Dear Mr. Gurney and Mr. Beery:
WSP USA Inc. (WSP) prepared this Work Plan and Budget (WP&B) OFU-05 Amendment 01 for the additional
costs incurred during the CAP implementation activities at the Utah State Prison – Uintah Maximum Security
Fuel Generator, located at 14400 South Pony Express Road, Draper, Utah (Site).
The additional costs resulted from higher than anticipated contaminated soil volume removed from the Site.
Continuation of the project over the original approved scope was discussed with the Division of Environmental
Response and Remediation (DERR) during a conference call on September 12, 2024, followed by email
communication on September 16, 2024 that outlined the initial estimate of the additional costs. This Amendment
was requested by the DERR project manager during a phone call on March 27, 2025 for the final additional
costs for this WP&B.
Scope of Work
This amendment is for additional efforts to complete the scope of work of OFU-05 as described below:
Task 1 – Project Planning and Administration
Senior Project Manager (P-101)
 Communication with DERR, SFN, and subcontractors.
 Project setup activities for additional scope.
 Preparation of the PST vouchers by Standardized Invoice (new procedure) as discussed with DERR
(resubmittal and new vouchers).
Project Admin (P-109)
 Procurement, Invoicing, and project administration in accordance with WSP procedures (extended project
schedule).
Task 2 – Field Activities
Senior Project Manager (P-101)
 Project oversight (extended schedule).
 QC of subcontractor waste manifests.
Field Scientist (P-104)
 Field Oversight, confirmation sampling.
Subcontractors
 Excavation subcontractor (Pacific West) - additional cost for transportation and disposal for additional 393
cubic yards.
o Attachment 1 shows summary of truckloads received at the Intermountain Regional landfill.
 Analytical Laboratory – Additional confirmation sampling analysis.
Estimated Cost
The total additional costs incurred for scope of work described above is $49,517. Cost details are provided in
Table 1.
