PST Fund payment claims will reference this work plan and specific tasks itemized below. INTRODUCTION The site is an active fueling facility for Granite School District. The underground storage tanks (USTs) were removed in March 2025. During UST closure activities hydrocarbon concentrations exceeded Tier 1 levels in groundwater samples collected from the UST basin. The water must be removed as part of dewatering the tank basin excavation for installation of new USTs. Hydrocarbon concentrations in all soil samples were less than Initial Screening Levels. SCOPE OF WORK Dewatering Depth to groundwater is approximately six feet. Groundwater in the excavation will be continuously pumped out into onsite frac tanks to allow installation of the new tanks. It is estimated that four or five frac tanks will be used to remove approximately 80,000-100,000 gallons of contaminated groundwater until the new USTs are installed. Groundwater Treatment and Disposal The water in the frac tank will be treated by passing it through a series of carbon filters. After laboratory analysis confirms that the frac tank water meets disposal levels, the treated water will be discharged to the storm sewer under a Utah Pollutant Discharge Elimination System (UPDES) discharge permit from the Division of Water Quality, obtained by ET Technologies, the excavation and dewatering subcontractor working on the project. Dewatering, treatment, and disposal will require nearly continuous oversight to ensure pumps and filters are working properly. Future work A subsurface investigation will be completed after UST installation where samples are collected around and downgradient of the tank basin as well as from observation wells in the tank basin to define the magnitude and extent of residual groundwater contamination. MSCI was already under contract for soil removal and dewatering with Granite School District prior to discovery of contamination. Their subcontractor is ET Technologies. As all their equipment is already onsite, the work is partially completed, and they have obtained the disposal permits, MSCI with ET Technologies is considered the best contractor to complete the work and would be the least expensive.  Laboratory: Chemtech Ford COST ESTIMATE Rockwell Solutions, Inc. estimates the cost to complete the work as described in this work plan is approximately $73,168.50. A detailed cost breakdown is presented in Table 1. The estimated budget will require adjustment if the scope of services identified herein is modified.
