See Figure 1 for a Site location map. This work included completing soil and groundwater confirmation sampling of the UST excavation, completing numerous test pits that facilitated the collection and analysis of groundwater samples, and the installation of three groundwater piezometers at the Site. BACKGROUND Ten USTs have been reported to have been removed or closed in place at the Site by various former environmental consultants. Two 8,000-gallon (one gasoline and one diesel) UTSs were removed from the southern edge of the Site in May 1990. The USTs were installed in 1970. Reportedly 125 tons of petroleum impacted soil was removed from around these USTs. Groundwater within the UST basin was encountered at 8 feet below ground surface (bgs) and was assumed to flow to the west. After reviewing the investigation and remediation documents, the Utah Division of Environmental Response and Remediation (DERR) issued a “No Further Action” status for this release (FTJ) in November 1996. A 250-gallon waste oil tank was removed from near the southwest corner of the main building near 26 th Street in December 1993. Soil contamination was not detected during the closure activities. A 4,000-gallon new oil tank was removed from the southeast end of the Site near 26th Street in September 1997. Residual petroleum hydrocarbon impacts were detected at concentrations below the Utah Initial Screening Levels (ISLs) was detected in the closure samples. No further action was required by the Utah DERR. Four 10,000-gallon diesel USTs were closed in place below a shop building located on the north center of the Site in November 1998. The USTs were installed in 1974. Soil samples obtained during the closure activities exhibited petroleum hydrocarbon contamination for total petroleum hydrocarbons (TPH) from 19 to 63 milligrams per kilogram (mg/kg). Groundwater was not sampled during the closure activities. The building and slurry-filled USTs were removed in late 2018/early 2019. The excavation has been left open. Two 10,000-gallon diesel USTs and two dispensers were removed from the northwest portion of the Site in December 2007. Eight soil and two groundwater samples were obtained at that time. Total petroleum hydrocarbons as diesel-range organics (TPH-DRO) contamination was detected in a soil sample collected below a dispenser during the fuel system removal operations. The groundwater was encountered at a Wasatch Environmental Inc. Page 2 depth of approximately 11 feet bgs. Groundwater contamination (TPH-DRO) was detected at concentrations above the Utah ISL in both samples but at concentrations below the Utah Risk Based Corrective Action (RBCA) Tier 1 Screening Levels (SLs). A subsurface investigation conducted in July 2008, west (assumed hydraulically downgradient area) of the release, indicated the remaining soil impacts were below the Utah ISLs. During the sampling activities drilling refusal was encountered from 5 to 7 feet bgs and groundwater samples were not obtained. Based on a review of the sampling results, the Utah DERR recommended no further corrective action be taken and the second LUST file (release MIL) was closed in February 2009. Based on Wasatch’s research of past investigations complete at the Site, it appears that no groundwater monitoring wells have ever been installed at the Site to determine the on-Site groundwater flow direction. During Site redevelopment earth working activities at the Site, Ogden City was notified that an unknown UST was discovered. Based on conversations with an Ogden City representative, CMT provided oversight for the removal of the UST from the Site and over excavation activities of the fuel-impacted soil from the former UST basin area. Some fuel impacts remained within the UST excavation after the over excavation activities were completed. CMT originally collected soil confirmation samples that were rejected by the Utah DERR, as CMT was not certified to collect the required soil and groundwater confirmation samples. According to Ogden City, on February 7, 2024, the UST was transported by DJ Grading under CMT’s oversight to the Weber County Transfer Station where it was destroyed and disposed (see Appendix A for disposal documentation). Approximately 54.57 tons of petroleum-impacted soil was over excavated around the former UST and was disposed of at Mounding & Sons Landfill by DJ Grading. See Appendix A for soil disposal documentation. On February 9, 2024, a release of petroleum originating from the unknown UST was reported to the Utah DERR. In a letter dated February 15, 2024, the DERR requested that subsurface investigations be completed to define the extent of the release and assigned the release an ID of OJY. A representative of Ogden City requested that Wasatch provide soil and groundwater confirmation sampling and regulatory support services to obtain regulatory closure of the observed release. OBJECTIVE The objective of the work described in this report was to provide, closure/confirmation sampling, site investigation activities, and regulatory support to Ogden City to obtain oversight and closure from the Utah DERR with respect to the removal and release from the previously unknown UST. REMEDIAL AND INVESTIGATION ACTIVITIES METHODS The following sections of this report present the methods and results of the remedial activities conducted in connection with the documented petroleum impacts originating from the previously unknown UST at the Site. The remedial action activities were performed by Strategic Builders, with CMT oversight for the initial UST removal and excavation, and Wasatch oversight for the remainder of the UST soil excavation activities. Soil and groundwater confirmation sampling was completed by a Wasatch personnel who are a DERR-certified “UST Groundwater and Soil Sampler”. See Appendix B for a photographic log of field activities. Soil Excavation and Off-Site Disposal The initial excavation work, completed with CMT oversight, of petroleum hydrocarbon-impacted soils at the Site was completed on February 6, 2024. One excavation (EXC-1) was completed at the Site. Strategic Builders completed the excavation activities using an excavator under CMT’s oversight. Based on soil confirmation data, the northeastern portion of the excavation floor was further excavated on March Wasatch Environmental Inc. Page 3 6, 2024, to remove residual petroleum hydrocarbon impacts to meet cleanup goals. The excavations were guided largely by field observations of grey to black staining, petroleum hydrocarbon odors, soil confirmation data, and field screening with a photoionization detector (PID). Contaminated soil was directly loaded into dump trucks for transport to Moulding & Sons Landfill for disposal. The EXC-1 excavation initially extended to depths of approximately 4 feet bgs and measured approximately 26 feet east to west and 28 feet north to south with an approximate area of 728 square feet (see Figure 2). The final depth of the excavation ranged from 8 to 10 feet bgs. A total of 272.1 tons (this includes the bottom portions of the test pits as well as the UST excavation area) of petroleum-impacted soil was excavated and disposed of at Moulding & Sons Landfill. See Appendix A for applicable soil disposal documentation. Backfill and compaction of the excavation was completed on March 19, 2024. The excavation was backfilled per Ogden City’s requirements. See Figure 2 for the excavation boundary. Soil Confirmation Sampling Six soil confirmation samples were collected by Wasatch from the excavation sidewalls (SS-1 through SS-6 [collected on February 14, 2028]), two initial (Floor-1 and Floor-2 [collected on February 28, 2024]) and one additional (Floor-2A [collected on March 13, 2024]) soil confirmation samples were collected from the floor of EXC-1. The locations of the soil confirmation samples are shown in Figure 2. Soil confirmation sample locations from the excavation walls and floors were biased to the impacted depth intervals as indicated by field observations of soil staining, petroleum hydrocarbon odors, and elevated PID readings. The sample locations were spaced at intervals to provide sufficient coverage of the entire excavation and not allow more than 25 linear feet of sidewall and no more than 500 square feet of floor to go unsampled. Soil confirmation samples collected from the walls and floor of the excavation were collected by hand or by using the excavator bucket. The excavator bucket was decontaminated using Alconox® and water before collecting each sample. The soil confirmation samples were collected using gloved hands and placed in the appropriate laboratory-supplied sample jars. The samples were transported in an iced cooler, under chain-of-custody protocol, to Chemtech-Ford Laboratories (CF), a Utah-certified laboratory, for analysis. The sidewall (SS-1 through SS-6) and two initial (Floor-1 and Floor-2) soil confirmation samples were analyzed for methyl tertiary-butyl ether, benzene, toluene, ethylbenzene, total xylenes, and naphthalene (MBTEXN), volatile organic compounds (VOCs), and total petroleum hydrocarbons as gasoline-range organics (TPH-GRO) by U.S. EPA Method 8260D, TPH-DRO by U.S. EPA Method 8015C, and oil and grease and total recoverable petroleum hydrocarbons (TRPH) by U.S. EPA Method 1664BMod. The final soil sample was only analyzed for TPH-DRO, TPH-GRO, and MBTEXN using the methods above as no VOC or TRPH exceedances were detected in soil confirmation samples. Groundwater Confirmation Sampling Wasatch collected a total of two groundwater confirmation samples (designated GW-1 and GW-1A) from EXC-1 (see Figure 2). Groundwater confirmation samples collected from EXC-1 were collected using a Teflon dipper. The groundwater confirmation samples were collected using gloved hands and placed in the appropriate laboratory-supplied sample containers. The samples were transported in an iced cooler, under chain-of-custody procedure, to CF for analysis. The GW-1 groundwater sample was analyzed for MBTEXN, VOCs, TPH-GRO by U.S. EPA Method 8260D, TPH-DRO by U.S. EPA Method 8015C, and oil and grease/TRPH by U.S. EPA Method 1664B. The GW-1A groundwater sample was analyzed for TPH- DRO fractionation by U.S. EPA Method 8270E to evaluate exposure risks. Wasatch Environmental Inc. Page 4 Test Pit Groundwater Sampling From February 28 to March 6, 2024, nine test pits were completed to facilitate the collection of groundwater samples (TP-1 through TP-9 and TP-3A). These test pits were completed to evaluate and define the extent of the petroleum impacts to groundwater (see Figure 2). Groundwater confirmation samples collected from the test pits were collected using a Teflon dipper. The groundwater confirmation samples were collected using gloved hands and placed in the appropriate laboratory -supplied sample containers. The samples were transported in an iced cooler, under chain -of-custody procedure, to CF for analysis. The test pit groundwater samples were analyzed for MBTEXN and TPH-GRO by U.S. EPA Method 8260D and TPH-DRO by U.S. EPA Method 8015C. Additionally, groundwater sample TP-3A was analyzed for TPH-DRO fractionation by U.S. EPA Method 8270E. Groundwater Piezometer Installation, Surveying, and Measurement On February 28, 2024, three groundwater piezometers (P-W, P-S, and P-E) were installed at the Site as follows (see Figure 2): • P-W was installed in test pit TP-1, • P-S was installed in test pit TP-6. • P-E was installed in test pit TP-5. Each piezometer was constructed with a 1-inch schedule 40 polyvinyl chloride (PVC) well screen and casing materials. The lower five feet consisted of 0.010-slot PVC well screen with a well foot attached to the bottom of the screen. The wells screens were extended at least 3 feet below the observed water table. Well casing was attached to the top of the well screen and extended to several feet above ground surface. The top-of-casings (TOCs) were surveyed by Wasatch personnel with LaserPlane surveying equipment. Piezometer P-W was assigned to an arbitrary datum of 100.00 feet. The remaining piezometers TOCs were surveyed in relation to the P-W elevation resulting in the following TOCs: P-W = 100.00 feet, P-S = 98.37 feet, and P-E = 99.95 feet. The piezometers were allowed to equilibrate for over 72 hours prior to collection of depth to groundwater measurements using an electronic well sounder. REMEDIATION AND INVESTIGATION ACTIVITIES RESULTS Soil Excavations and Off-Site Disposal The completion of the EXC-1 excavation facilitated the removal of petroleum-impacted soil exceeding the applicable Utah ISLs. A total of 272.1 tons (this includes the bottom portions of the test pits as well as the UST excavation area) of petroleum-impacted soil was excavated and disposed off-Site at Moulding & Sons Landfill. Soil Confirmation Sampling Analyte concentrations in soil were compared to the Utah ISLs and Utah RBCA Tier I SLs for applicable petroleum hydrocarbon analytes. A summary of the soil analytical data is presented in Table 1. The soil confirmation laboratory analytical reports are presented in Appendix C. All soil confirmation samples collected from excavation EXC-1 exhibited analyte concentrations below their applicable Utah ISLs and RBCA Tier I SLs, except for soil sample Floor-2 which exhibited a TPH- DRO concentration of 1,170 mg/kg. This concentration exceeds the Utah ISL for TPH-DRO of 500 mg/kg, but is below the RBCA Tier I SL of 5,000 mg/kg. Given that these impacts were located within 30 feet of the property boundary, these soil impacts were excavated out and disposed of off-Site, and this area of the excavation floor was resampled (Floor-2A). No analytes were detected in the Floor-2A soil Wasatch Environmental Inc. Page 5 confirmation sample. Therefore, the soil impacts resulting from the unknown UST release have been remediated to concentrations below their applicable Utah ISLs. Groundwater Confirmation Sampling Analyte concentrations in groundwater were compared to U.S. EPA Maximum Contaminant Levels (MCLs), Utah ISLs, and Utah RBCA Tier I SLs (where applicable). Additionally, the TPH-DRO fractionation data were compared to Site-Specific Cleanup Levels (SSCLs) calculated using the Utah DERR RBCA Tier 2 Risk Assessment Calculator (version 1.2), see Appendix D. Sample locations are shown in Figure 2. Groundwater analytical data are summarized in Table 2. The laboratory analytical report and chain-of-custody documentation are presented in Appendix C. TPH-DRO was detected in groundwater confirmation sample GW-1 at a concentration of 2,200 micrograms per liter (µg/L). This concentration exceeds the Utah ISL for TPH -DRO of 1,000 µg/L, but is below the Utah RBCA Tier I SL of 10,000 µg/L. Given that these impacts appeared to be highly weathered, based on field observations, a second groundwater confirmation sample (GW-1A) was collected from the groundwater within the EXC-1 excavation and analyzed for TPH-DRO fractionation. None of the detected TPH-DRO fractionation analytes exhibited concentrations that exceeded any of the calculated SSCLs. No other analytes were detected at concentrations that exceed their applicable Utah ISLs or U.S. EPA MCLs in the groundwater confirmation samples. Test Pit Groundwater Sampling Analyte concentrations in groundwater were compared to U.S. EPA MCLs, Utah ISLs, and Utah RBCA SLs (where applicable). Additionally, the TPH-DRO fractionation data were compared to SSCLs calculated using the Utah DERR RBCA Tier 2 Risk Assessment Calculator (version 1.2), see Appendix D. Sample locations are shown in Figure 2. Groundwater analytical data are summarized in Table 2. The laboratory analytical report and chain-of-custody documentation are presented in Appendix C. TPH-DRO was detected in groundwater samples TP-3 (10,200 µg/L), TP-7 (484,000 µg/L), and TP-8 (124,000 µg/L). These concentrations exceed both the Utah ISL for TPH-DRO of 1,000 µg/L and the Utah RBCA Tier I SL of 10,000 µg/L. Given that these impacts appeared to be highly weathered, based on field observations, a second groundwater sample (TP-3A) was collected from TP-3 and analyzed for TPH-DRO fractionation. The C13-C16 aliphatic hydrocarbon concentration (13,200 µg/L) detected in groundwater sample TP-3A exceeded the calculated SSCL of 10,200 µg/L for the groundwater ingestion exposure pathway. No other TPH-DRO fractionation analytes exceeded the calculated SSCLs. No other analytes were detected at concentrations that exceed their applicable Utah ISLs or U.S. EPA MCLs in the groundwater confirmation samples. Groundwater Piezometer Installation, Surveying, and Measurement Three piezometers were successfully installed and depth to groundwater measurements were recorded. The depth to water and groundwater elevations are as follows: Piezometer ID TOC Elevation (feet) Depth to Groundwater (feet) Groundwater Elevation (feet) P-W 100.00 7.62 92.38 P-S 98.37 10.86 87.51 P-E 99.95 13.43 86.52 Based on this data, the groundwater flow direction and hydraulic gradient, calculated as a 3-point problem, is approximately 0.017 feet/foot to the east-southeast. Wasatch Environmental Inc. Page 6 CONCLUSIONS AND RECOMMENDATIONS The previously unknown UST was removed from the Site and disposed at the Weber County Transfer Station by CMT. CMT also guided the initial over excavation activities to remediate the observed petroleum hydrocarbon impacts to soil adjacent to the UST. Based on the soil and groundwater confirmation data, the soil around the previously unknown UST exhibits concentrations below applicable Utah ISLs and the groundwater exhibits concentrations below applicable calculated SSCLs. Based on the piezometer depth to water measurements, the general groundwater flow direction is to the east-southeast. No other wells have ever been installed at the Site to determine groundwater flow direction; however, past consultants have assumed the groundwater flow direction was to the west. Based on the test pit data, it is Wasatch’s opinion that the groundwater impacts originating from the previously unknown UST were localized to impacts immediately adjacent to the UST and are below applicable Utah ISLs or calculated SSCLs. Therefore, it is Wasatch’s opinion that additional remediation or investigation regarding this UST release is not warranted at this time. Given the groundwater flow direction and the increase of petroleum hydrocarbon concentrations in groundwater to the north and northwest (hydraulically upgradient of the UST basin) of the previously unknown UST, it is Wasatch’s opinion that these impacts are likely originating from the former UST system (associated with release MIL) located north and northwest of the former unknown UST (see Figure 2 for the MIL UST system location). Closure sampling was completed for the northern UST system; however, groundwater confirmation samples were not collected, and it is possible the soil confirmation samples were not located in the area(s) of the release origination. Remediation of petroleum hydrocarbons located adjacent to the former unknown UST at the Site was completed in February and March 2024. Remediation involved excavation and off-Site disposal of 272.1 tons (this includes the bottom portions of the test pits as well as the UST excavation area) of petroleum hydrocarbon-impacted soil from the Site. Upon completion of the remediation actions, analyte concentrations in soil and groundwater around the unknown UST are now below the applicable Utah ISLs, Utah RBCA SLs, or SSCLs where appropriate. Therefore, the remedial objectives have been met, and Wasatch does not recommend additional investigation or remediation at this time. Wasatch requests that the release be issued a letter of “No Further Action” and granted regulatory closure. Additionally, Wasatch requests that the MIL release be reopened to facilitate additional investigation and remediation if required. Our services consist of professional opinions and recommendations made in accordance with generally accepted environmental engineering principles and practices.
