We believe this action is unwananted based on the circumstances sunounding our recent stack test and compliance efforts. Several months ago, an individual of Middle Eastern descent came into our office claiming he was acting on behalf of your agency. He presented a letter, which I b1iefly reviewed and recognized as a document similar to correspondence we had previously received directly from your office. The letter stated that a stack test was required on our ADM RoadTech Hot Plant. Based on this presentation and in good faith, we agreed to proceed with the stack test as outlined. We paid for the testing services as instructed. However, it took approximately three to four months to receive the test results from this individual. As soon as we received the completed paperwork, we promptly uploaded the results to your system, ensuring we met our compliance obligations. Following the submission, we were informed additional infmmation was required. Since that time, we have made multiple attempts to contact the individual who perfonned the stack testing to obtain the necessary documentation and clarification. Unfortunately, despite repeated efforts, we have been unable to reestablish communication with him. CKC Operations has always been committed to operating in full compliance with the Department of Air Quality's regulations. We have acted in good faith based on the information presented to us and have made every effort to fulfill our obligations responsibly and promptly. We respectfully request a thorough review of this matter and ask that this action against CKC Operations be reconsidered. We are prepared to provide any further details or documentation needed to resolve this situation. Thank you for your time and attention to this matter. We look forward to working with your office to achieve a fair resolution. Sincerely, Justin Robb Chief Operating 0 CKC Operatio _ . )'--A/ REVIEWEDInitials: CG Date: 3-21-25 Compliance Status: NOV (DAQC-177-25) Response File # 15972 (B1)
