This report documents drilling operations and the findings of well performance testing and provides information required by the Utah Division of Drinking Water (DDW) for compliance with Utah Administrative Code (UAC) R309-515-6(5)(c), and other information related to the hydrogeologic conditions and well construction. The well is located on Wasatch Peaks Ranch property near the town of Mountain Green, Morgan County, Utah. The Oxbow Bend Well was drilled and constructed between December 2022 and February 2024. Petersen Brothers Drilling Company drilled the well and also completed well performance tests. The well is completed in unconsolidated Quaternary age alluvial basin-fill deposits along the Weber River. The production casing for the well consists of a 14-inch liner placed to a depth of 158 feet below the ground surface. Well performance testing consisted of a step-rate pumping test performed on January 26, 2024 at rates between 600 and 1,120 gallons per minute (gpm), and a 48-hour constant-rate test performed between January 29 and 31, 2024 at a rate of 1,125 gpm. The pre-pumping (static) water level was 5.31 feet below the ground surface and the maximum-recorded drawdown during the constant rate test was approximately 96.6 feet. Water levels recovered rapidly to static conditions upon completion of the pumping portion of the constant rate test. The Oxbow Bend Well performance data indicate that the well can sustain production at a pumping at a rate of 1,125 gpm, but considering the Utah Division of Drinking Water Guidance of limiting the equipped rate to 2/3 of the constant rate test, the equipped rate of the well should be around 750 gpm. The calculated Specific Capacity of the well is approximately 11.6 gpm/ft after pumping at a rate of 1,125 gpm for 48 hours. Distance-drawdown data indicate that pumping the Oxbow Bend Well does not create unacceptable drawdown in surrounding wells. Water quality samples were collected at the end of the constant rate test for compliance with UAC R309-515-4(5). All detected water quality parameters meet drinking water standards. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 5 of 16 January 2025 BACKGROUND INFORMATION This report summarizes the drilling, construction and testing of Wasatch Peaks Ranch Development Company (WPR) Oxbow Bend Well (aka WPR Well #3, or WS0004). The Oxbow Bend Well was drilled east of existing WPR Wells A and A2 and it targets the same unconsolidated valley fill aquifer near the Weber River. This report compiles the details necessary to permit the Oxbow Bend Well as a public water supply well. This report includes well construction details and the findings of well performance testing operations and contains items required by the Utah Division of Drinking Water (DDW) for new sources of drinking water as outlined in Utah Administrative Code (UAC) R309-515-6(5)(c). WELL LOCATION The Oxbow Bend Well is located near the northern boundary of Wasatch Peaks Ranch at the western margin of Morgan Valley, Morgan County, Utah, near the town of Mountain Green as shown in Figure 1. The well is located south of the Weber River near the northern boundary of Wasatch Peaks Ranch. The approximate well location is shown in Figure 2 and is described as follows: Public Land Survey: North 970 feet, West 1,160 feet from the South Quarter (S4) Corner of Section 26, Township 5 North, Range 1 East, SLB&M. WELL PERMITTING The Oxbow Bend Well technical specification document was submitted to the Utah Division of Drinking Water (DDW) on August 31, 2022 and Conditional Plan Approval was granted on February 27, 2023. The well was drilled and constructed between December 2022 and February 2024. Many of the items compiled in this report are provided to secure a DDW Operating Permit for the Well. The Drinking Water Source Protection (DWSP) Preliminary Evaluation Report (PER) received concurrence by the DDW and the final DWSP Plan received concurrence in a letter dated September 24, 2024. The Well was drilled under Water Right Exchange Application E6263 (35-14009). Additional information in this report required for compliance with UAC R309-515-6(5)(c) includes: Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 6 of 16 January 2025 Well Location Data – outlined above and illustrated on Figure 2 Lithologic Log – Attachment A Grout Seal Certification Letter – Attachment B Well Driller’s Report– Attachment C Pumping Test Data and Analysis – Attachments D and E, and Laboratory Analytical Reports – Attachment F GEOLOGIC CONDITIONS The Oxbow Bend Well was drilled through unconsolidated Quaternary age alluvium (Qal) and terminated in the Tertiary Age Norwood Tuff (Tn). Figure 3 is an illustration of the surficial geology of the region and the lithologic Log of The Oxbow Bend Well can be found in Attachment A. Unconsolidated Quaternary Deposits (Qal) Silt, Silty Sand, Gravel with Clay, and Gravel are found in unconsolidated deposits overlying the Norwood and Wasatch Formations. These deposits are principally derived from the weathering of the Farmington Canyon Complex, Tintic Quartzite, and other bedrock formations exposed in nearby outcrops and from alluvial transport of sediments from nearby formations. The deposits range from a few feet to hundreds of feet in total thickness. At the location of the Oxbow Bend Well the unconsolidated Quaternary deposits are approximately 153 feet thick and transition sharply from unconsolidated deposits into consolidated bedrock (refer to Attachment A for the Lithologic Log). Norwood Formation (Tn) Coogan and King (2016) describe the Norwood Formation as light-gray to light-brown, and also colored light shades of red and green, altered tuff/claystone and altered tuffaceous siltstone. The Norwood Formation also includes sandstone, and conglomerate with variable amounts of calcareous cement. Wasatch Formation (Tw) Coogan and King (2016) describe the Wasatch Formation as red sandstone, siltstone, mudstone, and conglomerate with local minor deposits of limestone and marlstone. Basal clasts are typically more gray and less red with locally derived angular clasts overlain by rounded Neoproterozoic and Cambrian quartzite. In the region of Peterson Town, the Wasatch Formation is about 2500 feet thick, and where it interfaces with the Norwood Formation it is prone to slope failures. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 7 of 16 January 2025 Oxbow Bend Well Lithologic Log Petersen Brothers Drilling Company drilled and constructed the Oxbow Bend Well and collected drill-cutting samples every 5 feet and at major lithologic transitions as the borehole advanced to deeper depths. Each sample represented a composite of material collected for each drilling interval. A lithologic sample log was prepared by Van F. King, PG and is presented in Attachment A. No borehole geophysical logging was performed. WELL DRILLING AND CONSTRUCTION OPERATIONS The Utah Division of Water Rights (DWRi) issued a start card for the Oxbow Bend Well and Petersen Brothers Drilling Company drilled, constructed, and tested the well under Utah Water Well Driller License #742. Petersen Brothers mobilized to the site around November 2022 and drilled a 30-inch nominal diameter borehole to a depth of 43 feet below the ground surface and a 20-inch diameter borehole to 113 feet to accommodate temporary steel casing strings that were later removed during well construction (refer to Figure 4). Petersen Brothers constructed the well with 16-inch nominal diameter steel casing that was perforated before installation of a 14-inch diameter casing liner with Wire-Wrap Screen. The borehole was drilled to a depth of 161 feet below the ground surface and the casing liner was placed to a depth of 157 feet with a steel plate bottom cap. The annular space was filled with a filter pack consisting of SRI #6 gravel. Well construction details are provided below and are illustrated on Figure 4. WELL CONSTRUCTION DETAILS The Oxbow Bend Well was constructed with 16-inch outer casing perforated between the depths of 117-121, 125-138, 142-151 feet below the ground surface. A 14-inch diameter blank steel casing liner and 304 stainless steel Rosco Moss Wire-Wrap Screen liner was placed to a depth of 157 feet. The well has a 35-foot screened interval placed between a depth of 117 and 152 feet. The screen consists of 0.100-inch aperture (100-slot) 304 stainless steel wire-wrap screen manufactured by Roscoe Moss. The annular space between the 14 and 16-inch well casing was filled with SRI #6 with a specification of 0.157-0.0787 inch diameter material manufactured by Silica Resources Inc. The filer pack material and well slot size were selected to match the lithologic conditions of the aquifer encountered during drilling. King Water Resources selected the screen interval for the well to coincide with potential water productive zones as interpreted from the results of the drill- cuttings log, and the drilling of nearby Wells A and A2. The productive zones were interpreted from: Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 8 of 16 January 2025 • Depth of occurrence of saturated gravel and sand intervals (refer to lithologic Log in Attachment A); • Performance testing of Wells A and A2; and • Static water level measurements recorded during drilling. Figure 4 illustrates the construction details of the Oxbow Bend Well, and a copy of the Well Driller’s Report is provided in Attachment C. The liner consists of a total of 125 feet of 14-inch diameter blank casing, and 35 feet of 16-inch diameter wire-wrap well screen placed in the most productive interval of the aquifer. The 30 and 20-inch diameter casing strings were removed during well construction as illustrated in Figure 4. WELL GROUT SEAL CERTIFICATION The Oxbow Bend Well sanitary well seal was placed on November 16, 2023. The Well was sealed in the annular space between the 16-inch casing and the 20-inch borehole wall. The grouting operations were witnessed by Neil I. Burk, P.G. for conformance with Rules R309-515-6(6)(i) and R655-4-11.4. Attachment B contains the Well Seal Certification letter for the Oxbow Bend Well. A bentonite seal was placed at the bottom of the annular space before the grouting operations, thereby providing a total sealed depth of 113 feet (refer to Figure 4). Details of grouting procedures, including grout volumes and observations are provided in Attachment B. WELL DEVELOPMENT The Oxbow Bend Well was bailed and pumped to develop the well to remove fine-grained material from the productive intervals of the aquifer and to increase the specific capacity of the well. These development methods include: 1) Initial evacuation of the well of residual drill fluids and sustained bailing of fine-grained materials using cable tool bailing methods; and 2) Surging and over-pumping with a line-shaft pump. Petersen Brothers commenced development of the Oxbow Bend Well with the Drill Rig on October 17, 2023 with bailing and swabbing that transitioned to surging and pumping once the test pump was installed on December 19, 2023. Well development pump operations continued until January 25, 2024 at which time the site work transitioned to well performance testing operations. During development with the installed pump the turbidity of the water ranged Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 9 of 16 January 2025 between >1,000 Nephelometric Turbidity Units (NTU) at the start of pumping to less than 5 NTU before the start of well performance testing. Once Petersen Brothers completed installation of the temporary vertical line-shaft pump the Oxbow Bend Well was initially pumped at rates around 425 gpm. The well pumping rate was gradually increased for short duration pumping and surging at rates up to around 1,200 gpm to develop the well and reduce the turbidity of the produced groundwater. The test pump consisted of an 8-inch diameter, 6 stage Water Lube Vertical Turbine, Model 12 HHE-6A manufactured by Valley Pump Company. The pump intake was placed near the top of the uppermost screen at a depth of approximately 118 feet. Aggressive well development with the installed pump was complete by January 25, 2024. Surging and over-pumping was successful in reducing the turbidity of the produced water from greater than 1,000 NTU to less than 5 NTU. WELL PERFORMANCE TESTING Well performance testing was performed with the same temporary pump used during well development surging and over-pumping. The performance tests were designed to determine aquifer parameters and to assess aquifer production potential. Details of performance testing equipment are described below. WATER LEVEL MEASUREMENT King Water Resources monitored groundwater levels in the Oxbow Bend Well and the nearby Saunders Well prior to, during, and following construction and performance testing operations. Petersen Brothers assisted by manually measuring water levels in the Oxbow Bend Well with an electric water level meter placed inside a dedicated “sounding” tube. The manual data were used to confirm water levels recorded using a pressure transducer/data logger installed in a parallel sounding tube in the Oxbow Bend Well. Water levels in the Saunders Well were measured by King Water Resources with a pressure transducer temporarily installed in the well casing. Water levels were recorded as depth to water below the top of well casing and the transducers used for water level monitoring were vented to the atmosphere requiring no adjustments for changes in barometric pressure. Raw water level data for the step-rate and constant rate step tests are provided in Appendices D and E. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 10 of 16 January 2025 PERFORMANCE TESTING EQUIPMENT The Oxbow Bend Well was equipped with a six-stage Water Lube Vertical Turbine, Model 12 HHE- 6A manufactured by Valley Pump Company. This pump is capable of over 1,200 gpm at over 400 feet of head. The intake of the pump was set an approximate depth of 118 feet below the ground surface, above the top of the screened interval of the well. For performance testing operations, the flow rate of the well was regulated by throttling the pump and adjusting a gate valve placed in-line along the lateral discharge pipe. King Water Resources and Petersen Brothers measured the pumping rate using an impeller-type totalizing meter that also had instantaneous flow measurement capability. Well flow rates were checked with a 6-inch circular orifice plate and piezometer (manometer) tube installed in the 8- inch diameter discharge pipe. Pumping rates calculated from the totalizer readings were used to identify average discharge over a period of time. King Water Resources and Petersen Brothers conducted well performance tests between January 26 and 31, 2024. Water level measurements are tabulated in Attachments D and E. The reference point for the water level measurements was the top of the sounding tube located 3.33 feet above ground surface. Petersen Brothers monitored sand content using a Rossum sand tester and King Water Resources staff monitored turbidity, specific conductance, pH, and temperature of the groundwater using field meters. STEP-RATE TEST A step-rate pumping test of the Oxbow Bend Well was conducted on January 26, 2024 to: (1) evaluate the Oxbow Bend Well and aquifer performance at progressively higher pumping rates, (2) estimate well loss at various pumping rates, (3) select the maximum pumping rate for the constant-rate pumping test, and (4) provide base-line data for evaluation of long-term production potential of the aquifer. Figures 5 and 6 present measured water level and drawdown data for the Oxbow Bend Well versus time of pumping for each pumping step. Raw step-rate water level data are provided in Attachment D. We maintained progressively higher pumping rate steps starting with approximately 600 gpm and increasing to a final step of 1,120 gpm. Step-Rate Test Data Analysis The step-rate drawdown curves shown on Figures 5 and 6 also include a calculation of Specific Capacity (Q/s) for each pumping rate. Specific Capacity is defined as the pumping rate (Q) divided by drawdown (s) in gpm per foot. According to Lohman (1972), the Specific Capacity of an ideal, 100-percent efficient well in a confined aquifer will not decrease with increased pumping rate. A decrease in Specific Capacity indicates that turbulent flow occurs in the aquifer near the well as water enters the well casing. The degree of turbulence increases with higher pumping rates. The calculated Specific Capacity of Step 4 performed at a rate of 1,120 gpm is 11.0 gpm/ft. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 11 of 16 January 2025 CONSTANT RATE TEST Following the step-rate test, the Oxbow Bend Well was allowed to recover without pumping for 66 hours prior to the start of the constant rate test. During this period the water level in the well recovered, thereby establishing the pre-test static water level of 5.31 below the ground surface. The constant rate test commenced on January 29, 2024 at 10:00 AM and continued at a pumping rate of approximately 1,125 gpm for 48 hours. Pumping was maintained at a constant rate of approximately 1,125 gpm throughout the duration of the test by regulating an in-line gate valve, and water levels were measured in the Oxbow Bend Well and also the Saunders (Observation) Well during the testing operations (refer to Figure 2 for well locations). Constant Rate Test Data Analysis Figure 7 illustrates the constant rate time-drawdown and residual drawdown recovery curves in relationship to the screened interval of the Oxbow Bend Well. As illustrated in the figure, drawdown was marked by a rapid response of the aquifer stress, approximate stabilization after a short period, and near immediate return to pre-pumping static conditions upon turning off the pump. Petersen Brothers pumped the well at an average rate of 1,125 gpm for 2,880 minutes (48 hours). The pumping drew the water level down to an approximate stabilized depth of nearly 102 feet below the ground surface (total drawdown of 96.6 feet) and water levels had fully recovered within approximately 60 minutes of shutting off the pump (refer to Figure 7 and Attachment E). The calculated Specific Capacity of the well based on the constant rate test data is approximately 11.6 gpm/ft after pumping at a rate of 1,125 gpm for 48 hours. DISTANCE-DRAWDOWN ASSESSMENT During drilling operations and prior to pumping the Oxbow Bend Well, water levels were measured in the nearby Saunders Well, and production from WPR Wells A and A2 were also tracked. Figure 2 illustrates the locations of these wells in relation to WPR’s new Oxbow Bend Well. All the wells are located south of the Weber River and are completed in the same alluvial deposits found along the River. Saunders Well Monitoring The Saunders Well is a domestic well that services a private camp site located west of the Oxbow Bend Well. The Saunders Well was drilled on Wasatch Peaks property in 1997 to a depth of 104 feet. The well location is shown on Figure 2. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 12 of 16 January 2025 We equipped the Saunders Well with a pressure transducer and logged water levels in the well every 10 minutes through the Oxbow Bend Well development and performance testing period. Figure 8 illustrates that the Saunders Well water level followed a stable trend, however the water level in the Saunders Well was observed to decline around 0.08 feet (1.0 inch) during the Oxbow Bend Well testing. This decline does not appear to be associated with production from the Oxbow Bend Well. As illustrated on Figure 9, the decline corresponds with the pumping period of nearby WPR Well A. No direct influence on the Saunders Well from pumping the Oxbow Bend Well was recorded during the performance testing period January 25 through February 5, 2024 (refer to Figure 9). WATER QUALITY Water quality of the Oxbow Bend Well was assessed through (1) monitoring of “field” parameters during performance tests and (2) from a full suite of samples collected at the end of the constant rate pumping test and submitted for laboratory analysis. FIELD MONITORING OF WATER QUALITY Field measurements of turbidity, pH, specific conductance, and temperature were recorded on daily field reports. Turbidity of the produced water progressively dropped during well development operations and at the end of the constant rate test it had declined to below 1.0 NTU. Specific conductance (conductivity) typically ranged between around 732 - 889 micro siemens per centimeter (μS/cm), temperature averaged around 46.3 to 52.8° Fahrenheit, and pH ranged between 7.3 and 7.6. The field-measured trend of turbidity was one of the primary parameters used to assess the progress of well development operations and transition to performance testing operations. LABORATORY ANALYSIS OF WATER QUALITY SAMPLES King Water Resources collected water samples near the end of the constant rate test and the samples were delivered under appropriate chain-of-custody documentation to State Certified Laboratory Chemtech-Ford Analytical Laboratories in Salt Lake City. The samples were analyzed for all constituents required for new sources of drinking water in accordance UAC R309-515-4(5). Laboratory Reports for the new source sampling event, including all analytes to satisfy UAC R309- 515-4(5), are compiled in Attachment F, and Table 1 summarizes results of selected parameters for comparison with WPR Wells A and A2. All detected concentrations required for new sources of drinking water were found to be within acceptable levels. Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 13 of 16 January 2025 WELL DISINFECTION Following well performance testing, Petersen Brothers disinfected the well in accordance with UAC R309-515-6(11), Well Disinfection and UAC R655-9.6.5, Well Disinfection and Chlorination of Water. Petersen Brothers mixed a solution of high-test sodium hypochlorite sufficient to establish a concentration of 100 parts per million (ppm) and batched it into the screened interval of the well to create a chlorine residual throughout the well. GROUNDWATER MANAGEMENT AND SAFE YIELD Aquifer “firm” or “safe” yield is a groundwater resource concept that defines the rate at which water can be withdrawn from a well or aquifer without depleting the supply. Excessive groundwater production can: • Adversely impact water levels in, or production from, other wells or springs in the area, • Exceed groundwater recharge to the aquifer, such that aquifer or well water levels are permanently lowered, • Cause permanent physical damage to the aquifer, • Produce sand or turbid water; and/or • Cause degradation in the quality of water produced from the well. The Oxbow Bend Well performance data show that the well can sustain production at pumping rates of around 1,125 gpm with around 96.6 feet of approximately stabilized drawdown. The Specific Capacity of the well is approximately 11.6 gpm/ft after pumping at a rate of 1,125 gpm for 48 hours. Furthermore, the distance-drawdown curve defined with observation well data indicates that pumping the Oxbow Bend Well will not create unacceptable drawdown in surrounding wells. According to the DDW in UAC R309-110, the “Desired Design Discharge Rate” means the: “…discharge rate selected for the permanent pump installed in a public drinking water well source. This pumping rate is selected by the water system owner or engineer and can match or be the same rate utilized during the constant rate pump test required by R309- 515 and R309-600 to determine delineated protection zones. For consideration of the number of permanent residential connections or ERC's (Equivalent Residential Connections) that a well source can support the Director will consider 2/3 of the test pumping rate as the safe yield.” Well Completion and Performance Testing Report, Wasatch Peaks Ranch Oxbow Bend Well King Water Resources Page 14 of 16 January 2025 To ensure a long-term sustainable groundwater source, we recommend the following: • Application of the R309-110 guidance and calculation of the safe yield for the Oxbow Bend Well based on 2/3 of the performance testing rate of 1,125 gpm or 750 gpm. This approach will provide protection against over-equipping the well and depleting the groundwater resource. Production for short duration periods at higher production rates to meet peak demands may be possible, but the higher equipped rates should not be considered for calculating the number of permanent ERC’s that can be supported by the well. • The pump intake should be set in the blank section of the Oxbow Bend Well above the top of the screened interval of the well, above a depth of around 117 feet below the ground surface. • WPR should develop a monitoring plan for the well once it is placed into service. This program should include: (1) measurement of the water level, pumping rate, and total production on a reasonable interval, (2) tracking of the turbidity of the produced water during pumping, and (3) measurement and tracking of the conductivity of the produced water on a quarterly to semi-annual basis. • WPR should use monitoring data to: (1) identify changes in water quality and well production trends; (2) assess the effect of long-term withdrawals on water quality, and (3) modify the pumping rate, if necessary. • WPR Wells A, A2, and the Oxbow Bend Well all share the same groundwater resource and it may be necessary to adjust pumping rates or production cycles in any one of the wells once sustained longer-term production data are collected from each well. Well performance data show that the Oxbow Bend Well can be a valuable source of groundwater for Wasatch Peaks Ranch. If regional aquifer resources and wells are properly managed this source of groundwater can provide a sustainable source of drinking water to Wasatch Peaks Ranch for many years. The sand cement grout was prepared and delivered to the site by Jack B. Parson Ready Mix Concrete. The sand cement grout was pumped into the borehole by Burbidge Concrete Pumping through a tremie pipe installed inside the borehole. The temporary 20-inch diameter casing was pulled back to a depth of 5 feet after installing 81 cubic feet of sand cement grout. Another 81 cubic feet of sand cement grout was installed in the borehole through a tremie pipe installed inside the borehole. Grout Material:Sand cement grout Grout Volume:The theoretical volume of the annular space between the 20-inch diameter borehole and 16-inch diameter casing from ground surface to a depth of 110 feet is 86 cubic feet. Petersen installed approx. 162 cubic feet of sand cement grout around the 16- inch diameter casing. Grout Density:The grout density was measured to be 17.0 pounds per gallon (lbs/gal). Method of Placement: Tremie pipe and grout pump. Depth from Surface: The certified cement grout well seal extends from a depth of 4 feet to 110 feet. Did Grout Come to the Surface? Grout came up to a depth of 4 feet below ground surface and did not settle below that depth. Length of Tremie Pipe: The bottom of the tremie pipe was set to a depth of 100 feet and approximately 81 cubic feet of sand cement grout was installed in the borehole. The temporary 20-inch diameter casing was pulled back to a depth of 5 feet after installing 81 cubic feet of sand cement grout. Another 81 cubic feet of sand cement grout was installed in the borehole through a tremie pipe set to a depth of 30 feet inside the borehole.
