HomeMy WebLinkAboutDWQ-2025-002869July 7, 2022 WOLF CREEK SEWER IMPROVEMENT DISTRICT REUSE STORAGE POND NOTICE OF FINDING OF NO SIGNIFICANT IMPACT TO ALL INTERESTED GOVERNMENTAL AGENCIES AND PUBLIC GROUPS The Division of Water Quality (DWQ), Utah Department of Environmental Quality (DEQ), herewith publishes a Finding of No Significant Impact (FONSI) for the Wolf CreekSewer Improvement District (WCSID) located in Wolf Creek, Weber County, Utah. An Environmental Assessment (EA) has been developed to examine potential environmental impacts associated with the project. As required by guidelines for preparing environmental impact statements, an environmental review was performed on the proposed State of Utah, Division of Water Quality (DWQ) action below: PROJECT INFORMATION PROJECT NAME: Wolf Creek SID 45 Acre-foot Reuse Storage Pond MAILING ADDRESS: 2580 North Highway 162 Suite A, Eden, Utah 84310 PROJECT LOCATION: The proposed project is located about 1000 feet to the Northwest of the intersection of N Pratt Drive and E 4400 N in Wolf Creek. BACKGROUND Wolf Creek installed an MBR process back in 2008 which replaced the old lagoons which were constructed in the 1980s. The current MBR system is designed for 450,000 gallons per day. Wolf Creek sits in a Category 1 watershed and currently does not discharge to surface waters. WCSID’s disposal methods are evaporation from their storage ponds, Type I reuse to the golf course, and two RIBs for which WCSID has an operating permit. Wolf Creek is experiencing pressure from rapid growth in the area. This growth pressure has spread the disposal capacity and water supply very thin and Wolf Creek lacks the amount of culinary water necessary to supply the projected growth. WCSID has the capability to produce Type I treated effluent for reuse, and Wolf Creek would like to expand the use of Type I reuse water on their golf course. WCSID already supplies Type I reuse water to the front nine holes of the golf course. WCSID currently does not have the proper storage and piping infrastructure in place to send more reuse water to the golf course. Nutrients contained in the treated effluent (approximately 10 mg/L of Nitrate as N) will be utilized by golf course turf and landscaping. These nutrients would otherwise be entering groundwater through the Rapid Infiltration Basin. The area is in a Category 1 watershed which has a prohibition on surface water discharges. WCSID is constructing a new 45 acre-ft reuse storage pond for storage of treated effluent from their MBR plant, as well as construct a new pump station and pipeline to the golf course. At buildout in 2032, WCSID plans to expand their sewer plant and extend their sewer service area intounsewered areas of Eden and Wolf Creek. This will take more homes off of septic systems in a Category 1 watershed. WCSID also plans to double the capacity of the storage pond in the future to 90 acre-ft. An updated Reuse Project Plan must be submitted to DWQ in order to permit the operation of the reuse facilities. The Water Quality Board authorized a loan of $6,404,200 at 2.5% over 20 years. The rest of the funding from this project will come from a Weber County ARPA Grant of $1,850,000, a Governor’s Office of Economic Opportunity Grant of $1,500,000, and local contribution of $503,935. The proposed project will be located just northwest of the town of Wolf Creek, near E Seven Bridges Road. WCSID received at Nationwide Permit #59 from the US Army Corps of Engineers for “Water Reclamation and Reuse Facilities”. WCSID must comply with all the special conditions listed in the Nationwide Permit, as well as the Applicant’s Committed Conservation Measures listed in Appendix E of the Facility Plan Addendum (DWQ-2025-002822).An Environmental Assessment (EA) was prepared by Wolf Creek as part of Wolf Creek SID’s Capital Facilities Plan Addendum. The EA evaluated the potential environmental effects and consequences of the proposed construction of the reuse storage pond and associated facilities. The proposed project would not modify or eliminate any recreational open space and would be unlikely to impact any agricultural lands. The project should not cause any increased impacts to air quality once operational and fugitive dust control measures are planned during construction. The additional discharge should not significantly alter stream flow conditions or result in stream bank modifications. The increased storage will allow the treatment plant to meet the requirements of the DWQ permit by limiting discharge to the groundwater. ANNOUNCEMENT This notice announces the availability of the EA which is included in the Capital Facilities Plan Addendum for public review and comment. Based on the information on the EA, as summarized here, The Utah Division of Water Quality determines that the proposed action will not significantly impact water quality. Additionally, the review process did not indicate significant environmental impacts would result from the proposed action. Consequently, the preliminary decision is to not prepare an environmental impact statement (EIS) and the DWQ is issuing a FONSI for the proposed action. This action is taken on the basis of a careful review of the Capital Facilities Plan, environmental information documents, and other supporting information. These documents are available for public review onlineon the Division of Water Quality webpages. Comments supporting or disagreeing with this decision may be submitted for consideration by DWQ. After evaluating the comments received, the Division will make a final decision. However, no administrative action will be taken on the project for at least 30 calendar days after release date of this Finding of No Significant Impact. No administrative action will be taken on the project for at least thirty (30) calendar days while advertising the Finding of No Significant Impact, Facility Plan, and the EA. A request for a public hearing shall be in writing and shall state the nature of the issues proposed to be raised in the hearing. All comments will be considered in making the final decision and shall be answered as provided in Utah Administrative Code R317-8-6.12.
