system. After obtaining the well equipping approval, you’ll then be required to obtain an Operating Permit before South Willard Well 2 may be put in service. A checklist outlining the well approval process, including the items required for well equipping and an Operating Permit, is enclosed for your information. Please label the well water sample collected for new source chemical analysis with your water system number UTAH02077 and WS005 (for both the facility ID and sample point ID) on all laboratory forms for each individual source. This will ensure proper identification and entry of the new source chemical analysis results in our database. Approvals or permits from the local authority or county may be necessary before beginning construction of this project. As the project proceeds, notice of any changes in the approved design, as well as any change affecting the quantity or quality of the delivered water, must be submitted to the Division. We may also conduct interim and final inspections of this project. Please notify us when actual construction begins so that these inspections can be scheduled. This approval must be renewed if construction has not begun or if substantial materials have not been ordered within one year of the date of this letter. Preliminary Evaluation Report Concurrence The Division has also reviewed the Preliminary Evaluation Report (PER) for this source submitted by your consultant on December 3, 2024. The Division requested additional information for the potential contamination sources via email on December 16, 2024. Your consultant provided this information on April 2, 2025. The Division concurs with this report. This report must be refined, and a complete Drinking Water Source Protection (DWSP) plan submitted within one year of the date of this letter. Refer to R309-600-13(6) and R309-600-7(1). The project, as described herein, is generally eligible for assistance under the Drinking Water Construction Assistance Program. All change orders will need to be reviewed and approved for compliance with the Drinking Water Rules and the conditions of this construction approval. The project may now be advertised for bids. But, as a condition of the project funding, you must not award the contract or proceed with construction until the Division of Drinking Water has authorized you to do so. This is necessary to comply with applicable requirements and to protect you, as the funding recipient, by ensuring that the contract meets requirements for funded projects.
