Canyon Meadows Followup

Scott, I feel like there are so many loose ends in your system I am struggling to keep them straight,
I am going to try and summarize them in this email. I have copied a couple of people from DDW so
they can get a sense of the items we are working on. I don’t require a reply from them. I would
appreciate a response on these items just so I know where we are and what we need to do to
finish this up.
Treatment Plant
I did a lot of research on what has been done to date for this. It appears that a filter building
was designed and even bid. The average cost for the filter building and equipment was about
$561,935.
There wasn’t enough funding to cover the filter building and equipment so it was cut
from the bids.
It appears that since this bid, that DDW required that a redundant system be installed.
The single system from WesTech cost about $322k (6 treatment cells). The redundant
system is about $536k (12 treatment cells).
The redundant unit means the unit is twice as big, and may or may not fit in the
originally designed building.
I see the email you sent from Ted that said he had talked to DDW and they were on board
with Canyon Meadows needing this system, but there was also the concern about how
collateral would work out. I can’t find evidence that a preliminary application was ever started.
I believe you that Ted did a rate study, but I also can’t find that in our records. We may need
to redo that.
I think the next steps would be for me to talk with DDW to figure out what they remember and
determine how to make the funding work. We may need to redo the rate study as well. Before
I start these conversations, I think it would be in our best interest to tie up more of the loose
ends. DDW has a hold on applications until May anyway.
Pump Station
I answered your question about the need for a VFD for the pump station. Do you need
anything else from us? Can you provide the latest update of what needs to be done to bring it
back online?
SCADA
Has SKM been up there to install the SCADA system and get things operational? I thought
they were planning on installing this month. If you haven’t heard, I could try to follow up.
Or, was SKM waiting for the fiber to be installed first?

There is an optional fee for the additional screens for the SCADA installation for $10,300.
Last I heard you were checking with JSSD to see if they were wanting that option, do you
know if they will be elected? Have you directed SKM either direction?
Distribution System – we need the following still for the operating permit.
Certification or Rule Conformance by a professional engineer (P.E.) that all conditions of Plan
Approval were accomplished, and if applicable, changes made during construction were in
conformance with Rules R309-500 through 550.
This should come from the PE that designed the system.
As-built or record drawings incorporating all changes to approved plans and specifications.
To come from the PE that designed the system.
Also need a confirmation email that as-built or record drawings have been received by
the water system.
You did send me some Bac-t results. I have been waiting for the other items before I send
them to DDW to see if they are adequate or if more will need to be taken.
Tank– we need the following still for the operating permit.
Last I heard the hatch has been installed and the piping was to be done soon. Has the
remaining work on the tank been completed?
Do you have an invoice or estimate of how much that cost to complete?
The tank was disinfected, have you ran any bac-t samples yet?
We will need contractor redlines to be able to create as-built drawings. Do you have those to
provide yet?
Finances
In December we had $104,236.54 left in the funding.
We just sent in a reimbursement for $3,550, which means we should have $100,686.54 left.
Were we going to send in a reimbursement for some water meters?
Close Out Items
We need lien releases from the contractors. Can you collect those?
We need a notice of substantial and final completion. Do you know if these were ever
created?
Operating permit for the distribution system.
Operating permit for the tank.
Letter from Canyon Meadows accepting the work.
Final Pay request.

Your review matches up with my recollection. We would like to pursure funding for this project.
The anticipation is that a new buidling will be built next to the new water tank and the old building
demolished. Please discuss this with the state and see what has been done and what needs to
be done.

it back online? The pump station is not part of the state funding. We would like you to make
a site visit. It appears the stainless screen and catwalk were not installed. We are asking
Vancon about the two items. Vancon is expected to finish up the two sump pumps and
discharges this week. The balance of the replacement electrical equipment, except for the
VFDs in the pump vault, will be finished up in the next week.

Bac-t results for the raw water line. We flushed it with chlorine but the water flowing in it is
untreated water. Since we changed over to the new raw water line all of the tests results
coming out of the treatment facility are satisfactory. f

tank. We will start filling it with treated water tomorrow, Wednesday. Once it is full it will be
monitiored for leaks.

Your review matches up with my recollection. We would like to pursure funding for this project. The anticipation is that

nothing to do with the design of the distribution system, I believe we are just helping you through the
process. We did the design of the raw water line, but that does not require an operating permit. Does

Scott and Matt,
I am just following up to see what the status is in getting the SRF project completed. It looks like there is just over
$100,000 left in the escrow account to complete the project.
Based on the earlier email, I have not heard or seen anything about a new application for funding to build the treatment
plant. I do caution that you need to ensure and have in place sufficient collateral for the full amount of the request. I
remember there was some issue with that on the current project, so I am not sure you would have enough unless you
have lots or land that can be used.
To answer a couple of the other questions, the operating permit will be issued by the Division of Drinking Water after
stamped as-built drawings are received and reviewed.
Please let me know when you think these items will be completed.

this project can be closed out.

If the leak was repaired, does the tank need to be disinfected again? We need negative bacteria sample results.

Only one small correction, the record drawings can be stamped but they are not required to be. Only drawings and
specifications to receive plan approval are required to have P.E. stamps.

Good morning Dani,
Most of the work has been installed or constructed. We are working on getting power to the spring diversion/booster pumps so
we can test the facilities and pump water to the new storage tank to test the tank. Hopefully we can get it completed in the next
month or so and have the system tested and work on the operating permit and put it into service.

tied together.
Plan Review #10979 for the intake and pump station
Plan Review # 11431 for the 300,000 - gallon tank
Plan Review #12774 for the after the fact approval of the distribution system overhaul.
Once you submit for an operating permit please reference all of these that apply so that we can get them all closed out.

I too am trying to get up to speed on this, along with a lot of his other projects ☹. I know the water line
is done. Did they get a temporary operating permit for that, would you mind sharing with me what
outstanding items you need from us to get the operating permit?
The tank still needs to have the hatch installed and piping connected so it can do a leak test and bac-t.
The booster vault flooded over the spring and ruined a lot of items, they are working through that right
now, the SCADA system is planned to go in late winter, but that will depend on access to the vault.

Currently, the water line does not yet have any operating permit. To get one we need a certification of rule conformance, as-
builts, and the bacteriological samples. Heather probably also has additional requirements for the SRF funding. However, those
won't impact getting an operating permit if you are waiting until the project is completed to work on that.

Danielle, another update as I have been digging in.
Booster Station
Currently working through the flooding issue they had, they need to have the pump controls
checked out next.
SCADA is planned to go in some time around February/March.
Pipeline
We will start working on the operating permit requirements for the distribution line
Tank and Transmission Line
They plan to make the connection to the new tank in the next 3 months, then test, clean and
disinfect. We will get operating permit documentation after the disinfection is complete.
Funding
I have reached out to Heather to verify how much funding is left.
Heather, will there be documentation needed for the bond closing that I should be made aware of
to put on my radar?

Some progress has been made. Canyon Meadows has the required documentation for the operating permit. Can you please
review these and tell me if you need anything additional to get the permit in place? Do you need the actual as-builds or just the
letter saying the water company has received them?
They are still working on getting the tank completed (air vacs and level transmitter). That permit request will hopefully be coming
in the next month or so.

No worries. It does not look like Julie filled out the checklists in the plan approvals. For the diversion structure and pump station
we would need the certification of rule conformance, as-builts, certification that Scott has received those, and location of the
intake structure if that was not included in the DWSP. But you are correct that Bact's would not be needed for raw water
structures. Then for the storage tank it would be the certification of rule conformance, as builts, confirmation of as built receipt,
bact samples, and tank location. I've attached both plan approvals just in case.

Yes an operating permit is still required for the diversion structure and the pump station even if they are raw water
transmission. They are not surveyed during sanitary surveys since they convey raw water to the treatment plant so they do not
need to meet the same requirements as finished water facilities for O&M.

We also need the certification of rule conformance from a P.E. for the project. We need a copy of the as builts if they have
red lines that cause them to differ from the approved plans for plan approval. This project is only for the water lines. Julie
Cobleigh also has project #11431 and #10979 for the storage tank, and the diversion structure and pump station,
respectively.

Thank you for the update. That is a huge bummer about the booster vault.
Currently, the water line does not yet have any operating permit. To get one we need a certification of rule conformance,
as-builts, and the bacteriological samples. Heather probably also has additional requirements for the SRF funding.
However, those won't impact getting an operating permit if you are waiting until the project is completed to work on that.

We are taking the water into the system from the same location as the last 40 years. All that is changed to date is a section the
raw waterline was replaced. Soon the tank comes online and then once the new pump station is completed it too will come
online. The new pump station is not part of the DDW funding. It was funded by Cascade.

The letter that Dani sent showed that it did go through the DDW review process and does require an operating permit. It is a
significant contributor to the water system, which is why it went through the approval process. Usually bigger projects that
contribute to drinking water, regardless of funding or not need to go through the DDW approval process. I believe this is why an
operating permit is being required. Correct me if I am wrong Dani.

are not SRF funded.
Scott, apologies I was not the review engineer over the project so if the project improved the existing intake structure then we

Dani, we did move the diversion structure downstream. I am not sure if there is a DWSP created for the new location. Are you
able to investigate that. If not, would someone be able to find the one for the previous location, it would make it much easier to
create a new one if needed for the new structure if we had it.

Hi Matt you are correct,
Any project that will impact the quantity or quality of water being delivered by a water system needs to go through the approval
process. Raw water projects have the potential to impact both quantity and quality so that is why the intake and pump were
reviewed and need an operating permit. The engineering review of projects are separate from funding, most projects we work on
are not SRF funded.
Scott, apologies I was not the review engineer over the project so if the project improved the existing intake structure then we
should already have the location information and there should be a drinking water source protection plan (DWSP).

significant contributor to the water system, which is why it went through the approval process. Usually bigger projects that
contribute to drinking water, regardless of funding or not need to go through the DDW approval process. I believe this is why

Matt,
We are taking the water into the system from the same location as the last 40 years. All that is changed to date is a section
the raw waterline was replaced. Soon the tank comes online and then once the new pump station is completed it too will come
online. The new pump station is not part of the DDW funding. It was funded by Cascade.

We also need the certification of rule conformance from a P.E. for the project. We need a copy of the as builts if they have
red lines that cause them to differ from the approved plans for plan approval. This project is only for the water lines. Julie
Cobleigh also has project #11431 and #10979 for the storage tank, and the diversion structure and pump station,
respectively.

Thank you for the update. That is a huge bummer about the booster vault.
Currently, the water line does not yet have any operating permit. To get one we need a certification of rule conformance,
as-builts, and the bacteriological samples. Heather probably also has additional requirements for the SRF funding.
However, those won't impact getting an operating permit if you are waiting until the project is completed to work on that.
