1. Introduction
This annual report is prepared in compliance with Operating Permit No. UTOP8001 and Best Friends Animal
Society’s (BFAS) Sampling and Analysis Plan. One new OWS was installed during the reporting period and no
OWS systems were altered. The one OWS system that was installed was the RV Shower House. The total number of
OWS systems and holding tanks on site are now 75 and 4 respectively (Table 2). Throughout the reporting period,
BFAS has taken steps towards installation of LUWDS systems per the BFAS WMP and UTOP8001. Estimated
installation time of these systems will occur in CY25.
2. Surface Water Quality
Surface water quality was monitored in accordance with the BFAS Sampling Analysis Plan. Samples were taken in
May and November. No samples exceeded action levels or limits. Sampling results are included in Table 3 and
laboratory reports are included in Appendix A.
3. Groundwater Quality
Groundwater quality was monitored in accordance with the BFAS Sampling Analysis Plan. Samples were taken in
May and October. No samples exceeded action levels or limits. Sampling results are included in Table 4 and
laboratory reports are included in Appendix A.
4. Septic System Effluent Testing
Septic system effluent was missed in 2024. Follow up sampling will take place in March 2025 and routine sampling
will happen later in the year to distance the time of sampling events.
5. Estimated Average Daily Discharge
Estimated Average Daily Discharge (gpd) based on 70% of well production data (EPA, 2022) was 49,445 gpd which
is less than the permitted daily discharge limit (Table 6).
6. Density of Onsite Wastewater Systems
A Density Plan was prepared during this calendar year and submitted to the Division after the reporting period
ended. Density was calculated based on nitrogen loading using a standard residential septic tank of 300 gallons and
is thus larger than the number of permitted systems. OWS density is currently 34.86 ac/OWS for the Upper Navajo
sub-area which influences the Upper Navajo aquifer, and 8.74 ac/OWS for the Kanab Creek Canyon sub-area which
influences the Lower Navajo aquifer. These densities do not exceed the allowed densities for both sub-areas based
on the OWS density plan provided to the Division (Table 7). Modifications to the subareas used for density
calculations were made for this year’s report. Portions of Upper Navajo and Kanab Creek Canyon that are part of
BFAS property were inadvertently not included in the original density calculations because they were not part of the
planned unit development at time of preparation. As these portions of land comprise part of the “Upper Navajo”
area, it was added to this subarea. Additionally, portions of the original Kanab Creek Canyon area overlay State
Highway 89 and have been removed. This land is not owned by Best Friends Animal Society and should not have
been included. The error was due to the title transfer document of this land showing an incorrect shape that did not
exclude the Utah Department of Transportation owned land. These corrections to density subarea have resulted
increased Upper Navajo acreage and decreased Kanab Creek Canyon acreage (Figure 1).

7. Spills or Malfunctions
Two spills or malfunctions occurred during the reporting period due to daylighting of effluent and occurred at the
Cottages. Both were reported to the division as required in our operating permit. Details for each event and
corrective actions taken and reporting are included in Table 8 and Appendix C. Documentation of Spills or
Malfunctions.
8. Best Management Practices and Outreach Activities
Best Management Practices
The BFAS Utilities Department performed weekly inspections of all holding tanks and performed inspections of all
business function onsite septic systems. One third of all residential systems were inspected and tanks pumped if
necessary. Inspections, maintenance, and repair activity performed throughout the year are catalogued in Table 9
and Table 10.
Outreach Activities
An email was sent to all sanctuary staff and residents with information on the importance of septic maintenance and
function. Throughout the year we give tours of the facilities to new employees and donors. We like everyone on
those tours of the importance of a properly functioning septic system. (Appendix D. Documentation of Maintenance
Activities, Best Management Practices and Outreach Activities).
9. Adaptive Management Actions
Discharge flow calculations.
Issue: Currently discharge flow to determine system density is based on a percentage of total system water
production. This is not accurate since the system water is used in a variety of ways that does not end up in a septic
tank. These uses include irrigation, line flushing, stock watering, road dust suppression, and numerous animal care
and maintenance/construction related activities.
Solution:
Solution. Between January and February of 2025, Best Friends installed 72 water meters in buildings located in
Service Area A, B, and C. With these installations, almost all buildings on campus now have water meters. The few
remaining buildings, due to site specific installation issues, will have meters installed later in the calendar year. This
will allow more accurate determination of flows in the service areas and density subareas. Additionally, in March of
2025, Best Friends awarded construction of the Service Area B LUWDS project. Construction will start in April
with project completion anticipated in March 2026. Once completed, all effluent flows for Service Area B will be
consolidated into the Kanab Creek Canyon subarea and will be metered.
