Technologies, Inc is pleased to provide this site update report on behalf of the ownership of the Former Automotive Utilities Site. This report will provide a brief overall site history, results from the most recent groundwater sampling event, a simple linear statistical evaluation for vinyl chloride data, and a request for termination of monitoring activities. 1. Site Background and History The site is located at 253 West 3300 South, South Sale Lake, UT (See Figures 1 and 2). It consists of a metal building, approximately 9,300 square feet in area with paved and gravel storage and parking surrounding. The site currently houses a stone and masonry manufacturing facility. Historically the Automotive Utilities Company operated the facility and used a vapor degreaser for parts cleaning during operations. The degreaser and associated sludge storage and drainage line were located in the rear of the shop on the south end of the building and used trichloroethene and tetrachloroethene as the primary degreasing solvents. During initial investigations the primary contaminants of concern (COC) identified were tetrachloroethene (PCE), trichloroethene (TCE) and their associated breakdown products of 1,2-dichloroethene (DCE) and vinyl chloride (VC). To this day the only remaining COC detected above United States Environmental Protection Agency (USEPA) and associated Utah Rule R309-103 Water Quality Maximum Contaminate Levels (MCL) is VC. Soil and groundwater sampling activities were conducted in 1998 and 1999 to begin to delineate the subsurface impacts. As part of the delineation groundwater monitoring wells (MW-1, MW-2, and MW-3) were installed in 1999 shown in Figure 2. Automotive Utilities ceased operations in 3110 WEST CALIFORNIA AVE. – SUITE D – SALT LAKE CITY, UTAH 84104 BUSINESS: (801) 977-0731 – FAX: (801)977-0741 1999 at which time the degreaser and all aboveground contaminate sources were removed. In January 2001, approximately 36 cubic yards of impacted soil was excavated from the site from the areas south and southeast of the building. With the primary aboveground and belowground sources removed significant reductions to the site contaminates were achieved, however elevated groundwater concentrations persisted. From August to October 2001 In-Situ Chemical Oxidation (ISCO) remediation activities were conducted at the Site. E.T. Technologies subcontracted In-Situ Oxidative Technologies, Inc (ISOTEC) to conduct subsurface ISCO injections across the site. Using direct push drilling techniques ISOTEC injected a total of 9,940 gallons of Fenton’s Reagent (hydrogen peroxide with iron catalyst) ISCO chemicals into 26 injection points and a total of 2,890 gallons of potassium permanganate ISCO chemicals into 9 injection points. In 2004 a Site Management Plan was developed, and E.T. Technologies began periodic groundwater sampling events at the site for the primary COCs. To date 15 rounds of groundwater sampling have occurred. Table 1 summarizes the data collected. In 2019 the Utah Department of Environmental Quality Division of Waste Management and Radiation Control (UT DWMRC) sent a letter to Automotive Utilities recommending that a statistical analysis be conducted of the data to determine if declining concentrations may warrant a reduction and/or termination of monitoring activities. E.T. Technologies retained the services of AQS Environmental Science, and they submitted a report to the state in November of 2019. The report summarized that all COC’s with exception to VC are statistically not present and that VC concentrations are statistically decreasing at all site monitoring wells. The report recommended that all COC’s with the exception of VC be removed from monitoring requirements. The UT DWMRC approved this recommendation in a letter dated October 2020. E.T. Technologies continues to conduct groundwater monitoring at the site and analyze for all COC’s as a matter of continual monitoring and verification of non-detects for some contaminates. 3110 WEST CALIFORNIA AVE. – SUITE D – SALT LAKE CITY, UTAH 84104 BUSINESS: (801) 977-0731 – FAX: (801)977-0741 2. 2023 Groundwater Monitoring Report E.T. Technologies was contracted to provide sampling and analytical services for three groundwater monitoring wells located at the former location of Automotive Utilities. The wells were sampled on May 4, 2023, and sampling operations began with monitoring well #3, on the adjacent property west of the site. Wells on the Automotive Utilities’ property were sampled on the same day. Water samples collected from the wells were secured, chilled, and transported under chain of custody to Pace Analytical Laboratories, a Utah accredited facility. Please see Attachment 1 for the laboratory results. General Observations for each well as follows: MW-1 West Sampled at 11:40 am. Well head is in good condition. Depth to groundwater is 3.0 feet. The water extracted was cloudy and rusty colored. MW-2 East Sampled at 10:55 am. Well head is in good condition. Depth to groundwater is 2.84 feet. The water extracted was cloudy and rusty colored. MW-3 South Sampled at 10:15 am. Well head is in good condition. Depth to groundwater is 3.3 feet. The water extracted was cloudy and rusty colored. Groundwater column measurements were collected from every well for the calculations of well volume. Three well volumes were removed from each well and collected for proper disposal. Field parameters of pH, temperature and conductivity were collected from each well and are presented in Table 2 with analytical results and depth to groundwater in each well. A blind duplicate sample was collected and analyzed from MW-3. A trip blank was submitted with these samples. Analytical Results: The below results are compared to the USEPA MCLs which also correspond to Utah Water Quality MCLs found in Rule R309-103. *Note: due to an oversight, the full list of volatile organics was reported during this sample round. For that reason, any analyte detected is being reported. MW-1 West: Cis-1,2-Dichloroethene was detected above the laboratory reporting limit (0.00236 mg/L) but well below the MCL (0.07 mg/L). No other analytes were detected. MW-2 East: Cis-1,2-Dichloroethene (0.00433 mg/L) and TCE (0.00193 mg/L) were detected above the laboratory reporting limits but below the MCLs. VC was detected above the MCL at 0.00302 mg/L. MW-3 South: All analytes were below laboratory reporting limits. 3. Overall Data Analysis and Discussion Currently the only COC present at the site above the MCL is VC in MW-2. Concentrations have been steadily decreasing in this well but as of yet still remain above the MCL. During the 2023 sampling event VC in MW-2 was 0.00302 mg/L with the MCL at 0.002 mg/L which is within 1 part per billion of being at or below the MCL. The 2019 Statistical Analysis report indicated a decreasing trend of VC in all wells including MW-2. In conversations with the UT DWMRC earlier this year it was decided to reevaluate the trend of VC concentrations at MW-2 again. E.T. Technologies ran a simple linear regression trend analysis for VC concentrations at MW-2 which is presented in Figure 3. The linear trend line corroborates the 2019 analysis report that VC concentrations in MW-2 are decreasing. Predicting a date that the concentration will drop 3110 WEST CALIFORNIA AVE. – SUITE D – SALT LAKE CITY, UTAH 84104 BUSINESS: (801) 977-0731 – FAX: (801)977-0741 below the MCL proves to be difficult as the trendline suggests that concentrations may be nearing an asymptote at or very near the MCL. E.T. Technologies realizes that VC concentrations in MW-2 continue to exceed the MCL, however given that the concentration levels have been within less than 5 parts per billion of the MCL for the last 5 years (2018-2023) we believe that the public health exposure is very low. The site has no known groundwater use or exposure pathways to groundwater other than through the onsite monitoring wells. We request that the UT DWMRC consider granting a termination of monitoring requirements at this site as further data collection would likely not provide valuable information in regard to the current site conditions. Where applicable, all MDL (LOD) and RDL (LOQ) values reported for environmental samples have been corrected for the dilution factor used in the analysis. All Method and Batch Quality Control are within established criteria except where addressed in this case narrative, a non-conformance form or properly qualified within the sample results. This is not intended as a comprehensive explanation, and if you have additional questions please contact your project representative. Results Disclaimer - Information that may be provided by the customer, and contained within this report, include Permit Limits, Project Name, Sample ID, Sample Matrix, Sample Preservation, Field Blanks, Field Spikes, Field Duplicates, On-Site Data, Sampling Collection Dates/Times, and Sampling Location. Results relate to the accuracy of this information provided, and as the samples are received. Abbreviations and Definitions MDL Method Detection Limit. ND Not detected at the Reporting Limit (or MDL where applicable). RDL Reported Detection Limit. Rec.Recovery. RPD Relative Percent Difference. SDG Sample Delivery Group. (S) Surrogate (Surrogate Standard) - Analytes added to every blank, sample, Laboratory Control Sample/Duplicate and Matrix Spike/Duplicate; used to evaluate analytical efficiency by measuring recovery. Surrogates are not expected to be detected in all environmental media. U Not detected at the Reporting Limit (or MDL where applicable). Analyte The name of the particular compound or analysis performed. Some Analyses and Methods will have multiple analytes reported. Dilution If the sample matrix contains an interfering material, the sample preparation volume or weight values differ from the standard, or if concentrations of analytes in the sample are higher than the highest limit of concentration that the laboratory can accurately report, the sample may be diluted for analysis. If a value different than 1 is used in this field, the result reported has already been corrected for this factor. Limits These are the target % recovery ranges or % difference value that the laboratory has historically determined as normal for the method and analyte being reported. Successful QC Sample analysis will target all analytes recovered or duplicated within these ranges. Qualifier This column provides a letter and/or number designation that corresponds to additional information concerning the result reported. If a Qualifier is present, a definition per Qualifier is provided within the Glossary and Definitions page and potentially a discussion of possible implications of the Qualifier in the Case Narrative if applicable. Result The actual analytical final result (corrected for any sample specific characteristics) reported for your sample. If there was no measurable result returned for a specific analyte, the result in this column may state “ND” (Not Detected) or “BDL” (Below Detectable Levels). The information in the results column should always be accompanied by either an MDL (Method Detection Limit) or RDL (Reporting Detection Limit) that defines the lowest value that the laboratory could detect or report for this analyte. Uncertainty (Radiochemistry)Confidence level of 2 sigma. Case Narrative (Cn) A brief discussion about the included sample results, including a discussion of any non-conformances to protocol observed either at sample receipt by the laboratory from the field or during the analytical process. If present, there will be a section in the Case Narrative to discuss the meaning of any data qualifiers used in the report. Quality Control Summary (Qc) This section of the report includes the results of the laboratory quality control analyses required by procedure or analytical methods to assist in evaluating the validity of the results reported for your samples. These analyses are not being performed on your samples typically, but on laboratory generated material. Sample Chain of Custody (Sc) This is the document created in the field when your samples were initially collected. This is used to verify the time and date of collection, the person collecting the samples, and the analyses that the laboratory is requested to perform.
