Mostly used gloves, rags, buckets, boxes, etc. Landfill cell has been full of leachate and liquids for several years. IWM has been gradually working at displacing the liquids with solids in the cell, but most of the solids are being managed at the IWM Pinnacle Fuels Landfill. Plans for continued displaced of leachate and other liquids was still in progress. Nearly all new solid waste received at this facility came from the incinerator waste. 3. The only major issue under the Solid Waste Permit was the handling of high liquids in the landfill cell. Liquids were running (channeling) out the side of the landfill cell and into one of the overflow ponds. This was more of an issue with their DOGM permit not allowing leachate from a landfill cell to enter into an evaporation pond or surface impoundment. The new rules were later approved under DWMRC Rules that this would be allowed once surface impoundments used for evaporation transferred over to DWMRC. However, during the time of the inspection this was not permitted by DOGM.
