Public notice of modification to the Brigham City Local Limits for the Approved POTW Pretreatment Program (Program) delegated by the Division of Water Quality.

PURPOSE OF PUBLIC NOTICE

The Division of Water Quality (DWQ) is soliciting public comments regarding modifications to the Brigham City Local Limits. These changes are considered a substantial modification of
the Program implemented by Brigham City. DWQ reviewed the changes and found the changes met the requirements of R317-8-8 and 40 CFR 403. Once the public notice period and comment process
are completed, DWQ intends to formally approve the modifications for implementation of the Local Limits by Brigham City.

BACKGROUND
Brigham City has modified the Local Limits based on the needs of the Program. The changes could impact Industrial Users discharging to the Publicly Owned Treatment Works (POTW), owned
and operated by Brigham City.

PUBLIC COMMENTS
Public comments are invited before the close of business on May 5, 2025. Written public comments can be submitted to Jennifer Strong Robinson, UPDES Individual Permitting Section, Utah
Division of Water Quality, PO Box 144870, Salt Lake City, Utah 84114-4870, or by email at [e-mail].

A public hearing can be requested, although it must be filed during the comment period, ending on May 5, 2025. A request for a public hearing must be filed per 40 CFR 403.11. After considering
public comments, the DWQ Director may approve, revise or abandon the revisions to the Local Limits. The director will not publish a notice of decision provided the Local Limits are approved
without any changes, and no comments are received during the public comment period.
