REPORT NARRATIVE:
On March 24, 2025, representatives of the Division of Waste Management and Radiation Control
(Division) received an email from the Utah Department of Environmental Quality's Public Information
Officer regarding illegal dumping at property owned by Henry Barlow, Sevier County Parcel No. 5-23-7
(the Property). On March 25, 2025, representatives of the Division met with John Chartier, UDEQ District
Engineer, and Eric Larson of the Central Utah Health Department, in response to concerns of illegal
dumping at the Property. There is no solid waste management facility permit or other approval for the
Property.
At the time of the inspection, there was no indication of recent waste disposal or waste removal. The
soils did not appear to be disturbed or show indication that liquids were recently dumped.

Representatives observed a small area of disturbance, potentially from a scavenger, in which waste was
partially exposed. Odors were present near the vicinity of the disturbance as well as some bones.
