The product line and sump removal activities were limited to an area located beneath a fueling canopy building and north of the transition sump (see Figure 1). The fueling system consists of three diesel aboveground storage tanks (ASTs) situated on a concrete pad and underground piping extending to the fueling area. The fueling area consisted of three dispenser islands with four dispensers. BACKGROUND The piping and sump removal activities were performed to facilitate a piping and sump replacement limited to the transition sump, replacement of the product lines, and replacement of the dispenser sumps. It is our understanding that the former dispensers will be reused. In July 2024, Wasatch, on behalf of BP Environmental, Inc., R+L Carriers’ consultant, performed limited subsurface investigation activities at the Property to evaluate the current condition of the soil and groundwater in the vicinity of the fueling system components. As part of the investigation, four soil borings were advanced in the area of the fueling system located beneath the canopy, one next to the transition sump, and one at each dispenser island. Six soil samples and four groundwater samples were collected from these borings. Elevated concentrations of total petroleum hydrocarbons as diesel range organics (TPH-DRO) and total petroleum hydrocarbons as gasoline range organics (TPH-GRO), exceeding Utah Initial Screening Levels (ISLs) and/or Utah Risk Based Corrective Action (RBCA) Tier 1 Screening Levels (Tier 1) in soil and groundwater were detected at the west and east dispenser islands and near the transition sump. A release for this system was reported to the Utah Division of Environmental Response and Remediation (DERR) on August 2, 2024, and was assigned a release ID of OLH. REMOVAL AND REMEDIATION ACTIVITIES Between January 8 and 16, 2025, Wasatch certified underground storage tank (UST) soil and groundwater sampler (GS 1583), and certified UST remover (TR 412) oversaw the piping and dispenser removal, and remediation activities. Seneca Companies removed and replaced the product lines and sumps. Photographs of removal and remediation activities are presented in Appendix A. For the purposes of the piping and sump removal, the dispenser islands and limited concrete were removed as depicted on Figure 1. The concrete pad in the fueling area is approximately 6 inches thick Wasatch Environmental Inc. Page 2 and approximately two to three inches of gravel was below the concrete pad. In the areas of the product piping and sumps, approximately 6 inches of sandy pea gravel was present above and/or below the piping and sumps. Native soil was encountered at approximately 8 inches below the slab and consisted of stiff clay. Soil around the transition sump consisted of cemented engineered fill. The gravel was removed using a vacuum truck. Once the gravel was removed, black soil and pea gravel staining was observed in the areas of the product piping and dispensers. Additionally, water with free product was observed beneath the central dispenser island. No staining was observed around the transition sump. Wasatch used a shovel to investigate how deep the impacts in the areas of the north and south product lines extended. In the area of the north product line, an approximately 1-foot-thick layer of black staining was observed with grey staining below. Product line and dispenser sumps were removed on January 9, 2025. Free product collecting in the area of the central dispenser island was pumped into a steel 55-gallon drum. By close of day on January 9, 2025, Wasatch, BP Environmental, and the owner decided to remove additional concrete to facilitate remedial excavation activities in accordance with Utah Administrative Code, Section R311-204-5(2). The objective of the excavation activities was not to remove all soil impacts, but to remove as much of the black stained soil as possible without undermining the structural integrity of the concrete pad or canopy. Excavation activities began on January 13, 2025. For the purposes of excavation, the impacted soil was staged on an impermeable liner on asphalt. The liner was bermed using straw swaddles. Additional black soil staining was observed extending beneath the concrete slab to the north and south; therefore, additional concrete was removed to facilitate further excavation on January 15, 2025. On this day, Wasatch and BP Environmental received Division approval to remove up to 100 cubic yards of impacted soil without the oversite of a Utah certified UST consultant or a corrective action plan. Excavation activities ceased on January 16, 2025. As depicted on Figure s 2 and 3, the final excavation was approximately 22 feet north to south and 45 feet east to west. The depth of the excavation was between 2.5 to 5 feet below the concrete slab (see Figure 3). Excavation extents were limited to the north by trench floor drains, and to the south by the footing for the canopy. The western extent to the excavation was limited by the footing for the western canopy wall. Approximately 100 cubic yards of impacted soil was excavated and disposed of off-site at ET Technologies Soil Regeneration Site (SRS). Waste manifests are presented in Appendix B. Wasatch collected a total of 12 confirmation soil samples (CS-1 through CS-12) allowing no more than 25 feet between sidewall and base samples. All soil samples collected for laboratory analysis were collected with gloved hands and placed into laboratory-supplied 2-ounce glass jars with no headspace. The sample jars were each labeled with the sample location, sample identification, date, and time of sample collection. The soil samples were immediately placed on ice in a sample cooler. Samples were delivered under chain-of-custody documentation to Chemtech-Ford Laboratories, a Utah-certified analytical laboratory located in Sandy, Utah for analysis of benzene, toluene, ethylbenzene, total xylenes, and naphthalene (BTEXN) using United Stated Environmental Protection Agency (U.S. EPA) Method 8260D, and TPH-DRO using the U.S. EPA Method 8015C. Fractionation using U.S. EPA Method 8270E was performed on confirmation samples CS-1 and CS-7. Sample CS-1 was collected from black stained soil left in place beneath the slab on the northwestern side of the excavation. Sample CS-7 was collected from the base of the excavation in the area of the former central dispenser island. RESULTS Table 1 presents the TPH-DRO and BTEXN soil analytical results. No BTEXN compounds were detected at concentrations above their respective Utah ISLs. No TPH-DRO concentrations in base samples exceeded Tier 1 screening levels. TPH-DRO was not detected above laboratory reporting limits in sidewall sample CS-11. TPH-DRO was not detected above laboratory reporting limits in sample CS-5 which was collected 2 feet below the slab and represents the sidewall/base sample in that location. Sidewall soil confirmation samples exceeding Utah Tier 1 screening levels included CS-1, CS-3, CS-4, Wasatch Environmental Inc. Page 3 and CS-10, representing limited impacts left in place along the northern, southeastern and southwestern sidewalls where further excavation was unable to be conducted due to structural constraints . Northwestern sidewall sample CS-1 had a TPH-DRO concentration of 10,700 milligrams per kilogram (mg/kg). This sample was collected from the visibly heaviest stain ed soil remaining in place. Along this sidewall, black staining left in place was approximately 13 inches thick. The sample collected directly beneath the black staining in this area (CS-2) had a TPH-DRO concentration of 174 mg/kg, below the Utah ISL, indicating the potential for a positive correlation between the limited visibly stained soils remaining in place and Utah ISL exceedances. TPH-DRO was detected in samples CS-3, CS-4, and CS- 10 at concentrations of 5,860 mg/kg, 7,210 mg/kg, and 7,800 mg/kg. The analytical laboratory report, including chain-of-custody documentation, are presented in Appendix C. CONCLUSIONS A total of approximately 100 cubic yards of TPH-DRO heavily impacted soil was removed during remedial activities. All impacted soil was disposed of off-site at ET Technologies SRS. The depth of the excavation ranged between 2.5 and 5 feet below the concrete slab. Confirmation soil samples collected from the base of the excavation reported concentrations of TPH-DRO below the Utah ISLs and/or Tier 1 Screening Levels indicating the vertical delineation/remediation of impacts to below Tier I Screening Levels within the excavated area. Black stained soils with concentrations of TPH-DRO ranging from 5,860 mg/kg to 10,700 mg/kg, exceeding the Tier 1 Screening Level of 5,000 mg/kg, were left in place along the north, southeast, and southwest excavation boundaries where further excavation was unable to be conducted due to structural constraints. The residual black stained soil layer is approximately 13 inches thick and begins approximately 8 inches below the concrete slab. Based on the visual observations and laboratory data collected, residual impacts in exceedance of applicable Tier 1 Screening Levels are limited to these areas, whereas the majority of impacts have been remediated (via removal) to below these limits.
