Re: Quality Crushing – Temporary Relocation/Operation, Notice of Intent – Emery County
Your Notice of Intent dated March 17, 2025, to relocate portable aggregate equipment to the
temporary project located northwest on UT-31 toward the 200 West/North Loop Road, near
Huntington, Utah, was received by the Utah Division of Air Quality (DAQ) and has been
reviewed.
The following equipment has been approved for operation for this temporary project:
500 TPH jaw crusher
300 TPH screen
Two 400 TPH screens
400 TPH cone crusher
400 TPH impact crusher
700 kW generator
The above equipment has been approved for temporary projects in the State of Utah by the
Approval Order (AO) DAQE-AN130980008-18 dated May 2, 2018. Approval is granted to
relocate and operate this equipment at the new location for a period not to exceed 180 operational
days. As per Utah Administrative Code (UAC) R307-401-17, the operation of equipment at this
temporary site may be for up to 180 working days in any calendar year not to exceed 365
consecutive days, starting from the initial relocation date. Approval is subject to the conditions of
the dust control plan submitted for this location and the above portable AO. Hours of operation
shall be held to 12 hours each day. The maximum production rate shall be held to the requested
500 tons per hour. Emissions for this project have been estimated at the following:

The owner/operator shall maintain records of the actual operation hours, days, and production
rate, of the above referenced equipment at this relocation site and have the ability to submit the
information to the DAQ upon the request of representatives of the director. Please make certain
that the plant operator is aware of all the location specific requirements for this site and the
conditions of the aforementioned AO.
NSPS Subpart OOO requires that initial Method 9 observations be performed for all applicable
portable crushers, screens, and attached conveyors. Subpart OOO also mandates that all crushers
constructed, modified, or reconstructed on or after April 22, 2008, which are not enclosed, must
install spray bars on the equipment and keep maintenance records to ensure proper spray bar
operations.
Utah Division of Water Quality Storm Water Permits and regulations may apply to this temporary
project. Please refer to Utah DEQ Water Quality’s current storm water construction requirements
for additional information.
This approval for relocation in no way releases the owner or operator from any liability for
compliance with all other applicable federal, state, and local regulations including the UAC.

Hi Susan,
Yes, sorry about that. 2026 is the correct date. I was looking at a map when I submitted that form. The structure looks like
a shed and some silos, and possibly a house. I was measuring from the very edge of the gravel pit to the structure. I'll
attach a map of it so you can verify. Let me know if I can do anything else to help.

I did receive your submission, see the attached copy. I've also attached your current portable AO. If you look at this 2018
permit it references all of the equipment in the most generic terms possible so that you don't have to match up specific
equipment identifiers anymore. Just as a heads up, the DAQ will soon issue a portable equipment Rule that will eliminate
the requirement to identify a specific portable AO. Instead we will just reference the new Rule requirement on the
relocation letters and will not worry about where each piece of equipment comes from.
In the meantime, I will reference your 2018 AO on this relocation letter to Huntington. I will let you know if I need any more
information regarding this specific project. Thanks

We believe that's the closest structure that is inhabited. It's roughly 3/4 of a mile from where Quality Crushing is going to
